Influencing Social Policy to Recognize Cultural Diversity: The Limitations of Anthropologist Involvement

In this article I examine my involvement in influencing Israeli social policy in order to recognize cultural diversity among immigrants by changing the basic assumptions towards immigrants from the Former Soviet Union (FSU). Initially, a unanimous approach, which saw all immigrants as "Russians" or "Soviets," was used. This was modified to a culturally oriented policy that recognizes different ethno-cultural groups within this broad category. These experiences can tell something about the dilemmas of multicultural policy in Israel, as well as the dilemmas of an anthropologist who wants to influence this policy.

The term “minority” usually refers to individuals or groups that are disadvantaged in comparison to those who belong to the dominant group. This type of exclusion is commonly based on race, ethnicity, religion, gender, social and cultural background, and sexual orientation. While in reality boundaries between cultural groups are unclear, defining and relating to minorities always hinges on a definition of the majority or hegemony, thus creating an often misleading concept of binarism. The heterogeneous social and cultural fabric of the Israeli context, and its evolution over the years, problematizes any clear dichotomy between hegemonial and marginal groups. Nevertheless, general distinctions can be made based on what is perceived as the common narrative of Israeli culture. From its inception, the Zionist leadership, while integrating people from different places, cultures, and languages, pursued a melting-pot policy by promoting a monocultural community for the “ingathering of the exiles,” supported by national “standards” such as the “National Poet,” the “National Theater,” the “National Museum” and the “National Library,” where Hebrew was the cultural kernel. These cultural pillars adhered to the Ashkenazi Western secular culture, with certain concepts of masculinity and militarism, to the detriment of other national ethnic and religious groups. Changes in the political arena, and the growing waves of immigration from the 1950s to the 1980s, led to fissures in efforts to structure a homogeneous Jewish-Israeli culture. Alternative narratives and cultures began shaping a multicultural sphere with differing national, ethnic, religious and cultural groups. In the last few decades, this evolution has been mirrored in Hebrew literature and in the field of Hebrew literary criticism. Numerous volumes of prose and poetry have been published and studies have dealt with the Israeli minority literature of specific literary groups or significant authors. This entry clearly cannot cover all these minority groups, but rather focuses on the national minority in Israel in the writing of Palestinian-Israelis, the literatures of ethnic minorities such as Mizrahim who immigrated from North Africa and the Middle East, and immigrants from the former Soviet Union (FSU) and Ethiopia, the literature of religious and ultra-orthodox Israelis, and the literature of the LGBT community in Israel. It does not discuss women’s writing, a broad category that deserves separate attention; the literature of the disabled community, which has still not emerged as a literary group; or authors who write and publish in Israel in different languages such as English, Yiddish, or German. Abstract Introduction Informal caregiving during hospitalization of older adults is significantly related to hospital processes and patient outcomes. Studies in the home settings demonstrate that ethno-cultural background is related to various aspects of informal caregiving; however, this association in the hospital setting was insufficiently researched.Objectives Our study looked for differences between ethno-cultural groups in the amount and kind of informal support they provided for older adults during hospitalization.Methods This study is a secondary data analysis of two cohort studies conducted in Israeli hospitals. Hospitalized older adults were divided into three groups: Israeli-born and veteran immigrant Jews, Arabs, and Jewish immigrants from the Former Soviet Union (FSU).Results Informal caregivers of “FSU immigrants” stayed less hours during the day in both cohorts, were less present during the night in study 1, and provided less supervision of medical care in study 2, in comparison to the two other groups. Findings from study 1 also suggested that informal caregivers of “Arab” older adults were more likely to stay during the night in comparison to the two other groups.Conclusion Ethno cultural groups differ in terms of the patterns of caregiving older adults during hospitalization. Health care professionals should be aware of these patterns and the cultural norms that are related to caregiving practices for better cooperation between informal and formal caregivers of older adults.

The purpose of this article is to give a quick overview of intercultural tendencies in certain Russian regions’ modern linguistic landscapes: where they can be found, why languages other than Russian are used, what the purpose of their use is, and who uses them. The material for this study includes several thousand photos taken between 2010 and 2018 in different regions of Russia, representing advertising material and signboards where different languages and cultures meet. Methodologically, the photos were classified and analyzed according to the types of code-switching and hybrid structures appearing in and on them. Some history is given on the cities studied, as well as the state of the languages that are part of their linguistic repertory. A few particular situations are scrutinized, involving national republics and other areas where linguistic minorities exist (major cities, provinces, villages). A strong tendency for the use of foreign culture was evident in the findings all over the country; the English language was preferred, but not perfect; an Asian influence was emerging everywhere. Wordplay characterized the creative employment of letters and words. Yet the cultures of the former Soviet Union, as well as the cultures of linguistic minorities (other languages besides Russian) were underrepresented, even in the national republics. The conclusion is that the modern language of the street is oriented towards the fusion of diverse cultures, but not necessarily those that represent the ethnic and cultural richness of Russia. Multiculturalism as reflected in public signage is more lively than multicultural policy because of emotionality and linkages with styles and scripts.

Summary To compare the health beliefs and infant vaccination behavior of mothers of four different ethno-cultural backgrounds: Israeli-born Jewish and Arab-Bedouin and immigrants from the Former Soviet Union and Ethiopia; to examine the associations between initial and subsequent infant vaccination behaviors of mothers and to identify predictors of vaccination behaviors. A comparative cross-sectional study was conducted in selected community neighborhoods. A quota sample included 100 mothers with infants aged 18–24 months (N = 400) from each of the four ethno-cultural groups. Data were collected through questionnaires and examination of the infant vaccination cards. Both groups of immigrant mothers had the lowest adherence to the recommended vaccination regime. Our findings indicate that maternal behaviors regarding infant vaccinations were determined mainly by the behavior at the previous recommended vaccination stage. Different ethno-cultural groups presented different sociodemographic predictors of vaccination behaviors. These predictors only affected the vaccinations at the early stage of 2 months. Policy makers should be aware that mother’s vaccination behaviors vary according to ethno-cultural groups to establish culturally tailored intervention programs.

Bone mineral density (BMD) screening is one of the main means to detect and treat osteoporosis. Yet, the manner in which ethno-cultural background is associated with BMD health cognitions and screening behavior remains limited. Several ethno-cultural groups (n = 100 in each group)—Israeli-born Jews, Israeli-born Bedouin-Muslims, and Jewish immigrants from the Former Soviet Union (FSU), mean age 70 (SD = 7.1)—participated in face-to-face interviews in a cross-sectional survey, using valid and reliable questionnaires on BMD screening behavior, knowledge about osteoporosis, and theory of planned behavior (TPB) components. FSU immigrants reported the lowest BMD screening behavior. The multivariate analysis showed that higher knowledge level, positive attitudes, supportive subjective norms, and greater intentions increase the probability of BMD screening behavior. The TPB attitude component had a more pronounced effect on the probability of undergoing BMD screening among Israeli-born Bedouin-Muslims compared to Israeli-born Jews. Our findings contribute to the TPB by deepening our understanding of the associations between TPB components and BMD screening behaviors, from an ethno-cultural perspective. To assure sufficient BMD screening behavior among all ethno-cultural groups, intervention programs—suited to address the unique characteristics of each ethno-cultural group—are required.

This research aims to identify factors associated with marital instability among Jewish and mixed (Jewish and non-Jewish) couples following immigration from the former Soviet Union. Based on the Strangeness Theory and the Model of Acculturation, we predicted that non-Jewish immigrants would be less well adjusted personally and socially to Israeli society than Jewish immigrants and that endogamous Jewish couples would have better interpersonal congruence than mixed couples in terms of personal and social adjustment. The sample included 92 Jewish couples and 92 ethnically-mixed couples, of which 82 couples (40 Jewish, 42 mixed) divorced or separated after immigration and 102 couples (52 Jewish, 50 ethnically mixed) remained married. Significant differences were found between Jewish and non-Jewish immigrants in personal adjustment, and between endogamous and ethnically-mixed couples in the congruence between spouses in their personal and social adjustment. Marital instability was best explained by interpersonal disparity in cultural identity and in adjustment to life in Israel. The findings expand the knowledge on marital outcomes of immigration, in general, and immigration of mixed marriages, in particular.

This paper presents Pavlov's contribution to the development of biological-oriented personality theories. Taking a short description of Pavlov's typology of central nervous system (CNS) properties as a point of departure, it shows how, and to what extent, this typology influenced further research in the former Soviet Union as well as in the West. Of special significance for the development of biologically oriented personality dimensions was the conditioned reflex paradigm introduced by Pavlov for studying individual differences in dogs. This paradigm was used by Russian psychologists in research on types of nervous systems conducted in different animal species as well as for assessing temperament in children and adults. Also, personality psychologists in the West, such as Eysenck, Spence, and Gray, incorporated the CR paradigm into their theories. Among the basic properties of excitation and inhibition on which Pavlov's typology was based, strength of excitation and the basic indicator of this property, protective inhibition, gained the highest popularity in arousaloriented personality theories. Many studies have been conducted in which the Pavlovian constructs of CNS properties have been related to different personality dimensions. In current research the behavioral expressions of the Pavlovian constructs of strength of excitation, strength of inhibition, and mobility of nervous processes as measured by the Pavlovian Temperament Survey (PTS) have been related to over a dozen of personality dimensions, mostly referring to temperament.
