The participation of social organizations in the process of public policy can make up for the limitations of the existing system, effectively safeguard the social interests at the core of the public interests and promote the sustainable development of the diversified society. However, in the process of participating in public policy, the social organizations of our country still face some factors such as unclear legal status of participation, insufficient operating funds, lack of professional talents and imperfect supervision system. We should take strategies and measures from the aspects of law, system and the self construction of non-governmental organizations, expand the scope and level of social organizations to participate in public policies, and promote the democratization and scientization of public administration in China.

This research described the public policy implementation Mayor's Regulation of Tebing Tinggi City Number: 501/195 of 2018 through model of Van Meter and Van Horn concerning to the Relocation Merchants in Pasar Kain and Pasar Induk Market Tebing Tinggi. This research method applied the qualitative approach and descriptive analysis. To gain data and information some informant included the Head of the Trade Office, Merchants, Members of Legislative and the local non-governmental organizations were selected. According to the research and discussion, there were results of the implementation of the Pasar Kain merchant relocation policy. It show that the standards and policy objectives were adequate of clear and realistic to be implemented. The utilization of available resources was not used optimally, communication between organizations was adequate. In the beginning there are many miscommunications between merchants and the relocation team, the characteristics of the implementing organization were consistent despite the many conflicts of interest and internal conflicts among the social, economic and political environment.  In the initially, there were many social conflicts, the involvement of political elites and decrease income of merchants after being relocated. The attitude of the implementers was also quite consistent in supporting the policy. The implementation of the Pasar merchant relocation policy has not been optimal because the stalls have not been completely occupied.

Innovation public policy has an essential role in influencing the competitive capacity of companies and is strongly associated with their ability to innovate and the way they are organized. As important as the technological organization of work is the social dimension, namely, involvement, participation, and commitment of the workforce, as these are, par excellence, factors that contribute to creating added value and differentiation for companies. In this sense, the concept of innovation depends on an integrated vision between the human dimension and the other multiple dimensions that innovation can assume. Public policies, besides the goal of creating a more modern and competitive business and industrial context, also are focused on the development of the workforce, not only in digital competences but also in soft skills. This type of skill contributes to creating a more innovative context and a culture of innovation. This article's goal is to make a global overview of innovation and the public policies to promote the modernization of companies and influence the way they contribute to economic growth.

Resumo: a proposta do presente artigo é investigar a problemática da construção e implementação de políticas públicas para o Sistema Penitenciário Brasileiro, em especial, aquela política penitenciária voltada ao direito humano fundamental ao trabalho da pessoa, independentemente das condições em que se encontre. Nesse sentido, ressalta-se inicialmente a importância do entendimento do ciclo das políticas públicas, desde o surgimento do problema social até a implementação da política pública aprovada com posterior avaliação de resultados. Em um segundo momento, constata-se por intermédio de pesquisa de dados secundários, as altas taxas de reincidência penal e aumento dos delitos, de forma que as políticas públicas não estão conseguindo alcançar resultados satisfatórios. A pesquisa fundamentou-se em teóricos sobre o tema políticas públicas, além de colheita de dados secundários extraídos de fontes disponíveis no Conselho Nacional de Justiça – CNJ, Informações Penitenciárias – INFOPEN e no Instituto de Pesquisas Econômicas Aplicadas – IPEA -.Palavras-chave: Política pública; direitos humanos da pessoa presa. Abstract: The purpose of this article is to investigate the problem of the construction and implementation of public policies for the Brazilian Penitentiary System, in particular, that penitentiary policy focused on the fundamental human right to the person 's work, regardless of the conditions in which they are found. In this sense, the importance of understanding the public policy cycle, from the emergence of the social problem to the implementation of the approved public policy with subsequent evaluation of results, is emphasized initially. Secondly, through secondary data research, the high rates of criminal recidivism and increased crime are found, so that public policies are not achieving satisfactory results. The research was based on theorists on the subject of public policies, as well as the collection of secondary data extracted from sources available in the National Council of Justice (CNJ), Penitentiary Information (INFOPEN) and the Institute of Applied Economic Research (IPEA).Keywords: Public policy, human right of the person arrested.

The main goal of this paper is to investigate the mechanisms of the influence of NGOs on public policy-making in Bosnia and Herzegovina after the signing of the Dayton Peace Agreement on December 14, 1995 in Paris. The sharp increase in the number of NGOs occurs immediately after the Dayton Accords, and according to some estimates, there were more than 1,500 at the time, which cannot be considered a large number when compared to the number of NGOs in other transition countries. Data from the Collective Register of Foundations and Associations in Bosnia and Herzegovina state that their total number is 25,646, while the number of actually active is difficult to determine. The literature so far has been presented from the non-governmental sector in Bosnia and Herzegovina to a significant extent for public policy making, as well as research results and these claims primarily based on the number of qualitative impact diaries of individual NGOs (case studies). This research paper aims at systematic research of the domain of influence of the non-governmental sector, through quantitative analysis of newly collected data on the influence of non-governmental organizations. The survey was proven at the local, cantonal, authorial and state level on a representative and stratified sample (10% - according to the statistical method) and was trained by the leadership and activists of non-governmental organizations and government officials (ministries and state administrative organizations). One of the main assumptions is that by successfully networking with organizations from neighboring EU member states, NGOs become a respectable actor in public policy-making in Bosnia and Herzegovina. In addition to quantitative analysis, this paper provides a detailed overview and theoretical analysis of civil society, NGO sector and public policies as well as a comparative insight into institutional and non-institutional mechanisms of NGO influence on public policy making in Bosnia and Herzegovina and their practical application in neighboring countries European Union. This paper contributes to a better understanding of the role of the non-governmental sector (association) in public advocacy and the analysis and comparison of current theories of the legal policy framework, structure, size, factors of development of the non-governmental sector. In addition, the paper contributes to the assessment of the current state of the mechanism of influence on the creation of public policy agendas in Bosnia and Herzegovina, the formulation of measures for internal structures and networking of NGOs and the definition of their number, structure and types. The problem of the research is reflected in the fact that the started processes of transformation and the unfinished process of transition of the Bosnian society and civil sector are, due to the war destructions, significantly slowed down. Changes in society in the pre-war phase created realistic preconditions for the development of the non-governmental sector and civil society in general, and provided a realistic basis for influencing the advocacy and creation of various public policies. In the post-war period, international donors invested heavily in the NGO sector. The subject of this research is the influence of the non-governmental sector on policy-making processes, through knowledge of institutional mechanisms, as well as the correlation of the non-governmental sector and public policies from the aspect of democracy development as an integral process in all its aspects. Given that this topic has previously been partially addressed in this context, through a systematic review of the problem and offering an adequate solution to the problem, it is necessary to re-examine the key issues. The key issues explored within this paper are how networking with neighboring EU Member States has a positive impact (has a positive association) on the importance of NGOs in advocating for public policies. In addition, the extent to which financial support from EU institutions has a positive impact on the importance of NGOs in advocating for public policies has been explored.

Purpose This study aims to explain the emergence and development of the concept of “Policy Networks” as a unit of analysis in the realm of public policies and their role in formulating a comprehensive policy for health insurance. The developments that took place over the past few decades had impacted a shift in the state’s role in shaping public policies, from a sole, key actor to one among other actors, both governmental and non-governmental, working interdependently through a set of networks. Design/methodology/approach The present study adopts the social network analysis as an approach and the social policy network as a tool to analyze public policymaking. The approach suggests the presence of a number of actors and interest groups that are actively involved in public policy and decision-making. These groups may vary from a cause to another and also from time to time. This research investigates and juxtaposes a selected sample of members of the health insurance policy network in Egypt. Findings In light of the study findings, one can see the existence of a policy network for the comprehensive health insurance system in Egypt. The study reveals the interrelations among a number of official and non-official key actors. The network has gone through several phases; the pre-establishment phase during the early stages of policymaking; the official establishment phase during the formative stage; and finally, the network operation phase during the implementation stage. The study also concludes that the policy network has influenced the different stages of policymaking through several tools and strategies. Moreover, the roles of different actors varied within the network; international organizations were the primary influencer in the early stages of policymaking; syndicates dominated the formative stage; and the public sector played the leading role in the implementation stage. Research limitations/implications Serious attempts were made to benefit from policy networks with a particular focus on using the strengths of each actor while establishing an official institutional framework that consolidates coordination and cooperation among the involved parties. This framework should keep pace with global changes and developments. It should also have an official meeting venue. Above all, all parties should be listened to and their demands should be considered seriously as long as they are not actualized at the expense of the public interest nor do they undermine the sovereignty of the state. The study also enhances researchers to use policy networking as a unit for analyzing public policy and their effect on these policies. Practical implications Public policymaking in Egypt can become more responsive to people’s demands and more democratic once it was made through informative and interactive policy network. This pattern of policymaking will enhance both efficient and responsive. The social economy has been trying to recognize its partnering role by the public and business sectors over recent years. The results are visible in the increasing use of its instruments in policy implemented by both the government and the regional authorities. The essence of local partnership is one of the key issues inherent in the new paradigm of building social cohesion and is a tool for a new economic and social order. The task of local partnership, understood as a kind of relationship between public entities, business and non-governmental organizations based on the principles of dialogue, reciprocity and equivalence, is to combine knowledge, experience and initiatives of various people and institutions in solving social problems.

Described as units developing public policies in a design-oriented manner, Policy Labs are tasked to innovate to gain in policy effectiveness and efficiency. However, as public policymaking is a context-dependent activity, the way in which these novel organisations operate significantly differs. This study discusses the emergence of design approaches for policy innovation. The purpose is to map how Policy Labs in Europe introduce design approaches at distinct stages of the policymaking cycle. For this study, 30 organisations in Europe operating at various levels of government were surveyed. Based on the public policymaking process model, it investigates which design methods are Policy Labs deploying to innovate public policies. The study exposed a gap in the awareness of the utilised methods' nature. It also showed that the use of design methods is of less importance than the introduction of design mindsets for public policy innovation, namely ‘user-centredness’, ‘co-creation’, and ‘exploration’.

Reflection about the role of community engagement and corporate social investment in Brazil, associated with the presence of a large economic enterprise, is the major stimulus of this chapter. It seeks to present how cross-sector governance can contribute to the social development of a city and how this process can be led by a partnership comprising a corporate foundation, government, and civil society. The concept of the public–private social partnership (PPSP) is explored: a strategy for building a series of inter-sectoral alliances aimed at promoting the sustainable development of territories where the company has large-scale enterprises, through joint efforts towards integrated long-term strategic planning, around a common agenda. To this end, the case of Canaã dos Carajás is introduced, a municipality in the State of Pará, in the Amazon region, where large-scale mining investment is being carried out by the mining company Vale SA.
