IMPLEMENTATION OF THE SUZANO PULP MILL IN THE SOUTHWEST OF MARANHÃO IN THE LIGHT OF THE PRINCIPLES OF SUSTAINABLE DEVELOPMENTIMPLEMENTACIÓN DE LA FÁBRICA DE CELULOSA SUZANO EN SUROESTE DE MARANHÃO A LA LUZ DE LOS PRINCIPIOS DE DESARROLLO SOSTENIBLERESUMOO Estado brasileiro fez diversos investimentos na área de infraestrutura e financiou empreendimentos que criaram condições para a expansão do agronegócio e surgimento de empreendimentos industriais, em detrimento do extrativismo e da agricultura de subsistência na região centro-sul do estado do Maranhão nos últimos 50 anos. Uma das empresas a se estabelecer foi a Suzano Papel e Celulose, que no início do século XXI modificou sua estratégia de negócio, passando a investir na produção de celulose para a exportação. Dentro desse novo contexto, o sudoeste maranhense passou a ser um local estratégico para a empresa, que atualmente possui uma Unidade de Negócio Florestal que administra uma fábrica de celulose e um Empreendimento de Manejo Florestal. Em vista dessa realidade, este trabalho se propôs analisar como a Suzano implementa os princípios do desenvolvimento sustentável dentro do contexto socioeconômico e fundiário da região. Metodologicamente, o trabalho é teórico-qualitativo e tem um viés exploratório, sendo a base da pesquisa a análise de material bibliográfico, imagens, relatórios e dados estatísticos produzidos pelo Estado brasileiro e pela empresa certificadora do empreendimento celulósico. Ao final, é possível indicar que a Suzano usou o discurso de desenvolvimento sustentável para convencer as comunidades que seu polo celulósico não causaria grandes modificações nas bases sociais locais. Entretanto, os resultados demonstram que a empresa abdicou dos princípios norteadores da sustentabilidade e da responsabilidade social e ambiental, quando confrontada com possíveis perdas econômicas.Palavras-chave: Agronegócio; Silvicultura; Empreendimento de Manejo Florestal; Responsabilidade Social e Ambiental; Suzano Papel e Celulose. ABSTRACTThe Brazilian State has made several investments in the area of infrastructure and financed enterprises that created conditions for the expansion of agriculture and the emergence of industrial enterprises, to the detriment of extractivism and subsistence agriculture in the central-southern region of the state of Maranhão, over the past 50 years. One of the companies to be established was Suzano Papel e Celulose, which at the beginning of the 21st century, modified its business strategy, and started investing in celulose production, for exportation. Within this new context, the southwest of Maranhão became a strategic location for the company, which currently has a Forestry Business Unit that manages a pulp mill and a Forest Management Enterprise. In view of this, this work analyzes how Suzano implements the principles of sustainable development within the socioeconomic and land context of the region. Methodologically, the work is theoretical and qualitative with an exploratory bias, being the base of the research the analysis of bibliographic material, images, reports and statistical data produced by the Brazilian State and by the certifying company of cellulosic enterprise. In the end, it is possible to indicate that Suzano used the sustainable development discourse to convince communities that its cellulosic pole would not cause major changes in the local social bases. However, the results demonstrate that the company has abdicated the guiding principles of sustainability and social and environmental responsibility, when faced with possible economic losses.Keywords: Agribusiness; Forestry; Forest Management Enterprise; Social and Environmental Responsibility; Southwest of Maranhão; Suzano Papel e Celulose.RESUMENEl Estado brasileño ha realizado varias inversiones en el área de infraestructura y ha financiado empresas que crearon condiciones para la expansión de los agronegocios y el surgimiento de empresas industriales, en detrimento de la extractivismo y la agricultura de subsistencia en la región centro-sur del Maranhão en los últimos 50 años. Una de las empresas que se estableció fue Suzano Papel e Celulose, que a principios del siglo XXI modificó su estrategia comercial, comenzando a invertir en la producción de celulosa para exportación. Dentro de este nuevo contexto, el suroeste de Maranhão se convirtió en una ubicación estratégica que actualmente cuenta con una Unidad de Negocio Forestal que administra una fábrica de celulosa y una Empresa de Manejo Forestal. En vista de esta realidad, este trabajo tuvo como objetivo analizar cómo Suzano implementa los principios del desarrollo sostenible dentro del contexto socioeconómico y territorial de la región. Metodológicamente, el trabajo es teórico y cualitativo y tiene un sesgo exploratorio, siendo la base de la investigación el análisis de material bibliográfico, imágenes, informes y datos estadísticos producidos por el Estado y por la empresa certificadora de la empresa celulósica. Al final, es posible indicar que Suzano utilizó el discurso del desarrollo sostenible para convencer a las comunidades de que su polo celulósico no causaría cambios importantes en las bases sociales locales. Sin embargo, los resultados demuestran que la empresa ha abdicado de los principios rectores de sostenibilidad y responsabilidad social y ambiental ante posibles pérdidas económicas.Palabras clave: Agronegocios; Silvicultura; Empresa de Gestión Forestal; Responsabilidad Social y Ambiental; Suzano Papel e Celulose.

The purpose of the article is to consider the theoretical foundations, applied aspects, concepts and goals of sustainable development, as well as the study of factors and threats to the sustainable development of Pridnestrovie. Main material. The authors conducted a brief analysis of the main stages of introducing the conceptual apparatus used to assess the degree of world stability as a whole, regions and countries. Various approaches to defining the essence of sustainable development are considered. The author gives an extended interpretation of the "sustainable development" concept, which assumes that it is determined not only by environmental and economic aspects, but also has political, military, informational and other components. Groups and particular examples of indicators that characterize the degree of sustainable development are given. A list of factors that directly or indirectly affect the sustainability of countries and regions has been compiled and analyzed. Hierarchical levels of research on sustainable development issues are highlighted. Emphasis is placed on the study of the features of ensuring sustainable development of regions. Didactic aspects of studying the problems and mechanisms of ensuring sustainable development in educational institutions of different hierarchical levels are also considered. The applied aspects reflected in the article include assessment and analysis of a number of indicators reflecting development sustainability of the Transnistrian region of post-Soviet Moldova. Retrospective, modern and long-term threats to the sustainable development of the Transnistrian region are identified. Conclusions and further research. Some tools (measures) to ensure long-term sustainable development in the context of globalization and high turbulence of the international environment are proposed. Tools aimed at increasing the sustainability of the territorial units’ development of Pridnestrovie, the following are proposed: - diversification and growth of industrialization of economic systems; - preferential support for the development of high-tech material and energy-saving industries; - differentiation minimization of financial and property stratification of the population; - implementation of environmental standards and environmental management (ISO 14000) in industrial enterprises.

The anthropogenic impact on urban rivers is very significant. Industrial enterprises, municipal, and agricultural organizations discharge wastewater directly into the rivers. In the samples of the studied water, certain properties were found. The water in the river is cloudy, brown in color, and in some places has a sharp smell. Extraneous impurities and foam were detected in water. Moreover, various chemicals were found, which are not characteristic to natural waters. The analyzed water is highly polluted as shown by the following chemical indicators, which reported results higher than the Maximum Allowable Concentration: Fe concentration is 24 times higher than standard, Cu is 5 times higher, Mn is 6 times higher, Al is 366 times higher, Hg is 3 times higher, Zn is 4 times higher, NO2 is 2.5 times higher, hydrocarbon pollution is 2.8 times higher, NH4 is 1.9 times higher. Therefore, it is necessary to immediately develop effective methods for monitoring the state of the watercourse, both economic and energetic. To save the sustainable development of the natural system.

This paper investigates the role of normative environmental configuration forces on small and medium-sized enterprises (SMEs) adopting sustainable development practices in South Africa. A research survey was performed, and data were gathered from SMEs utilizing owners and managers as respondents. Non-probability sampling at the hand of the convenience method was utilised and 220 respondents constituted the final sample. The analysis of data constituted factor analysis and hypotheses were tested through the structural equation modelling technique. The study hypothesised that normative forces have an impact on the participation of SMEs in the extents of sustainability practices, namely social, environmental and economic. The results led to the supporting of all the hypotheses postulated in the study. Thus, the major recommendation was to support the training, networking and professional affiliations of SMEs in sustainable development issues in order to ensure proliferation of sustainable development amongst these firms.

The article, on the basis of domestic and foreign experience, the problems of possible limitations in the short term, natural resources, as well as the possibility of increasing the effectiveness of the solution of global problems of natural resources and sustainable development of society by improving innovation, creating natural-like technology, the convergence of technological innovation, organizational transformation and designing new business models. The examples of the development of innovative technologies, the creation of technical equipment and their practical use in the interaction of universities and industrial enterprises are considered. The possibilities of increasing synergies through the use of business incubators, science and technology parks, technology clusters as well as partnerships between universities and industrial enterprises are considered. The foreign experience and successful domestic experience of innovative activity of the regions confirming the prospects of creating innovative territories of priority development using the integration of scientific, educational and industrialentrepreneurial activities of various forms of organization and support of innovative activities are presented. The analysis of the competencies and characteristics of an engineer-entrepreneur necessary for successful work in the modern conditions of an innovative economy is carried out, as well as recommendations for the successful formation of the required competencies and characteristics.


This article reveals the value of statistical data disclosed in the reporting on the sustainable development of economic entities in unstable economic conditions. The principles and methods of preparing reports on sustainable development of economic entities are determined. The fundamental principle of sustainable development is the requirement of the necessary compliance with the criteria of sustainability. According to the concept of sustainable development for economic subjects, it is necessary to form ways of the long term strategic development in order to increase business value taking into account the requirements of socio-economic and environmental responsibility, which determine the priority of providing information including statistical data for conducting the research. The involvement of economic entities in the concentration of sustainable development through reporting for the stakeholders will allow society to get the greatest effect from the activities of such business entities

Aims: The purpose of this report is to show how important the formation of Destination Management Organization (DMO) for overlapping document legal policy in the management of the use of Banten Jungle Park. Regional government regulations in an area of Jungle Park is the territorial government and with the ministry of forestry, the forest management authority is under authority of Ministry of Forestry. The problem is with the local governments were not providing space for conservation and a limitation on tourism activity in the Jungle Park, while the Ministry of Forestry regulation, conservation is the main purpose of forest management in which there is special restrictions to be done in the use of the forest as conservation tourism. By the existance of Spatial Planning Forum, all stakeholders have interest and objectives together so the Forest conservation efforts could be done well as together. Presentation of Case: Based on legislative regulation prevailing the management of Banten Forest park, it is given to the ministry of forestry and provincial government, as well as the district government. From the aspect of tourism sustainable development, the situation of overlapping legislative regulations could be obstacles in the practice of sustainable tourism in the Banten Forest park because the two agencies have a different interest in forest utilization. Discussion: In various destinations, DMO is not just change the place to be tourist destination, describing tourism policy which is less integrated to become integrated and coordination between various stakeholders. At the moment, DMO have adjusted the tasks and activities in marketing aspects destination because of increased competition and a market changing. DMO stakeholders need an active role in defining fundamental strategy and management business networks but it takes an independent strategy collaborated toward a share goal, cooperation, and having synergy between all stakeholders who are in destinations. Conclusion: The whole legislation roles made in order to increase of public economic should be placed within the framework of the sustainable development goals insightful environment.

The sustainable development of the industrial enterprises in the Qaidam Circular Economy Pilot Zone must meet both the current needs and the future development, as well as the economic and ecological development, as well as the dual development of industrial enterprises and regions. For the industrial enterprises in the experimental area, in order to ensure sustainable development, their own strategies and efforts are very important, but in a policy-dependent area like Haixi Prefecture, the influencing factors of the objective environment are more important. The impact of sustainable development of HaiXi industrial enterprises is of great practical significance. Therefore, according to the subjectivity of Haixi Prefecture and the experimental area and the nature of industrial enterprises, the objective environmental factors are divided into four categories: regional development, regional material resources, regional greening, and regional security. In the end, it was concluded that industrial enterprises in the test area not only need to pay attention to the restraint of their sustainable development in terms of brain drain, energy consumption and environmental greening, but also continue to maintain the role of regional development and regional security in promoting their sustainable development.

Nowadays business organizations seem to be involved in the processes of sustainable development. Therefore, not only economic indicators of performance are considered but also – the environmental responsibility is equally important. The environmental responsibility covers social responsibility and natural environment responsibility. The last one demands taking into account promotion of sustainable use of renewable natural resources, reducing the emissions and wastages, and decrease of energy consumption. The first part of the chapter includes presentation of benefits resulting from IT (Information Technology) resources virtualization, Grid computing and cloud computing development. The second part contains a model of IT governance for sustainability. The main important factors included in the model concern IT strategy, business strategy, IT management, business agreements.
