RESUMO Este artigo trás para discussão o papel dos planos de gestão de dados como instrumento facilitador da gestão dos dados durante todo o ciclo de vida da pesquisa. A abertura de dados de pesquisa é pauta prioritária nas agendas científicas, por ampliar tanto a visibilidade e transparência das investigações, como a capacidade de reprodutibilidade e reuso dos dados em novas pesquisas. Nesse contexto, os princípios FAIR, um acrônimo para ‘Findable’, ‘Accessible’, ‘Interoperable’ e ‘Reusable’ é fundamental por estabelecerem orientações basilares e norteadoras na gestão, curadoria e preservação dos dados de pesquisa direcionados para o compartilhamento e o reuso. O presente trabalho tem por objetivo apresentar uma proposta de template de Plano de Gestão de Dados, alinhado aos princípios FAIR, para a Fundação Oswaldo Cruz. A metodologia utilizada é de natureza bibliográfica e de análise documental de diversos planos de gestão de dados europeus. Concluímos que a adoção de um plano de gestão nas práticas cientificas de universidades e instituições de pesquisa é fundamental. No entanto, para tirar maior proveito dessa atividade é necessário contar com a participação de todos os atores envolvidos no processo, além disso, esse plano de gestão deve ser machine-actionable, ou seja, acionável por máquina.Palavras-chave: Plano de Gestão de Dados; Dado de Pesquisa; Princípios FAIR; PGD Acionável por Máquina; Ciência Aberta.ABSTRACT This article proposes to discuss the role of data management plans as a tool to facilitate data management during researches life cycle. Today, research data opening is a primary agenda at scientific agencies as it may boost investigations’ visibility and transparency as well as the ability to reproduce and reuse its data on new researches. Within this context, FAIR principles, an acronym for Findable, Accessible, Interoperable and Reusable, is paramount, as it establishes basic and guiding orientations for research data management, curatorship and preservation with an intent on its sharing and reuse. The current work intends to present to the Fundação Oswaldo Cruz a new Data Management Plan template proposal, aligned with FAIR principles. The methodology used is bibliographical research and documental analysis of several European data management plans. We conclude that the adoption of a management plan on universities and research institutions scientific activities is paramount. However, to be fully benefited from this activity, all actors involved in the process must participate, and, on top of that, this plan must be machine-actionable.Keywords: Data Management Plan; Research Data; FAIR Principles; DMP Machine-Actionable; Open Science.

We are now conducting a forty-year follow-up and family study of 200 schizophrenics, 325 manic-depressives and 160 surgical controls. This study began in 1973 and has continued to the present date. Numerous data handling and data management decisions were made in the course of collecting the data for the project. In this report some of the practical difficulties in the data handling and computer management of such large and bulky data sets are enumerated.

In the years since 2000, the authorities in charge of forests in canton Vaud have made some substantial changes as a reaction to the political decisions arising from the Swiss Forest Programme and the projected revision of the Federal forestry Law, as well as to the deterioration of the economic situation in forestry enterprises. This article gives a survey of the directions taken. Thus the canton recognises the primordial role of wood production as a driving force behind the creation of a multifunctional forest. The Service for Forests, Wildlife and Nature has invested a great deal in planning, and has redefined the management plan to be an instrument intended for forest owners and forest managers. The canton has innovated by introducing forestry groups and a scheme of equalisation of forestry costs between communes. Hence the conception of forestry management in canton Vaud is resolutely that of a multifunctional natural heritage.

Nowadays, according to decentralization and current legislation (Land Code of Ukraine, Resolution of the Cabinet of Ministers of Ukraine and the Law of Ukraine «On Self-Governance»), the public lands have been transferred to the CTCs since 1 February 2018. In 2018/2019, 788 CTCs received communal ownership of 1.68 ha of public lands. According to the Draft Law «On Amendments to Several Legal Documents of Ukraine on Agricultural Lands Turnover», the consolidated territorial communities become the legal entities and can acquire property rights to agricultural land plots. Therefore, transferring the lands to be used by the newly created CTCs is currently an urgent issue that requires extended scientific and practical research. The paper aims to research the role of land reform in Ukraine and its impact on increase of CTCs’ budget revenues. The stages of land reform and the development of the land reform in Ukraine as well as its implementation strategy are outlined. The disparities of the integrated satellite map and the data of the Land Cadaster of Ukraine in terms of unregistered lands are defined. The amount of a CTC budget’s increased revenues due to the reform is estimated. Statistical data on small, medium, and large farmers and their interest in the land reform are analyzed. The terms of selling the land to foreign investors and conditions of participation in land auctions are examined. The mechanisms of land purchase, selling, and lease in line with the land reform are suggested. Generalizing the presented aspects of the land reform in Ukraine and their impact on economic activity of the newly created CTCs, it can be argued that the process is quite positive and necessary for both communities and businesses in order to get additional budget revenues for CTCs. The land reform improves the living standards of Ukrainian people through the disclosure of the country’s agricultural capacity.
