The sustainable development of the industrial enterprises in the Qaidam Circular Economy Pilot Zone must meet both the current needs and the future development, as well as the economic and ecological development, as well as the dual development of industrial enterprises and regions. For the industrial enterprises in the experimental area, in order to ensure sustainable development, their own strategies and efforts are very important, but in a policy-dependent area like Haixi Prefecture, the influencing factors of the objective environment are more important. The impact of sustainable development of HaiXi industrial enterprises is of great practical significance. Therefore, according to the subjectivity of Haixi Prefecture and the experimental area and the nature of industrial enterprises, the objective environmental factors are divided into four categories: regional development, regional material resources, regional greening, and regional security. In the end, it was concluded that industrial enterprises in the test area not only need to pay attention to the restraint of their sustainable development in terms of brain drain, energy consumption and environmental greening, but also continue to maintain the role of regional development and regional security in promoting their sustainable development.

The article is aimed at defining, substantiating and justifying the economic feasibility of forming a new circular economy model as an innovative platform for sustainable development. As a result of the research, it is determined that the strategic priority of sustainable development of the State is the formation of a qualitatively new model of development of the national economy on the basis of a symbiosis of the circular and environmental economies, facilitating the use of local resources to meet the needs of the economy and ensuring the formation of the closed material and resource cycles. It is proved that the circular economy is a new approach based on the possibility of reproduction, reuse of labor results after their modernization. The principles of closed-loop economy are distinguished as follows: production of durable and reliable products; possibility of repair; reuse; modernization and upgrades; recycling; compatible use; virtualization of production. The general features and differences of the theory of circular economy are singled out. It is emphasized that when forming a new model of circular economy, it is necessary to take into account and link the development of environmental innovations and, accordingly, the ecological economy. However, determining the impact of the environmental economy on the new model of circular economy requires further thorough research.

The article examines the factors that determine the strategic efficiency of industrial enterprises, the criteria and ways of investment support for their sustainable development. The purpose of the study is to analyze the factors of sustainable development of an industrial enterprise based on increasing its innovative potential in Uzbekistan. The study used the methodology of logical, historical, statistical and comparative analysis, methods of expert assessments, economic modeling, a method for assessing the reliability of qualitative and quantitative statistical indicators. The main hypothesis of the study was the assumption that with the intensive transformation of innovation into a determining factor of sustainable development, an effective means of increasing the competitiveness of an industrial enterprise is the use of innovative potential. Presentation of the main material. The sustainable development of the enterprise is ensured by the possibilities of accumulating resources in the innovation sphere, their rational use within the framework of the selected priorities, that is, by increasing the innovative potential. The practical significance of the work lies in the application by the executive authorities of the research results when drawing up medium-term and long-term programs for the socio-economic development of regions. Conclusions and prospects for further research. The modern model of sustainable development of enterprises presupposes the systemic integration of the scientific and technical sphere into the processes of economic and social development. This article examines and explains the necessity and importance of studying the conceptual provisions of sustainable development of enterprises and organizations in the real sector of the economy, taking into account the current environmental, economic, social situation. Also, the work is developing scientific and theoretical provisions on increasing the level of safety of industrial enterprises. Special attention is paid to studying the theoretical and methodological foundations of the concept of “compliance-safety” and the development of methodological foundations of its potential use in the current conditions of the Ukrainian economy to increase the level of sustainable development of enterprises in the real sector of the economy. After analyzing the current state, methodological and practical recommendations, which are associated with potential changes in the number of compliance-safety violations in the domestic economy, were formed. In this regard, the scientific community was invited to expand the terminology base by introducing the terms “compliance safety”, which should be formulated based on the current understanding of the term “compliance”, as well as close to the concept of “economic security” and “sustainable development”. This approach makes it possible to significantly impact the sustainability of the development of industrial enterprises and the economy of the state as a whole. Thanks to this definition, it is possible to consider the dynamics of the compliance safety indicator in determining the sustainable development of an enterprise and determine the size and importance of the impact of micro and macro factors on safety. In this work, special theoretical and methodological provisions and methodological recommendations were developed for assessing the value of a comprehensive compliance safety indicator. The authors’ proposals were tested at many machine-building enterprises of the North-Eastern industrial region of Ukraine.

The article presents a study of the specifics of «smart» production, the positive effect of which is certainly recognized by industrial enterprises. This means increasing production efficiency, ensuring the reliability, stability and safety of technological systems, and reducing the burden on the environment. In the context of the digital transformation of the industry, new opportunities are opening up to achieve this effect. In this regard, it is important to model the processes of «smart» production, the decomposition of the control system of mechanisms and tools. The purpose of the study is to build a logical and information model that reflects the specifics of managing the processes of «smart» production. The research methods used are comparative analysis (in the context of industries and territories); formalization, which clearly presents information about the management of «smart» production processes in the form of schemes and models; mathematical and statistical methods that underlie cluster analysis. As a result of the study, the following results were obtained: the general scheme of «smart» production was formalized, taking into account the processes of obtaining a petrochemical product, control actions, mechanisms and necessary resources, taking into account the guidelines for sustainable development; the typology of Russian regions, depending on the level of intellectualization of production, was identified according to the signs of the activity of organizations in terms of the use of information and communication technologies for the automation of processes and design: regions with low, medium and high activity of intellectualization of production; A logical and information model of managing the processes of «smart» production is proposed, covering the stages of integration and operation of digital technologies, production assets of industrial enterprises and personnel support, which differs in the object of modeling and systematically describes the functioning of intelligent production. The practical significance of the results is due to the possibility of competent process management in the context of the implementation of digital solutions and the sustainable development of industry.
