Information Context of Culture in Focus of Professional Discussion

The article presents an overview of the all-Russian scientific and practical conference (with international participation) “Information Context of Culture: Resources, Technologies, Service” (the 11th conference of heads and specialists of information services for culture and art). The conference, orga­nized by the Russian State Library, the Russian State Library of Arts, and the St. Petersburg State Institute of Culture, on the instructions of the Ministry of Culture of the Russian Federation, was held in Moscow on September 24—25, 2019. Its purpose was to summarize the results of scientific research and practical experience on the issues of information support of the cultural sector in the digital age, to identify some problems and find ways to overcome them, and to demonstrate the best achievements in this field. The conference was attended by more than 90 representatives of cultural management bodies, federal, regional and municipal libraries, universities, training centers and other organizations of culture, science, education and mass media from 22 regions of Russia, as well as heads and specialists of national libraries of Armenia, Belarus and Kazakhstan (via video link). Thanks to the online broadcast, the total audience of the event increased by almost 200 people. The conference participants noted the importance of scientific and information activities in the cultural sector both for society in general and for the sector’s development in particular. In order to improve this work, the conference participants recommended to promote its digitalization, which is aimed at creating public resources for culture and art and organizing information services in the 7/24 mode via the Internet, including on mobile devices; to intensify the mutual use of resources through participation in joint projects; and to strictly observe copyright when creating information resources and methodological materials.

The XI all-Russian scientific and practical conference of heads and specialists of information services on culture and art "Information context of culture: resources, technologies, service", organized by the Russian state library, the Russian state library of arts and the St. Petersburg state Institute of culture, was held in Moscow. It was attended by more than 90 representatives of the cultural authorities, Federal, Central regional and municipal libraries, universities and training centers for training, as well as other institutions of culture, science, education, media and bookselling 24 regions of theRussian Federation. Thanks to online broadcasts, the total audience of the event increased by almost 200 people. Heads and specialists of the national libraries ofArmenia,BelarusandKazakhstantook part in the event via video link. The program included 36 reports and presentations. They were presented at a special session "Year of theatre in the library", Round table" national library as a center of information on culture and art", section "Information potential of cultural organizations in the implementation of the state cultural policy". As a result of such events, the Russian state library publishes collections of materials. The last one was released in 2018.

The article considers the bibliographic database “Librarianship and Bibliography”, developed by the specialists of the Russian State Library in the context of other libraries and institutions that distribute resources related to library science. The author reveals the specifics of structure and composition of databases with similar resources, created by some central regional libraries of Russia and federal libraries of other departments. The authar touches upon the issue of foreign companies’ information support of studies in library science. This database was created using many years, experience in formation of information resources on culture and art, which have no analogues in Russia. The article presents the search capabilities of this bibliographic online resource and the practice of user interaction with it in 2016—2017. The author notes that the main body of records includes articles from monographs, scientific collections, conference proceedings and other publications. The article outlines the features of working with the database. The resource interface and the structure of its search fields are described. There are given some examples of its search fragments and navigation capabilities. Using statistical data, the author analyses the resorce access dynamics, user requests and the geography of user access to the database. The access leaders among the eight regions of the Russian Federation are Ural, Northwestern and Siberian Federal Districts. There is a stable interest observed in Siberian, Volga and Central Districts. The rating of the most popular search terms is made. The results of the study confirm the demand for the online resource among users. This is especially important in the conditions of low circulation of Russian scientific publications that significantly decreases their accessibility and reduces the ability to disseminate scientific knowledge among specialists.

The article presents the results of an analysis of studies of the responsibility category, performed in the 21st century by Russian andforeign psychologists. To search for Russian works, we used the databases of the Electronic Library of the Russian State Library and the Russian Scientific Electronic Library eLIBRARY.ru To identify the works of foreign authors, we analysed 2910 journals from the Web of Science database (Social and Behavioural Sciences – Journal List). It was established that in Russian psychology, responsibility is understood as a form of self-regulation, realised in the consciousness of oneself as a subject of behaviour and its consequences. Russian researchers in the 21st century conduct clarifying studies of the formation and evolution of responsibility, studying the features of this mental phenomenon in representatives of various social groups and professions, and exploring the relationship between responsibility and success. In modern foreign psychology of the 21st century, responsibility has still been viewed from the angle of solving the practical problems of social psychology. We have revealed that most of the studies are clarifying in nature and are devoted to the characteristics of collective responsibility, morality and guilt. It seems important that both Russian and foreign researchers widely use the attributive approach.

The purpose of this study is to identify and analyse services on the websites of national libraries of Russia. The author presents definition of the concept “library (library and information) service” and highlights the essence of these services. The article analyses how the services are presented on the official websites of national libraries: the Russian State Library (RSL), the National Library of Russia (NLR) and the Presidential Library named after B. Yeltsin (PL). The author uses the following methods: analysis of texts of library sites, comparison, generalization, classification analysis. RSL names the services on the main page of the website and provides the list of fee-based services. NLR also demonstrates services twice, but more complete list presents on the main page of the site. PL does not provide the full list of services on the website, but lists some services in the section “Access to Resources” (also, the site presents “The Price List of fee-based services (works)”. Electronic services of national libraries of Russia are allocated.The author characterizes classification of services on the website of each national library. Analysis of these services shows that they are not presented comprehensively (most fully in the RSL), and the services are called and classified by libraries in different ways. Users accessing different national libraries are not always able to understand exactly what services are described there.The article proposes classification of library and information services developed by the author. The classification is based on two attributes: the object that is requested by the user (document, reference, etc.), and the place of service. This classification can be used by both national and other libraries.

Russian State Library has the status of depository library of several international organizations and works on the basis of partnership and cooperation with the UN Information Centre and offices of other international organizations in Moscow.The paper highlights the experience of the RSL Center of Legal Information in providing access to the authoritative international organizations information on the base of the new technological platform and a new concept of library and information services.The description and the main functions and trends of activities of a new specialized reading room for the documents of international organizations in the Russian State Library which will be opened in the nearest future are also represented in this article.

Generalized analysis of 427 Russian dissertation researches in the specialty 14.03.10 (14.00.46) «Clinical Laboratory Diagnostics» over the period of 2000-2013 is presented. Currently complete author’s abstracts can be remotely accessed at official sites of institutions with Thesis Boards (since 2007) and at the site of State Commission for Academic Degrees and Titles, Ministry of Education and Science of the Russian Federation (for Doctoral theses – since 2007, for Candidate’s theses – since April 2012). Thesis materials for the year 2013 don’t full in libraries, so the collection of 407 theses for the period of 2000–2012 was used for comparison. In thesis e-library of the Russian State Library 238 theses are digitized, or 55.2% of works total collection in the field of clinical laboratory diagnostics, in e-library of the Russian National Library – 331 author’s abstracts or 81.5 %. The digitized theses materials can be accessed free of charge in libraries reading halls, remote access can be provided for a fee. To optimize information support to scientific research there is a necessity to create in Russia a common theses database at Research Electronic Library, to organize a national subscription to digitized theses materials, and to coordinate the fields of documents scanning. Digitized theses database allows remote access, as well for foreign users. For integration into the world research community one should provide English abstract of the thesis (max. 250–300 characters) on the last page of the author’s abstract.

Based on the archival documents of the Russian State Library (RGB), the article studies the questions on the situation with librarianship in Russia before the October Revolution of 1917 and in the early post-revolutionary years. Introduction of the new sources and the new interpretation of the continuity and interaction of specialists after the Revolution determine the scientific novelty of the study. The source base of the research are the materials of the First All-Russian Congress on Librarianship of 1911 and the First Library Session of the People’s Commissariat of Education in 1919. For the first time the article introduces into scientific circulation the bulk of the materials of the First Library Session, not published in full and stored in the Archive of the Russian State Library. Despite the fundamental changes in life associated with social processes after the October Revolution, practical experience accumulated by libraries in pre-revolutionary times within the Russian Empire, as well as its theoretical understanding became largely the basis for the new organization of librarianship. Evaluation of the development of librarianship in Russia and the need for radical changes in librarianship were formulated at the Congress of 1911. Thanks to the active participation of librarians and book experts in the discussion of the structure of the librarianship, many historical shortcomings of the old system have received professional and competent solution. The dialogue of the new government with the old personnel facilitated this process. The Bolshevik leadership duly appreciated professionalism of the library staff and largely used their suggestions made at the First Library Session, which became the basis for the construction of library network in the country and organization of professional development training. The leadership of the People’s Commissariat of Education took over the establishment of ideological control over the activities of libraries, leaving the practical work under the supervision of employees of these institutions. The author concludes that the subsequent success of the development of librarianship in the USSR demonstrated the correctness of the developed plan, built on the opinion of professionals and created by them in the main features.

The article is devoted to the new form of reference service, so-called “the virtual reference service”. Its purpose is to provide the personalized information support to the remote users, without dependence on their site. Virtual reference service is constructed on a combination of opportunities of the automated search toolkit and professional skills of a bibliographer. Abroad the first virtual reference services have appeared in the middle of 1990th and now many foreign and Russian libraries have the specialized sections on the web-sites. In the Russian State Library the virtual reference desk has opened on April, 17, 2007. In spite of the fact that virtual help service of the Russian State Library has a small operational experience, it can be an example for successful realization of reference service on the basis of Internet technologies. It provides to the remote user efficiency, completeness and high quality of the information.

The Russian State Library has made significant contribution to the development of Russian bibliographic thought, starting from the period of the Great Patriotic War (holding scientific conferences, defending PhD theses on bibliography topics by library employees). The major achievement is the development of problems of recommendatory bibliography: the works by B.A. Smirnova of the 1940s through 1960s, major collective studies conducted in 1967—1989 under supervision of the V.I. Lenin State Library of the USSR on the problems of “Effectiveness of recommendatory bibliography in reading guidance” and “Recommendatory bibliography as means of promoting books and reading guidance”. In 1976—1989, the sector of bibliography theory played the significant role in the development of Russian bibliography (since 1983 — the sector of general problems of theory, methodology and organization of bibliography). The release of the serial collection of scientific works “Voprosy bibliografovedeniya” [Questions of bibliography science] (1976—1990) was of great theoretical and organizing value. In the 1990s, when there were no divisions on bibliography science, a number of monographs and dissertations on bibliographic topics were created by individual Library employees. In the Scientific research department of bibliography, established in 1999, there was organized the bibliography science sector (existed until 2015), where famous bibliographic scholars V.A. Fokeev and B.A. Semenovker worked. Within the framework of the sector, G.L. Levin researched on the problems of the national bibliography of Russia. Studies in bibliography science were also created by the other employees of the Department (S.P. Bavin, A.V. Teplitskaya). In 2001, there were resumed publication of the collection “Voprosy bibliografovedeniya” and the activity of the Dissertation Council, where seven dissertations on bibliographic topics were defended by the RSL employees. At present, both researchers and bibliographers of the Scientific Research Department of Bibliography carry out scientific research in parallel with the compilation activities. The authors of bibliographic publications are also employees of other scientific and library divisions of the Russian State Library. Of great importance is the activity of the Scientific Research Department of Bibliography on the information support of bibliographic science, such as creation of indexes of bibliographic literature and bibliographic production of libraries.

120th anniversary of the great poet of Russia S. Yesenin was celebrated by the entire literary world. The article is devoted to the prominent Russian library scientist Konstantin Ivanovich Abramov. There is noted his participation in the Great Patriotic War. It is characterized his activities associated with the Moscow Library Institute (nowadays - the Moscow State Institute of Culture): studentship, postgraduate study, teaching, managing the department of library science, etc. There is presented his work at the Lenin State Library of the USSR (GBL, nowadays - the Russian State Library, RSL), as well as his social activities. There are listed the awards of K. Abramov and demonstrated his involvement in the international library activities. There is considered in detail the contribution of Konstantin Ivanovich to the library science (the history of librarianship, including methodology of the history of librarianship; general library science, in particular the theme “Library and Power”. There are characterized the papers by K. Abramov, written in 1990-ies. There is shown contribution of K. Abramov in the library education, considering him being the head of the Department and scientific supervisor of postgraduate students.
