Innovation public policy has an essential role in influencing the competitive capacity of companies and is strongly associated with their ability to innovate and the way they are organized. As important as the technological organization of work is the social dimension, namely, involvement, participation, and commitment of the workforce, as these are, par excellence, factors that contribute to creating added value and differentiation for companies. In this sense, the concept of innovation depends on an integrated vision between the human dimension and the other multiple dimensions that innovation can assume. Public policies, besides the goal of creating a more modern and competitive business and industrial context, also are focused on the development of the workforce, not only in digital competences but also in soft skills. This type of skill contributes to creating a more innovative context and a culture of innovation. This article's goal is to make a global overview of innovation and the public policies to promote the modernization of companies and influence the way they contribute to economic growth.

Also, explicitly, the research aimed to identify the critical skills and disruptive digital skills in the sphere of innovative public policies. To this end, a literature review was conducted, and an online survey explored the main critical skills for the future and the disruptive digital skills contributing to the definition and implementation of public innovation policies.

The right to healthcare in Brazil is seriously protected by the courts. Judicialization of everyday implementation of this public policy is a fact. One explanation may be provided by the way judges understand the effectiveness of this right. People hold subjective right to individualized healthcare benefits, and so they hold standing to sue the state in order to achieve it, regardless any consideration of public policies. Through an analysis of the jurisprudence on this issue, this paper aims to provide a critical understanding not just about what is actually happening in Brazilian courts regarding healthcare, but also to criticize it. The conclusion is that a “strong” conception of constitutionalism and fundamental rights may revel itself as “weak,” from the standpoint of general equality. Judicialization ends up empting the public debate, leading the task of solving the distribution of scarce resources to a “gowned aristocracy.”

Resumo: a proposta do presente artigo é investigar a problemática da construção e implementação de políticas públicas para o Sistema Penitenciário Brasileiro, em especial, aquela política penitenciária voltada ao direito humano fundamental ao trabalho da pessoa, independentemente das condições em que se encontre. Nesse sentido, ressalta-se inicialmente a importância do entendimento do ciclo das políticas públicas, desde o surgimento do problema social até a implementação da política pública aprovada com posterior avaliação de resultados. Em um segundo momento, constata-se por intermédio de pesquisa de dados secundários, as altas taxas de reincidência penal e aumento dos delitos, de forma que as políticas públicas não estão conseguindo alcançar resultados satisfatórios. A pesquisa fundamentou-se em teóricos sobre o tema políticas públicas, além de colheita de dados secundários extraídos de fontes disponíveis no Conselho Nacional de Justiça – CNJ, Informações Penitenciárias – INFOPEN e no Instituto de Pesquisas Econômicas Aplicadas – IPEA -.Palavras-chave: Política pública; direitos humanos da pessoa presa. Abstract: The purpose of this article is to investigate the problem of the construction and implementation of public policies for the Brazilian Penitentiary System, in particular, that penitentiary policy focused on the fundamental human right to the person 's work, regardless of the conditions in which they are found. In this sense, the importance of understanding the public policy cycle, from the emergence of the social problem to the implementation of the approved public policy with subsequent evaluation of results, is emphasized initially. Secondly, through secondary data research, the high rates of criminal recidivism and increased crime are found, so that public policies are not achieving satisfactory results. The research was based on theorists on the subject of public policies, as well as the collection of secondary data extracted from sources available in the National Council of Justice (CNJ), Penitentiary Information (INFOPEN) and the Institute of Applied Economic Research (IPEA).Keywords: Public policy, human right of the person arrested.

Discute-se, neste artigo, a concepção de inclusão social na política pública de qualificação profissional veiculada pelo Plano Nacional de Qualificação (PNQ 2003-2012). No PNQ, a dimensão ‘social’ tem destaque se comparado com o plano anterior, com intuito de superar as críticas do plano anterior e contemplar a minimização da pobreza como estratégia de governabilidade. Para apreendermos a contradição no discurso oficial e confrontarmos aparência e essência, realizamos a pesquisa documental e empírica que permitiu o cotejamento entre os dados coletados. Identificamos que, embora no PNQ apregoe a universalização da política de qualificação, o que se materializa é a focalização em público prioritário como, por exemplo, os pertencentes a Economia Solidária. IDEOLOGY OF SOCIAL INCLUSION IN THE NATIONAL QUALIFICATION PLAN (NQP)Abstract: This article discussed the concept of social inclusion in the public policy of professional qualification disclosed by the National Qualification Plan (NQP-2003- 2012). In the NQP, the 'social' dimension stands out if compared with the previous plan, with the intention of overcoming the criticisms of the previous plan and, contemplate minimizing poverty as a governability strategy. To apprehend the contradiction in official speech and to confront appearance and essence, we have realized an empirical and documentary research that allowed collating between the data collected. We have identified that although the NQP proclaims the universalization of qualification policy, what is materialized is the targeting on priority public, as for instance, those belonging to the Solidarity Economy.Keywords: Professional qualification. The participation of social organizations in the process of public policy can make up for the limitations of the existing system, effectively safeguard the social interests at the core of the public interests and promote the sustainable development of the diversified society. However, in the process of participating in public policy, the social organizations of our country still face some factors such as unclear legal status of participation, insufficient operating funds, lack of professional talents and imperfect supervision system. We should take strategies and measures from the aspects of law, system and the self construction of non-governmental organizations, expand the scope and level of social organizations to participate in public policies, and promote the democratization and scientization of public administration in China.

This paper analyses public insecurity in Jalisco since 1992. It chronicles the social demonstrations brought on by the public insecurity experienced during the Priísta administrations, and also the way in which electoral alternance was achieved in Jalisco. Finally it points out that public insecurityis no longer a factor of social protest and, during the final stages of the second Panista administration, it has become the object of public policies, or in the worst case scenario, of governmental programs. It concludes that only two types of participants are involved in the elaboration of Jalisco’s security policies: the state’s government and local businessmen, which is why such policies are limited in scope and tend to respond to the particular interests and ideological stances of the latter.

Purpose This study aims to explain the emergence and development of the concept of “Policy Networks” as a unit of analysis in the realm of public policies and their role in formulating a comprehensive policy for health insurance. The developments that took place over the past few decades had impacted a shift in the state’s role in shaping public policies, from a sole, key actor to one among other actors, both governmental and non-governmental, working interdependently through a set of networks. Design/methodology/approach The present study adopts the social network analysis as an approach and the social policy network as a tool to analyze public policymaking. The approach suggests the presence of a number of actors and interest groups that are actively involved in public policy and decision-making. These groups may vary from a cause to another and also from time to time. This research investigates and juxtaposes a selected sample of members of the health insurance policy network in Egypt. Findings In light of the study findings, one can see the existence of a policy network for the comprehensive health insurance system in Egypt. The study reveals the interrelations among a number of official and non-official key actors. The network has gone through several phases; the pre-establishment phase during the early stages of policymaking; the official establishment phase during the formative stage; and finally, the network operation phase during the implementation stage. The study also concludes that the policy network has influenced the different stages of policymaking through several tools and strategies. Moreover, the roles of different actors varied within the network; international organizations were the primary influencer in the early stages of policymaking; syndicates dominated the formative stage; and the public sector played the leading role in the implementation stage. Research limitations/implications Serious attempts were made to benefit from policy networks with a particular focus on using the strengths of each actor while establishing an official institutional framework that consolidates coordination and cooperation among the involved parties. This framework should keep pace with global changes and developments. It should also have an official meeting venue. Above all, all parties should be listened to and their demands should be considered seriously as long as they are not actualized at the expense of the public interest nor do they undermine the sovereignty of the state. The study also enhances researchers to use policy networking as a unit for analyzing public policy and their effect on these policies. Practical implications Public policymaking in Egypt can become more responsive to people’s demands and more democratic once it was made through informative and interactive policy network. This pattern of policymaking will enhance both efficient and responsive. Originality/value In addition to its practical contributions to the field of policymaking, this research fills a gap in the literature on the theoretical level.
