This paper has a background of polemics about the role of Islam in Malay history and civilization. The polemic begins with the accusations of some Orientalists who claim that Islam is a religion that does not contribute significantly to the progress of civilization in Malay land. This paper describes the strong denial of Syed Naquib Al-Attas against the accusation. Al-Attas shows evidence that Islam has an important role in advancing the development of Malay society and nation both in aspects of culture, thought, philosophy, science and Malay. This paper also presents the Al-Attas view of the contemporary world of Islam which has experienced backwardness in various aspects. Al-Attas identified various causes of the weakness of the Islamic ummah, especially the Malay people and the solution that must be done. For Al-Attas the progress of Islamic civilization and the Malay world can be done by: building various aspects of Malay Islamic civilization, improving the education system and applying the concept of Islamization of science.

With the enactment of the Education System Act no 20 of 2003 (better known as the Sisdiknas Act), the State has determined that educational institutions should have a legal umbrella in the form of a legal entity, or better known as the Legal Entity Education. As a non-profit organization, the Foundation is the right legal entity that becomes a place for educational institutions, especially private schools. Therefore, of course, Notary has a very crucial role in making notary deed in the form of establishment and deed of change, such as example how in making the right basic budget and not multi interpresatasi for stake holders in the foundation. The article deals with analyzing the main streams of the education policy in Finland, which reflect the relationship between a person and society in modern socio–economic conditions. Such policy directs the system of education to change the person and his mind himself. Finland using its education system, has long before been concerned about preparing people for the future by reforming approaches to teaching in schools and higher education institutions. As a result, it has achieved world–wide recognition and top positions in various ratings have resulted. Therefore, today there is a great interest of scientists in certain issues of education functioning in Finland. Thus, G. Androshchuk, V. Butova. I. Zhernokleeva, T. Pushkareva and others study in their works the purpose and decisive role of Finland's education policy in the development of the education system. S. Grinyuk and V. Zagvozdkin pay attention to the practical the steps of reforming the Finnish system of education. T. Drobyshevsk investigates the system of providing educational services in Finland as a sector of knowledge production. L. Volynets, P. Kukharchuk consider the principles of the state education policy of Finland. L. Smolskaya examines the role of the state policy in implementing the "Finnish phenomenon"; P. Basyliuk and Yu. Kulykova, focus attention on the study of the evolution of the system of higher education in Finland; O. Scherbak reveals peculiarities of vocational education and training.

AbstractThis article deploys a historical analysis of the relationship between law and imperialism to highlight questions about the character and role of international law in global politics. The involvement of two British international lawyers in practices of imperialism in Africa during the late nineteenth century is critically examined: the role of Travers Twiss (1809–1897) in the creation of the Congo Free State and John Westlake’s (1828–1913) support for the South African War. The analysis demonstrates the inescapably political character of international law and the dangers that follow from fusing a particular form of liberal moralism with notions of legal hierarchy. The historical cases raise ethico-political questions, the importance of which is only heightened by the character of contemporary world politics and the attention accorded to international law in recent years.

Considering the key role of social-emotional and character development (SECD) competencies in college, career, and life success — and considering that many of those competencies are teachable — there is no excuse for failing to incorporate them systematically into our education system. That would be the equivalent of depriving children of oxygen. This article is addressed to the U.S. Secretary of Education and other education policymakers and offers them specific recommendations to guide policy that would yield high-quality programs of support for SECD in all schools.

Intergenerational transmission of disadvantage remains a problem despite political and educational initiatives. This study explored the role of personality and psychosocial factors in occupational status in a survey of 383 participants (174 males and 209 females) over 39 years from age 16 to 55. Mother’s education, extraversion, and mastery motivation were the best predictors of current socioeconomic status. A focus on education and academic development as the single solution to social immobility has been ineffective. Instead a broader approach which includes realistic lifelong educational opportunities and an education system which enables socioemotional development as well as academic growth is recommended.

The study of the influence of the Federal laws adopted in Russia on the rate of economic growth made it possible to establish that since 2005, lawmaking has hindered the growth of the Russian economy. In the work, a model of the dependence of the rates of economic growth on the number of employees of state authorities and local self-government obtained. The model shows that the number of employees of state authorities and local self-government determines the rate of economic growth by one third, and the increase in their number causes a decrease in the rate of economic growth. Excessive number of employees of state authorities and local self-government, enforcing these laws, inhibits economic growth. To assess the possibility of increasing human capital due to the functioning of the education system, the value of the «education premium» estimated. The obtained results of the assessment of the «premium for education» indicate that the education system in modern Russia is losing its role as a means of forming human capital. In the period from 2009 to 2019, premiums for secondary vocational, secondary (complete) general and basic general education were completely lost. The premium for higher education has more than halved; by 2027, the premium for higher education for employed workers will also be completely lost. The loss by the institution of education of the role of a means of forming human capital is due to continuous ineffective reforms in education.
