The study is devoted to determining the place and role of digital public goods in state regulation of the economy. Revealed the current state of the availability of digital public goods in science and education in accordance with the UN register of public goods. Established forms of providing educational and scientific benefits through virtual educational factories. Prospective methods of education are fixed under the influence of the fourth industrial revolution. It has been established that the financing of public goods requires hybrid forms of management and development with the involvement of public and private capital.

The article is devoted to the analysis of ethnic scientific communities. Based on the analysis of research literature, the author comes to the conclusion that there is a local, ethnic nature of the specificity of scientific communities. This specificity is manifested primarily in the formation of a kind of “image of science and scientist”, which is especially pronounced in modernizing societies. The obtained theoretical results are illustrated by the example of the formation, evolution and current state of the scientific and educational communities of the republics of Siberia (Tuva, Khakassia, Buryatia, Altai). It is proved that the specifics of their post-Soviet development is largely due to Soviet experience, in particular when it comes to the place of a scientist in a traditional and modernized society, the role of science and education as a social elevator, the place of spheres of intellectual production in the modern social and economic structure of these regions.

The purpose of the research. Research of the current state of the domestic air transport market and international experience of state support of this sector, identification of opportunities and threats to its functioning in Ukraine, as well as development of directions for its future development. Methodology. A set of methods used to highlight the theoretical, legal and applied aspects of the operation of the air transport market, namely: methods of generalization, comparison, analysis, synthesis and systematic approach. Results. The role of the air transportation market in achieving the Sustainable Development Goals has been determined. The peculiarities of the development of the international air transportation market are also determined. The current state of the air transportation development is evaluated and the specifics of its state regulation in Ukraine are highlighted. The basic directions of perspective development of the air transportation market in Ukraine are substantiated. Practical meaning. Possibility of using the results of the research by the state authorities in the development of the main directions of support for the development of the domestic air transportation market under the conditions of creating a system of market differentiation into segments of air transportation; use of various forms of interaction; increase in the number of flights due to the creation of transfer passenger flows, transportation in the regions by hub airports (hubs); technical improvement; establishment of a single airport network in conjunction with efficient use of airport property; increase of investment activity of aviation enterprises. Prospects for further research. We see the prospects for further research outlined in the article in the development of mechanisms for the implementation of directions for the future development of the air transport market in Ukraine.

The results of Russia’s economic activity over the years of its reform, the indicators of economic development of the regions allow us to conclude that the liberal market approach to economic management has completely discredited itself. The current state of the Russian economy requires a revision of the previously established model of its reforming. A new model should be primarily focused on the new industrialization, the priority revival of the high-technological sector of the economy as the main goal of industrial policy. The author proves that the revival of the industrial potential of the country should be provided on the basis of scientific-based Strategy of innovative development and system-dialectical approach to economic management, which is based on the strengthening of economic and social functions of the state, on the usage of planning and economic mechanisms of state regulation.

Abstract Oil palm (Elaeis guineensis Jacq) is an economically important crop in South-east Asia, especially in Malaysia and Indonesia. In Malaysia, oil palm is the most profitable commodity in the agriculture sector. The future of oil palm lies in obtaining a higher yield that is aligned and directed towards achieving the Sustainable Development Goals (SDG) by 2030. Elaeidobius kamerunicus was introduced into Malaysia during the late 1980s to boost the production of oil palm fruit bunches. Almost 40 years since the introduction of E. kamerunicus, significant improvements have been witnessed in the increase of oil palm yield. Nevertheless, the current concern in the oil palm sector is regarding the decreasing of fruit set that may be affected by E. kamerunicus. The weevil population plays a crucial factor in the pollination of oil palm. Several factors had been reported to reduce the weevil population such as natural enemies, interaction with local insects, pesticides, climate and male inflorescence. These factors have been addressed in this article based on various studies conducted since the first investigation in Cameroon by Syed in 1977. The role of the pollinator in terms of its biology, behaviour and pollination mechanism is also described in this article, together with the population management of the weevils. This review article will provide a summary of the current state of Elaeidobius kamerunicus in Malaysia and other neighbouring oil palm-producing countries.

Biology education and science will solve these problems to supporting sustainable development goals especially in soil remediation, clean water, education quality and clean and affordable energy. This paper will describe how biological education could solve these problems. New biology can solve the problem about hunger use biotech, use synthetic biological material to find new advance material. New biology could driving intersectorial, interdisciplinary and international connectivity, and the leveraging of existing investments in synthetic biology, materials science, allied science and technology areas, are the major challenges in delivering the Materials from Biology vision.

Objective – Sustainable development is a multidimensional concept and therefore requires a varied, nonetheless integrative approach to decision making, creation of policies and fundraising. The aim of this paper is to bring about the main sources of financing sustainable development, as well as to analyze the role of the European Union in supporting global sustainable development goals. Although the EU has welcomed the new global development agenda, and has an important role as a leading global donor of development aid, in order to meet miscellaneous expectations for development effectiveness, within the region and globally, it will need to further its efforts and make more concrete actions and changes towards the path of sustainability. Methodology/Technique - In investigating possible implication for financing sustainable development, authors refer to previous studies and EU reports. Findings - The findings presented implications that need to be done in order to achieve Sustainable Development Goals. Foremost, it depends on successful development of national policies, their synergy and coherence. Public and private, domestic and international sources have an important role in financing development. While a certain level of government involvement is needed in terms of its strategic role and ensuring appropriate public funds, the existence of a healthy and stable economic and political system in the country is more important for attracting private investors. The project aimed to increase the competitiveness of Russian universities among the world’s leading research and educational centers, which was called “5–100”, was completed in 2020. The aim of this project assumed the entry of five Russian universities into the TOP 100 world institutional rankings. However, due to the fact that there are currently a large number of international rankings among higher education institutions, both global and industry-specific or subject-specific, the indicators achieved within the framework of the “5–100” project are still being discussed by the expert community. For the further effective implementation of the national project “Science“ in terms of achieving the priority state development goals in the field of science and education, it is important to formulate proposals and mechanisms for realization the strategic academic leadership program” Priority-2030“ on the basis of available data and the results of the analysis of the experience gained, which are presented in this paper.

The paper aims to determine the role of energy efficiency of buildings to achieve sustainable development goals. The study objects are the mechanisms, tools and principles of state regulation of energy efficiency, construction of buildings and houses, the green economy development. The materials and methods of the study are data information on energy efficiency principles in the EU and Russia, government programs in the im-plementation of mechanisms and approaches for the green economy development, as well as methods of comparative and system analysis. The authors conclude on the need for further development of the principles of energy efficiency and resource conservation, the importance of sustainable development in order to ensure a high standard of living of the population.

Functioning dynamics of agricultural engineering nowadays is under analysis in this article. It is noted that the formation of a modern agricultural cluster is influenced by many factors that can cause problems for its optimal functioning. The topical question is to define the role of state regulation of the agricultural machinery industry in Russia, to search for the new regulating economic instruments for the effectively developing agro-industrial complex. Adaptation of agricultural engineering to a constantly changing competitive market and the ability of domestic producers to survive in a crisis depends on the favorable conditions created for the agricultural producer and on the use of the support mechanisms that are adequate to the current state of the market.
