International Student Migration: Regional Aspect

The article provides a profound analysis of the main trends of international student migration for tertiary education, discusses the key factors influencing the choice of destination for studying abroad, and reveals the regional peculiarities of instruments for student migration regulation. The first part of the paper highlights the official statistics showing that in recent decades the world witnessed the steady increase in the number of international students, concentrating mainly in the USA and the European Union. Almost 48% of all international students in the world study in the European Union. This region also shows the highest internal student mobility. Among others, such countries as Austria, Luxemburg, Switzerland, Australia and New Zealand demonstrate the biggest shares of foreign students in the total number of university students. As for donor countries, the dynamics proves the major role of the Asia region, with a half of all international students originated from it. The largest number of foreign students come from China, India and South Korea. Nonetheless, the Asia region becomes a popular destination of student mobility nowadays. The second part of the article concerns different coordination policies of tertiary migration in the regional context. Mostly in developed countries, practices of attracting foreign students to study in professional programs and degree programs with a perspective to enter a national labor market after graduation become more and more popular. Postgraduate migration remains a priority. Most countries encourage job-searching for foreign graduate students, as they are considered to have a high-skill level, international views and an opportunity to live and work in a variety of socio-cultural conditions. Further analysis refers to the main factors determining the choice of destination for foreign students, which are: geographical proximity, language skills, cultural proximity, the cost of education, and a country's reputation in the field of higher education. The paper reveals the leading role of the EU in the developed intraregional educational mobility, the regional asymmetry of migration processes in other regions of the world, and Asian countries actively promoting temporary educational and labor migration to developed countries with incentives to return to a home-country in the future. In recent years, due to positive dynamics of the return migrants number, an interest in the creation of the returnees strategy grows as well as desire of developed and developing countries to benefit most from the return migration.

In this paper we researched European Union starting with the Agreement from Maastrich from year 1992, even though the European Union has a long traditional history and its origin is founded on regulations of economical integrations in Europe beginning from the 1950’s through the Roman treaty from year 1957 and the forming of the European Union Committee in year 1965. Further we follow her expansion and introduction of the European economic and monetary policy, to last, the joining perspective of Croatia. According to the Agreement from Maastrich, European Union lies on three posts: 1) Legal-political and regulative post, 2) Economical post, where the forming of European economical and monetary policy is in the first plan, especially the introducing of Euro as the unique European currency, 3) Post of Mutual foreign security policy within European Union. In that context we need to highlight the research conducted here and in European Union, including the world, regarding development of European Union and its economical, legal, political and cultural, as well as foreign diplomatic results, which are all perspectives of European Union. All the scientists and researches which were involved in exploring the development of EU with its modern tendencies and development perspective, agree that extraordinary results are achieved regards to economical, legal, political, foreign-security and diplomatic views, even tough many repercussions exist in progress of some particular members and within the EU as a whole. The biggest controversy arises in the perspective and expanding of European Union regarding ratification of the Constitution of EU from particular country members, but especially after the referendum was refused from two European countries, France and Netherlands. According to some estimates, the Constitution of EU would have difficulty to be adopted in Switzerland and some other Scandinavian countries, but also in Great Britain and other very developed countries. However the European Community and European Union were developing and expanding towards third European countries, regardless of Constitutional non-existence, where we can assume that if and when the Constitution of EU will be ratified, the EU will further develop as one of the most modern communities. This will enable economical development, especially development of European business, unique European market and free trade of goods and services, market of financial capital and labour market in free movement of labour. Being that EU has become one of the most largest dominating markets in the world, it offers a possibility to all new members to divide labour by using modern knowledge and high technology which insure economical, social and political prosperity. This results to forming a society of European countries which will guarantee all rights and freedom of development for all nations and ethnic groups. As well as, all European countries with somewhat less sovereignty, but in international relations will be stronger and significant, not only in sense of economics, but also in politics and military diplomatic relations. Therefore, Croatia has no choice and perspective if she does not join the European Union till year 2010, but until than it needs to create its strategy of economical and scientific-technological development, including demographic development, which will insure equal progress of Croatia as an equal member of European Union.

This article presents waste management in the world and in some highly developed countries in the European Union such as Germany, Netherlands, and Sweden. The article presented also waste management systems in these countries, with special attention to the processes of energy use of waste (Waste to Energy - WTE) in existing plants.

This paper examines developing issues and attitudes that unite and divide the United States and the European Union as the discussion and regulation of agriculture evolves. While some terms, such as “organic,” are defined in law in both the United States and European Union, the increasingly used “sustainability” is an evolving concept. The main sustainability issue is how to provide food and fiber for a rapidly growing world population. In this context, the role of biotechnology is questioned. Americans tend to favor what are sometimes called genetically modified crops, while Europeans remain cautious. Europeans lean more toward organic farming, while Americans assert that much of the world will starve if organic methods are required. This paper reviews the directions that the discussion of these issues is taking and will show areas of agreement and where the two sides diverge.

Government sponsored scholarship programs for global student mobility are only a small part of total flows of international students, but these programs are quite important in several countries. Brazil, Saudi Arabia, and the European Union sponsor programs that provide mobility for many thousands of students. Other countries have smaller programs. This article discusses fiscal, sponsorship, and other key elements of some of these programs.

We develop the Google matrix analysis of the multiproduct world trade network obtained from the UN COMTRADE database in recent years. The comparison is done between this new approach and the usual Import-Export description of this world trade network. The Google matrix analysis takes into account the multiplicity of trade transactions thus highlighting in a better way the world influence of specific countries and products. It shows that after Brexit, the European Union of 27 countries has the leading position in the world trade network ranking, being ahead of USA and China. Our approach determines also a sensitivity of trade country balance to specific products showing the dominant role of machinery and mineral fuels in multiproduct exchanges. It also underlines the growing influence of Asian countries.

The main purpose of the article is to determine the role of customs duty regulation in the development of the food market. In recent years, as in other post-Soviet countries, effective measures are being taken to improve the customs duty policy in the Azerbaijan Republic. The article shows that the implementation of customs tariff protection of the national economy plays an important role in the formation of foreign trade strategy of each country. International experience shows that the United States of America, the European Union and Japan, the most important participants in the world market of agriculture and food products, are implementing important measures to regulate the domestic market through customs tariffs. The article identifies the problems arising in the development of the food market; offers and recommendations for their elimination are presented.


The publication is devoted to the analysis of the UK exit from the European Union as a manifestation of the systemic crisis of the liberal democracy model. The causes and difficulties of this process are analyzed under the conditions of the failure of the political system to make political decisions. The problematic issues of liberal ideology and the model of liberal democracy were examined. The differences in the ideological convictions of the two founders of liberalism – Thomas Hobbes and John Locke, as well as the role of these differences in the modern functioning of liberal democracy in the United Kingdom. The role of globalization processes in the world in the context of the development and functioning of liberal democracy is analyzed. Some features of the course of globalization processes in the world are highlighted. The features of the existence of the European Union as an international supranational organization in the context of its influence on the functioning and stability of the political system of the United Kingdom are examined. The features of the functioning of the model of liberal democracy under conditions of strengthening the international way of making political, economic and legal decisions are emphasized. Particular attention is paid to the political motives of organizing of start of the process of the UK’s exit from the European Union, as well as the consequences of such a decision. In addition, the role of populist movements in this process, that have Euro-skeptical positions, has been established. The features of the functioning of populist movements are highlighted. The essence of the crisis of the model of liberal democracy in the United Kingdom is determined. The author analyzes the risks of the United Kingdom leaving the European Union in the context of a peace settlement of the conflict in Northern Ireland as one of the indicators of the crisis of the liberal political system. In conclusion is performed analysis of some results of the referendum on the withdrawal of the United Kingdom from the European Union.

Problem setting. In spite of the presence of numerous conventions, treaties and organizations in the world today, the issue of security is still a very acute issue for the world community. There are many reasons for this: the presence of nuclear powers, serious disputes between countries that are justly considered world leaders, the existence of numerous local conflicts and wars of a more global nature across the globe. These and other factors are pushing states around the world to allocate budget funds to ensure effective security policies. Given today’s realities, one can trace the tendency of several countries to pool their own efforts and resources to pursue a common security policy. The European Union is one of the clearest examples of this behavior. This intergovernmental organization is committed to maintaining peace, diplomacy, trade and development around the world. The EU also promotes cooperation with neighboring countries through the European Neighborhood Policy. Target research. The aim of the research is to study the role of the European Union’s institutional mechanism in the exercise of its powers to ensure the defense and foreign policy cooperation of the Member States. Analysis of recent research and publication. Many domestic and foreign scholars, including B. Tonro, T. Christiansen, S. Morsch, G. Mackenstein, and others. The institutional basis of foreign and security policy is analyzed in detail by J. Peterson, questions related to the European Union’s security policy. M. Shackleton. K. Gill, M. Smith and others study the general features of the development of a common EU security policy. Some contribution to the study of various problems related to European and Euro-Atlantic integration has been made by such national scientists as V. Govorukh, I. Gritsyak, G. Nemyrya, L. Prokopenko, O. Rudik, V. Streltsov, O. Tragniuk, I. Shumlyaeva, I. Yakovyuk and others. Article’s main body. The article examines the emergence and development of the European Union’s security policy from the date of the Brussels Covenant to the present. Particular attention is paid to the role of the European Union’s institutional mechanism in the exercise of its powers to ensure the defense and foreign policy cooperation of the Member States. A study of the officially adopted five-year global foreign and security policy of the EU is being done to improve stability in Europe and beyond, analyzing EU conflict resolution and crisis management activities. Conclusions and prospect of development. In view of the above, it can be concluded that the EU’s foreign and security policy institutional framework is an extensive system in which all the constituencies are endowed with a certain range of general and specific powers and are called upon to cooperate with one another to achieve a common goal. It cannot be said that such close cooperation puts pressure on Member States. Yes, a Member State has the right to refrain from voting for any decision that requires unanimity and such abstention will not prevent the above decision being taken. In this case, the mechanism of so-called “constructive retention” is triggered: the abstaining country is not obliged to comply with the decision, however, accepts the fact that it is binding on other Member States and takes this into account when concluding treaties, which should not contradict the said decision.
