The article presents the analysis of opportunities of bibliometric methods for information support of research in leading foreign universities according to the world ratings of QS World University Rankings and Academic Ranking of World Universities. The study made it possible to identify information services and information products provided using bibliometric (or scientometric) data and methods in foreign universities, to determine their characteristics, as well as to define the information resources and tools most frequently used to provide selected information services. According to the study results the author reveals the following blocks of the service model of research information support based on bibliometric methods and data in the studied foreign universities.

The findings of monitoring of repertoire of and demand for library and information services (document, reference, bibliographic awareness, cultural and educational services) are discussed. The mentioned services are available through the CSAL website. The types and forms of services are analyzed, their place and demand for them are discussed. The focus is made on the online services providing access of in-house information resources, e. g. e-libraries, e-catalogs, virtual exhibitions, etc. The terminological analysis of services titles as compared to the new national standard of library information services was executed. It was revealed that the services titles meet the standardized terms and definitions. The degrees of demand for difference services are estimated as active, fluctuating and decreasing. To improve library and bibliographic services and information support of science for agro-industrial complex, the authors recommend: to study products and services of unstable and decreasing demand, to load explicit list of services in the Information Services section, to design scientist personal accounts, to make it possible for the users to take part in selecting documents for digitization and to receive e-newsletter on new library acquisitions, etc. The authors conclude that CSAL provide the wide range of library information services which is essential to increase accessibility and friendliness of Library-generated information products, to improve information support of research in agricultural industries. The findings will be used in planning user library and information services. It is imperative that user services are monitored and user demands are analyzed.

Research organizations target themselves at promoting their research findings and products within the country and worldwide, increasing number of scientific publications and their quality, increasing bibliometric characteristics in the international databases. The issues of implementing information services based on bibliometric methods and data into the activities of scientific library and research organization on the whole, building services to support publication activity, analyzing their performance and demand for them, are widely discussed in professional publications. This evidences on the relevance of the service approach to science information support based on bibliometric methods. The author discusses information products and services based on bibliometric methods and data used in foreign and national research organizations. The model of research information support is proposed.

Background: Higher Education Institutions (HEIs) need to ensure that the education provided meets the student’s and employer’s requirements, for today and the future. However, in addition to the challenges of teaching and learning, internationalisation, globalisation and world university rankings are rearing their heads thus increasing the demands made on many HEIs.Objective: One of the ways in which HEIs can make their mark is through world university rankings. This may be achieved by exposing more information on new and innovative research knowledge to the broader community in the global market via research publications that attract citations on open access platforms, hence influencing the university’s ranking. For this purpose and intent, a ‘simple’ and ‘easy-to-use’ online web tool was developed at a HEI. The aim was to have research publications submitted via the Online Research Output Submission System (OROSS) tool, screened and deposited in the institution’s open access database.Method: Training was provided to the relevant participants and a survey was conducted to ascertain the participants’ perceptions about the utilisation of the OROSS tool and the training provided.Conclusion: This article reflects on the pilot phase of a longitudinal study. Results of an evaluation conducted by the researcher of the OROSS application from a user perspective (process) are highlighted. In general, users rated OROSS favourably in terms of it being a useful, simple and easy-to-use web-based tool. The findings of this study may assist University of Johannesburg’s executive management in deciding the fate of the OROSS tool for future use.

The authors substantiate the importance and the need for the study of the functional character of information needs (further referred as IN) of scientists at research institutes and, in particular, the Federal Research Center in Pushchino Scientific Center of the Russian Academy of Sciences (PSC RAS) in order to improve information services. Much attention was paid to the study of IN of scientists searching for patent information. The authors summarize the results of the analysis of information needs of researchers specializing in physicochemical biology. They substantiate the need for user patent information support comprising information and analytical services, consulting, methodical work and patent studies. The study findings demonstrate that patent information services hold a special place in the modern information infrastructure and are highly demanded by the PSC RAS users. Based on the study results, the authors introduce the concept of patent information support of PSC RAS library users. This model envisages priority development of online and analytical services for the patent research. Such information support of PSC RAS researchers would facilitate profitability and benefits and increase interest in the library services.

The article presents an overview of the all-Russian scientific and practical conference (with international participation) “Information Context of Culture: Resources, Technologies, Service” (the 11th conference of heads and specialists of information services for culture and art). The conference, orga­nized by the Russian State Library, the Russian State Library of Arts, and the St. Petersburg State Institute of Culture, on the instructions of the Ministry of Culture of the Russian Federation, was held in Moscow on September 24—25, 2019. Its purpose was to summarize the results of scientific research and practical experience on the issues of information support of the cultural sector in the digital age, to identify some problems and find ways to overcome them, and to demonstrate the best achievements in this field. The conference was attended by more than 90 representatives of cultural management bodies, federal, regional and municipal libraries, universities, training centers and other organizations of culture, science, education and mass media from 22 regions of Russia, as well as heads and specialists of national libraries of Armenia, Belarus and Kazakhstan (via video link). Thanks to the online broadcast, the total audience of the event increased by almost 200 people. The conference participants noted the importance of scientific and information activities in the cultural sector both for society in general and for the sector’s development in particular. In order to improve this work, the conference participants recommended to promote its digitalization, which is aimed at creating public resources for culture and art and organizing information services in the 7/24 mode via the Internet, including on mobile devices; to intensify the mutual use of resources through participation in joint projects; and to strictly observe copyright when creating information resources and methodological materials.

This paper proposes the use of a goal programming model for the objective ranking of universities. This methodology has been successfully used in other areas to analyze the performance of firms by focusing on two opposite approaches: (a) one favouring those performance variables that are aligned with the central tendency of the majority of the variables used in the measurement of the performance, and (b) an alternative one that favours those different, singular, or independent performance variables. Our results are compared with the ranking proposed by two popular World University Rankings, and some insightful differences are outlined. We show how some top-performing universities occupy the best positions regardless of the approach followed by the goal programming model, hence confirming their leadership. In addition, our proposal allows for an objective quantification of the importance of each variable in the performance of universities, which could be of great interest to decision-makers.

With the expansion of manufacturing information services, visualization service in enterprise resource planning has recently become a hot topic. In this paper, we propose a new approach for job scheduling visualization service and a model of visualization service constructed from the share of production data and job scheduling information. Moreover, the optimization model of visualization service is given. At last, we discuss the optimization algorithm for this model.
