The core question to be answered in periodic evaluations of EU Member States Rural Development Programme (RDP) specific policy interventions is whether the stated objectives are accomplished by particular intervention (support or „treatment” provided to programme participants). Programme effects should normally be expressed in “net” terms, which means after subtracting the effects that cannot be attributed to the intervention, and by taking into account indirect effects (deadweight, leverage, displacement, substitution and multipliers). The level of the estimation of indirect effects (micro or macro level) depends on the size of the interventions and country specific issues. In the ex-post evaluation of the Latvian Rural Development programme 2007-2013, deadweight effects, leverage effects and multipliers are estimated at the individual measure (micro) level, while substitution and displacement effects are aggregated over the sets of measures. Multiplier effect is a secondary effect resulting from increased income and consumption generated by the public intervention. Multiplier effects are cumulative and take into account the fact that a part of the income generated is spent again and generates other income, and so on in several successive cycles. In each cycle, the multiplier effect diminishes due to purchases outside the territory. The existing study provides an assessment of the multiplier coefficients (multipliers) for the economic growth in terms of Gross Value Added and for the employment creation in terms of Annual Working Units. The research results show that total estimated programme secondary cumulative impacts on economic growth and employment over the entire economy are significant and positive.

Since 2007, Romania was given the chance to develop a system for implementing development projects by attracting substantial external funding. in the period 2007-2013 the financial intervention in the rural areas, as part of the European Common Agricultural Policy (CAP), was a very consistent one (more than 10 billion euro). National Program for Rural Development 2007-2013 (NRDP) represents the strategy which presents the main characteristics of the financial support addressed to rural areas. The paper has two objectives: to explore the main problems NPRD 2007-2013 occurred and to discuss about its matching to the socio-economic reality of Romania. It consists in a desk-research, using secondary analysis on statistical reports and official documents as the methodological background. The data sources used are: Ministry of Agriculture and Rural Development, Interim report of National Rural Development Programme; Ministry of Agriculture and Rural Development – General Directorate for Rural Development, The situation of the NPRD projects, recorded in monitoring tables; The National Rural Development Programme 2007-2013 (consolidated version, December, 2013). Main results show important differences among NRDP interventions (measures). Some of them are in a good situation, but, in the same time, parts of them are delayed, facing huge difficulties from various reasons. On the other hand, our findings show that there is not a perfect match between the financial support programs and the Romanian rural reality. for the next period, in order to maximize the impact of the public intervention, Romanian authorities have to reconsider some key aspects of the programs, according more importance to the local characteristics of the rural areas.

This article provides an overview of some developments, internationally, regionally and in the SADC, in relation to development, that may be expected to influence the South African government’s response to the development needs of the people in the country.  An overview is provided of the somewhat haphazard way in which the Constitution of the Republic of South Africa, 1996 refers to the need for and objective of development (including rural development) in the country.  Through their explanatory outline of three distinct phases in South African rural development law and policy: 1994–2000 (the Reconstruction and Development Programme and related documents and their implementation); 2000–April 2009 (the Integrated Sustainable Rural Development Strategy and its implementation) and April 2009+ (the Comprehensive Rural Development Programme and related documents), the authors review some of the historical strengths and future prospects related to rural development in South Africa.  Based on an assessment of historical trends, a number of recommendations are made for government’s way forward in the implementation of the constitutional objectives, law and policy relevant to rural development in the country.

Hungary’s accession to the European Union caused major changes in the country’s life. Rural development subsidies can be received through extensive application mechanisms. This is particularly challenging for lagging micro-regions. My study presents the lagging microregion of Ibrány-Nagyhalász, focusing on what types of organizations and upon what grounds received subsidies in the framework of the Agriculture and Rural Development Operational Programme 2004–2006 (AVOP). I focus on the same parameters when examining the measures in the third axis of the New Hungary Rural Development Programme 2007–2013 (ÚMVP), followed by a comparison between the two programmes’ effectiveness. I conclude that due to the experience collected throughout the period of AVOP, both the number and the quality of applications have risen from the year 2007. Still, due to the lack of competence, cooperation and motivation, the region's planned improvements are not yet fully met and the capabilities of the region are not yet fully exploited. For the future, even more complex and more feasible projects are needed.

The purpose of this research are (1) to identify changes in the structure of Indonesia’s economi, (2) to identifty backward linkage and forward linkage between agriculture sector eith other sctors in economic structure of Indonesia, (3) to know the multiplier effect of output, income, employment and grows value added of agriculture sector. The research analyzed Input-Output data, the domestic transaction based on producer price, that in classified 66 sectors published by the Cnetral Statistics Agency (BPS) uidng Input-Output Analysis.These result indicate that ini 1975 until 2008 the structure of Indonesia’s economy has changed towards industrialization. Backward linkage and forward linkage between the agriculture sectora are under the average backward linkage and the forward linkage of economy all sector in Indonesia. Multiplier effect to output, income, employment in the agricultural sector are the average of output multiplier effect income, employment sectors of the economy throughout Indonesia but the gross value added in above-average gross value added multiplier effects throught the economy of Indonesia.
