Traffic congestion and environmental pollution in cities have stimulated the rise of policies to encourage practices of less polluting, and more economic and healthier modes of transportation, such as cycling. Several factors influence bicycle use, including the steep gradients which can limit it use, but do not completely prevent it. In this context, urban planning and transport engineering play a key role in promoting cycling, with particular emphasis on the definition and design of cycling networks at hilly cities, according to the citizens’ needs on their daily commutes. To address this challenge, this paper describes the starting developments and the methodological approach of a doctoral research having the following goals: to define the data to be considered in feasibility studies of designing cycling mode in hilly cities; to develop a bicycle suitability model based on demographic, travel-generating poles, type of bicycles (regular vs. electric) and road network criteria; to develop a model to support the definition of cycling network based on connectivity, network intersections, integration with other modes of transportation, parking and safety; and to define a procedure for assessing solutions and define cycling routes hierarchy, having as case study the hilly city of Covilhã, at Serra da Estrela mountain.

Difundido entre empresas de todo o mundo, o Balanced Scorecard, três décadas após a sua criação, continua sendo um instrumento utilizado pelas empresas para gestão do  Planejamento Estratégico. Este estudo tem o objetivo de analisar a utilização prática do Balanced Scorecard como instrumento de gestão do Planejamento Estratégico na empresa Novo Nordisk Produção Farmacêutica do Brasil Ltda., identificando pontos de divergência em relação à teoria criada por Kaplan e Norton nos anos 90. Para a realização da pesquisa, foi adotada a abordagem metodológica empírico analítica, com a condução de estudo de caso em uma unidade fabril da empresa localizada em Montes Claros – MG. Foram feitas 19 entrevistas semiestruturadas com diretores e gerentes e aplicados 207 questionários aos demais funcionários. Os resultados mostraram que entre os gestores da empresa existe um conhecimento comum em relação às premissas para definição do Planejamento Estratégico e  um alinhamento sobre o Balanced Scorecard.  Contrariamente ao exposto por Kaplan e Norton sobre as etapas de criação do Balanced Scorecard, verificou-se que o processo na Novo Nordisk em Montes Claros é desenvolvido de forma inversa, primeiro são recebidas as metas advindas da matriz, para então ser desenvolvido o Planejamento Estratégico que levará ao atingimento destas metas. A pesquisa mostrou ainda as adaptações feitas pela empresa em estudo ao modelo proposto por Kaplan e Norton, de forma a minimizar as barreiras oriundas do conflito de agência que podem levar ao insucesso na obtenção dos resultados esperados para as metas definidas no Planejamento Estratégico das organizações.Palavras-chave: Balanced scorecard. Planejamento Estratégico.Balanced Scorecard: study on its use as a management instrument in Novo Nordisk company in BrazilAbstractDiffused among companies around the world, the Balanced Scorecard continues to be an instrument used by the companies to manage the Strategic Planning, even three decades after its creation. This study aims to analyze the practical use of the Balanced Scorecard as an instrument for the management of Strategic Planning in Novo Nordisk Produção Farmacêutica do Brasil Ltda (Novo Nordisk Pharmaceutical Production of Brazil Ltda), identifying points of divergence from the theory created by Kaplan and Norton in the 1990s. To develop the research, the analytical empirical methodological approach was adopted, with the conduction of a case study at a company unit located in Montes Claros - MG. There were 19 semi-structured interviews with directors and managers and 207 questionnaires were applied to the other employees. The results showed that among the managers of the company there is a common knowledge regarding the premises for the definition of Strategic Planning and also an alignment on the Balanced Scorecard. Contrary to what Kaplan and Norton presented about the stages of the creation of the Balanced Scorecard, it was verified that the process at Novo Nordisk in Montes Claros is developed in an inverse way: first, the goals coming from the head quarter are received. Then the Strategic Planning, which will lead to the attainment of these goals, is developed. The research also showed the adaptations made by the company under study to the model proposed by Kaplan and Norton, in order to minimize the barriers from the agency conflict that can lead to the failure to obtain the expected results for the goals defined in the Strategic Planning of the organizations.Keywords: Balanced Scorecard. The aim of this paper is to present the issue of financing the extent and quality of the road network, which is a necessary prerequisite for economic and social development of the Vysočina Region. The paper gives a methodological approach to the calculation of internal debt of the road network in the Vysočina Region, made its own calculation in the alternatives, whereas those alternatives reflect financing by the region through its own resources, as well as an alternative, which includes financing and the involvement of external resources (loans, fund state infrastructure and European sources). The calculation determines the size of internal debt, and therefore the extent of the problem. The definition of internal debt we can express as an annual expenditures which has to follow to the road infrastructure to ensure the sustainable quality of road network. The paper describes a potential process ensuring the increase of efficiency of public financing for the road network. In the contribution there is designed a potencial solution which deal with dividing regional roads into main three categories and in one of the category to introduce the system of road management.

AbstractThe valuation of commercial properties for the guarantee of loans is extremely relevant for financial institutions, since it directly impacts the calculation of the loan to value ratio (LTV). However, despite the vast literature on the subject, the choice of methodological basis and the definition of the type of value to be employed are not pacified issues among researchers and practitioners. In this sense, the main objective of this paper is to present a methodological approach, as well as a suggestion of the type of value for the valuation of commercial properties bound collateral.The main methods and types of values related to the valuation of bound collateral commercial properties are presented below. Next, we propose a refinement of the income method, based on the concept of the value of the investment opportunity and under the principle of value at risk. Finally, we promote a case study with data from the Brazilian market to illustrate the application of the proposed approach.Based on the case study, it was evidenced that the valuation approach proposed in this paper, anchored in the potential of the income generation of the property, reduces the risk of exposure to banks’ credit.

Increased traffic congestion makes intersection improvements are necessary to improve the capacity and traffic running conditions. Because of the influence of a certain intersection improvements is not limit to itself, but covers the intersections around it. The approach to find the boundary of signal group for traffic analysis due to a certain intersection improvements is discussed in this paper. Firstly, two kinds of correlation degree are modeled, which are the basis of intersection grouping. Saturation degree and free flow travel time are considered in the model of correlation degree between two adjacent intersections considers, while correlation degree between any two intersections in the network is analyzed using Laplacian matrix algorithm. Secondly, the approach to find intersection group boundary is proposed. Thirdly, two measures are adopted in quantifying the results of intersection grouping: minimum average cut correlation degree and minimum traffic influence on the intersections outside of boundary. At last, the developed method is used on a city road network. The results of case study confirm the validity of the proposed approach.

Road network functionality after an earthquake is a crucial aspect for an already struck community. In particular, bridges are susceptible to earthquake-induced damages and to lengthy restoration works. This may lead to severe and unexpected disruption of traffic. In this paper, a model for the assessment of the seismic resilience of a road network is presented. The proposed model permits us to evaluate the earthquake-induced perturbations to the functionality of a network in terms of transportation capacities, traffic congestion, and travel times due to bridge damages and subsequent restoration interventions. The evolution over time of the functionality of the network is studied by means of a multi-stage approach describing the evolution of the situation in terms of reducing the normal pre-earthquakes transportation capacities. The methodology has been illustrated with reference to a hypothetical case study, a road network composed of 14 nodes and 31 links.

The article is devoted to the justification of the need to reduce the population density in the residential development of cities. The analysis of vulnerability of the urban population from threats of emergency situations of peace and war time, and also an assessment of provision of the city by a road network is given. Proposals have been formulated to reduce the vulnerability of the urban population in the long term and to eliminate traffic congestion and congestion — jams.

Women’s empowerment has been at the centre of research focus for many decades. Extant literature examined the process, outcome and various challenges. Some claimed substantial success, while others contradicted with evidence of failure. But the success remains a matter of debate due to lack of empirical evidence of actual empowerment of women around the world. The current study aimed to address this gap by taking a case study method. The study critically evaluates 20 cases carefully sampled to include representatives from the entire country of Bangladesh. The study demonstrates popular beliefs about microfinance often misguide even the borrowers and they start living in a fabricated feeling of empowerment, facing real challenges to achieve true empowerment in their lives. The impact of this finding is twofold; firstly there is a theoretical contribution, where the definition of women’s empowerment is proposed to be revisited considering findings from these cases. And lastly, the policy makers at governmental and non-governmental organisations, and multinational donor agencies need to revise their assessment tools for funding.
