The growing threat of disasters caused by climate change, of which flooding is the most prevalent has led to a call for a change in the design of, and roll-out of disaster mitigation and response policies. A more inclusive approach to Disaster Risk Reduction has been advocated with the Sendai Framework for Disaster Risk Reduction calling for the involvement of women and marginalized groups for more effectiveness and efficiency. The rapidly urbanizing countries of sub-Saharan Africa are particularly vulnerable to the threats and impacts of disasters, including flooding, and women in these countries are differentially vulnerable and marginalized. In response to the call for the inclusion of women in disaster risk management, this scoping review seeks to understand to what extent Nigerian women have been engaged or included in urban flooding research. This review finds that very little research has been conducted on gender and flooding. In addition, 85% of the papers reviewed focus on rural women, while the prevalence and rising threats of flooding in urban areas are given little attention. As urban centers throughout the region are becoming more feminized, a better understanding of urban women’s experiences with flooding will help ensure a more inclusive and effective disaster response.

The sub-Saharan Africa (SSA) region, along with the rest of the African continent, is prone to a wide variety of natural hazards. Most of these hazards and the associated disasters are relatively silent and insidious, encroaching on life and livelihoods, increasing social, economic, and environmental vulnerability even to moderate events. With the majority of SSA’s disasters being of hydrometeorological origin, climate change through an increase in the frequency and magnitude of extreme weather events is likely to exacerbate the situation. Whereas a number of countries in SSA face significant governance challenges to effectively respond to disasters and manage risk reduction measures, considerable progress has been made since the early 2000s in terms of policies, strategies, and/or institutional mechanisms to advance disaster risk reduction and disaster risk management. As such, most countries in SSA have developed/reviewed policies, strategies, and plans and put in place institutions with dedicated staffs and resources for natural hazard management. However, the lack of financial backing, limited skills, lack of coordination among sectors, weak political leadership, inadequate communication, and shallow natural hazard risk assessment, hinders effective natural hazard management in SSA. The focus here is on the governance of natural hazards in the sub-Saharan Africa region, and an outline of SSA’s natural hazard profile is presented. Climate change is increasing the frequency and magnitude of extreme weather events, thus influencing the occurrence of natural hazards in this region. Also emphasized are good practices in natural hazard governance, and SSA’s success stories are described. Finally, recommendations on governance arrangements for effective implementation of disaster risk reduction initiatives and measures are provided.

AbstractInformal caregivers are a population currently in the shadows of disaster risk reduction (DRR), and yet essential to the provision of healthcare services. This scoping review explored the literature to understand issues related to informal caregiving and promising practices to support resilience for disasters. Following guidelines for scoping review as outlined by Tricco et al. (2016), relevant publications were identified from five major databases—Medline, Embase, PubMed, Web of Science, and Scopus. Relevant studies referenced informal caregiving and disasters for a variety of population groups including children, people with disabilities or chronic illnesses, and older adults. Studies were excluded if they discussed formal caregiving services (for example, nursing), lacked relevance to disasters, or had insufficient discussion of informal caregiving. Overall, 21 articles met the inclusion criteria and were fully analyzed. Five themes were identified: (1) the need for education and training in DRR; (2) stressors around medication and supply issues; (3) factors affecting the decision-making process in a disaster; (4) barriers leading to disaster-related problems; and (5) factors promoting resilience. Recommended areas of strategic action and knowledge gaps are discussed. Many informal caregivers do not feel adequately prepared for disasters. Given the important role of informal caregivers in healthcare provision, preparedness strategies are essential to support community resilience for those requiring personal care support. By understanding and mobilizing assets to support the resilience of informal caregivers, we also support the resilience of the greater healthcare system and the community, in disaster contexts.

Purpose The purpose of this paper is to analyze the status quo of disaster risk reduction (DRR) policy and legislation in Cameroon. Design/methodology/approach Using a qualitative method, this paper examines historical data from sectoral administrative reports, plans, declarations, commitments and speeches, texts and peer-reviewed journals on disaster and risk management in Cameroon for the period 1967-2017. Empirical data from ten selected government sectors were used to analyze the status quo, together with quantitative data collected by using four instruments (i.e. HFA Priority 1 & 4, USAID Toolkit, GOAL Resilience Score and the Checklist on Law and DRR). Findings Findings show that Cameroon largely still practices disaster response through the Department of Civil Protection. Transparency and accountability are the sine qua non of the state, but the lack thereof causes improper implementation of DRR within development institutions. DRR is seen as an ad hoc activity, with the result that there is not effective institutional capacity for implementation. The need to develop a new national DRR framework is evident. Originality/value Analyzing the status quo of DRR in Cameroon could assist with the review and reevaluation of a new DRR framework within the Cameroonian territory.

Abstract Disaster management is a global challenge, but disasters do not affect men and women equally. In most of the world’s disasters, more females are impacted than males, and in Afghanistan the disparity between female and male victims is even greater. This study identifies and maps the relationships between the factors that make Afghan rural women more vulnerable to natural hazard-induced disasters. Data for this study were obtained through focus group discussions with rural women and men, as well as person-to-person interviews with employees of government and nongovernmental organizations at the national and local levels in Afghanistan. The study uses Grounded Theory and Interpretive Structural Modeling, not widely used before for this type of study, to analyze the data collected and to map the factors of vulnerability identified and their relationships. In agreement with previous studies, our findings show that insufficient disaster education, inadequate protection measures, and powerful cultural issues, both pre- and post-disaster, increase women’s vulnerability during and after disasters. In particular, cultural issues play a role after disasters by affecting women’s security, access to disaster aid, and health care. The study also found that perception regarding these cultural issues and how they affect women during disasters differs among men and women. Finally, by using Interpretive Structural Modeling, we show how the importance of the factors and their interrelationships change in pre-disaster and post-disaster situations. We conclude the article with some policy recommendations such as finding ways to allow women to participate in disaster planning activities and decision-making processes related to disaster risk reduction, as well as securing dedicated funds for the mainstreaming of gender in disaster risk reduction policies in Afghanistan.

The tsunami which devastated Japan in 2011 highlighted the consequences of natural disasters on an area considered to be "best prepared" for such an event. Learning from the direct environmental, social and economic impacts and temporally and spatially displaced indirect global impacts, is important. When seeking to identify and mitigate the impact of proposed developments the process is carried out from two distinct perspectives: "before" and "after" implementation with environmental impact assessment and environmental management the main "instruments" on either side. Drawing on examples from financial institutions and disaster response agencies, this paper explores the theory that coupling the two "instruments" can aid disaster risk reduction and management. It concludes that there is no simple answer and that further research is needed to inform practice.

Geographic location is one of the most fundamental and indispensable information elements in the field of disaster response and prevention. For example, in the case of the Tohoku Earthquake in 2011, aerial photos taken immediately after the earthquake greatly improved information sharing among different government offices and facilitated rescue and recovery operations, and maps prepared after the disaster assisted in the rapid reconstruction of affected local communities. Thanks to the recent development of geospatial information technology, this information has become more essential for disaster response activities. Advancements in web mapping technology allows us to better understand the situation by overlaying various location-specific data on base maps on the web and specifying the areas on which activities should be focused. Through 3-D modelling technology, we can have a more realistic understanding of the relationship between disaster and topography. Geospatial information technology can sup-port proper preparation and emergency responses against disasters by individuals and local communities through hazard mapping and other information services using mobile devices. Thus, geospatial information technology is playing a more vital role on all stages of disaster risk management and responses. In acknowledging geospatial information’s vital role in disaster risk reduction, the Sendai Framework for Disaster Risk Reduction 2015–2030, adopted at the Third United Nations World Conference on Disaster Risk Reduction, repeatedly reveals the importance of utilizing geospatial information technology for disaster risk reduction. This presentation aims to report the recent practical applications of geospatial information technology for disaster risk management and responses.

Abstract The island of Bali and its surroundings are part of Indonesia's seismotectonic. This area is traversed by the Mediterranean land line and subduction zone caused by the collision between the Eurasian Plate and the Indo-Australian Plate. Such conditions have been faced by Bali Island as one of the regions that has a high level of seismicity. Hazard potencies in Bali Island especially Karangasem Regency effects disaster prone level. The high level of disaster prone in Karangasem Regency requires disaster preparedness in pre disaster step. Emergency, rehabilitation, and reconstruction responses are not effective responses because these steps need expensive funding and investment. Preparedness efforts in pre-disaster are carried out through enhancement of quality spatial plans based on Disaster Risk Reduction (DRR). Spatial plan contains spatial pattern (land use) plan and development of mitigation infrastructure to reduce disaster risk. Research objectives is resulting a guideline for Karangasem Regency Government to implement spatial planning based on DRR. The research assesses quality spatial plans based on hazard potential and DRR that uses scoring method according to availability and complatility criteria. The result is quality level of Karangasem Spatial Plan and recommendation to improve spatial plan quality based on DRR. Keywords: Disaster, Mitigation, and Spatial

The imperative of ‘making cities resilient and sustainable’ necessitates cities to develop adaptation concepts and practices in response to the uncertainty, rapid change, and complexity of urban areas. A new concept of governance that can answer the challenges of contemporary urban development and ensure long-term sustainable development is required. This study aimed to identify the general framework of adaptive urban governance by review, elaboration, and analysis of documents, in this case, scientific articles that discuss urban governance specifically related to climate change adaptation (CCA) and disaster risk reduction (DRR). The results of this study include an overview of governance approaches appearing in the literature on CCA and DRR, which was parsed down to the adaptive and anticipatory approaches. Adaptive governance requires the principle of flexibility applied in the management cycle in policy formulation, while anticipatory governance requires the principle of proactivity with the application of future foresight in policy formulation. The dimension of governance consists of process/mechanism (risk management) and capacity (technical, institutional, financial, and human capacity). Some challenges in building good governance based on an adaptive approach are encouraging community involvement, increasing local government capacities, and building integration between actors, networks, and collaborations.   Abstrak. Dalam menjadikan suatu kota tangguh dan berkelanjutan,  kota diharuskan untuk mengembangkan konsep dan praktik adaptasi dalam menanggapi ketidakpastian, perubahan yang cepat, dan kompleksitas kawasan perkotaan. Diperlukan konsep tata kelola baru yang dapat menjawab tantangan pembangunan perkotaan kontemporer dan memastikan pembangunan berkelanjutan jangka panjang. Penelitian ini bertujuan untuk mengidentifikasi kerangka umum tata kelola kota adaptif dengan metode review, elaborasi, dan analisis dokumen, dalam hal ini artikel ilmiah yang membahas tentang tata kelola kota secara khusus terkait dengan adaptasi perubahan iklim (CCA) dan pengurangan risiko bencana (PRB). Hasil penelitian ini meliputi gambaran pendekatan tata kelola yang muncul dalam literatur CCA dan PRB, yang diuraikan menjadi pendekatan adaptif dan antisipatif. Tata kelola adaptif membutuhkan prinsip fleksibilitas yang diterapkan dalam siklus pengelolaan dalam perumusan kebijakan, sedangkan tata kelola antisipatif membutuhkan prinsip proaktif dengan penerapan pandangan jauh ke depan dalam perumusan kebijakan. Dimensi tata kelola terdiri dari proses / mekanisme (manajemen risiko) dan kapasitas (teknis, kelembagaan, keuangan, dan kapasitas manusia). Beberapa tantangan dalam membangun tata kelola pemerintahan yang baik berdasarkan pendekatan adaptif adalah mendorong keterlibatan masyarakat, meningkatkan kapasitas pemerintah daerah, dan membangun integrasi antar aktor, jaringan, dan kolaborasi.   Kata kunci: pendekatan tata kelola; tata kelola kota; pembangunan berkelanjutan; ketahanan; kerangka konseptual.

Background: The tectonic activities at the meeting points of three large plates make Indonesia a high-risk disaster-prone area. Nevertheless, disaster risk reduction efforts in various regions of Indonesia are still lacking, in terms of both knowledge and the ability to analyze disaster risks. This study examines the implementation of disaster preparedness and mitigation in Indonesia. Methods: The method used in this study was narrative review. The authors collected the articles through searching for 3 data sources from 2016–2019 using Google Scholar, iSeek, and Microsoft Academic. Content analysis of all information to obtain the thematic phenomena of this study completed the methodological approach. Results: After applying the exclusion criteria and removing duplicates, six studies remained that focused on disaster mitigation in remote areas of Indonesia. Implementation of regulation and policy framework in disaster management is not yet optimal. Disaster preparedness and mitigation is characterized by the low utilization of technology and information related to the disaster, and various obstacles in the process of evacuation and transportation. Promoting local wisdom and enhancing it through integrating science can increase disaster resilience. Conclusion: The existence of a disaster-resilient village is very influential in community preparedness in dealing with disasters and other emergencies. This study provides some recommendations for disaster risk reduction: a) strengthening policies related to evacuation procedures in the health sector by local government, b) integrating transportation modes in remote areas, c) enhancing all parties with education and training, d) establishing community-based information systems; and e) strengthening the disaster resilience of villages.
