Work has begun in earnest to formulate a post-2020 Global Biodiversity Framework which will outline the vision and targets for the next decade of biodiversity conservation and beyond. However, the performance of the 2011-2020 Strategic Plan for Biodiversity suggests that even a meaningful target can fail to deliver if not accompanied by fit-for-purpose indicators. Here we provide a review of how ‘protected area’ effectiveness was addressed in the 2011-2020 plan and based on this, provide recommendations for fit-for-purpose indicators that will measure how such efforts contribute to the conservation of biodiversity. Indicators need to be built on quantitative data from site-level biodiversity monitoring of species and ecosystems combined with measurements of the state of nature in near-time, informed by remote-sensed products and other technologies. Additionally, indicators need to capture whether the essential elements of good management are in place including the identification of ecological values, threats, and objectives, equitable governance, and sufficient management resources and capacity. These fit-for-purpose indicators will require multilateral collaboration to galvanize support for, and resources to develop, the necessary infrastructure to collate and store information from countries.

Summary Neoliberal land reforms to increase economic development have important implications for biodiversity conservation. This paper investigates land reform in New Zealand’s South Island that divides leased state-owned stations (ranches) with private grazing leases into state-owned conservation land, private land owned by the former leaseholder and private land under protective covenant (similar to conservation easement). Conserved lands had less threatened vegetation, lower productivity, less proximity to towns and steeper slopes than privatized lands. Covenants on private land were more common in intermediate zones with moderate land-use productivity and slope. Lands identified with ecological or recreational ‘significant inherent values’ were more likely to shift into conserved or covenant status. Yet among lands with identified ecological values, higher-threat areas were more likely to be privatized than lower-threat areas. This paper makes two novel contributions: (1) quantitatively examining the role of scientific recommendations about significant inherent values in land reform outcomes; and (2) examining the use of conservation covenants on privatized land. To achieve biodiversity goals, it is critical to avoid or prevent the removal of land-use restrictions beyond protected areas.

AbstractHere we document 47,381 individuals from 38 species, including 31 protected species sold between May 2017 and November 2019 in Wuhan’s markets. We note that no pangolins (or bats) were traded, supporting reformed opinion that pangolins were not likely the spillover host at the source of the current coronavirus (COVID-19) pandemic. While we caution against the misattribution of COVID-19’s origins, the wild animals on sale in Wuhan suffered poor welfare and hygiene conditions and we detail a range of other zoonotic infections they can potentially vector. Nevertheless, in a precautionary response to COVID-19, China’s Ministries temporarily banned all wildlife trade on 26th Jan 2020 until the COVID-19 pandemic concludes, and permanently banned eating and trading terrestrial wild (non-livestock) animals for food on 24th Feb 2020. These interventions, intended to protect human health, redress previous trading and enforcement inconsistencies, and will have collateral benefits for global biodiversity conservation and animal welfare.

In the trend towards the domestication, or taming, of fire regimes in Victoria, Australia, the level of prescribed burning has been stepped up due to a recommendation from the 2009 Victorian Bushfires Royal Commission. While prescribed burning programs may be instituted for a number of reasons, especially the protection of life and property, they have consequences for the conservation of biodiversity. Not all vegetation types can be prescribed burned because the weather does not always allow it to occur under safe working conditions; where prescribed burning programs are carried out, unplanned fires may still occur. Thus, the general issue is the effect on biodiversity of both prescribed and unplanned fires, neither alone. Here, the importance to biodiversity conservation of all the components of the fire regime– interval, season, intensity and type (peat fire or otherwise) – and their domain of variability is emphasized. If conservation of biodiversity is to be guaranteed in a changing fire world, then much more knowledge about the systems being managed, gained in large part through effective monitoring, is needed. Issues such as targets and some assumptions of management are addressed here.

Abstract: Studies on biological diversity are essential to generate baseline information in natural protected areas. In the present study, we developed a multi-taxonomic inventory in the Sierra del Abra Tanchipa Biosphere Reserve, located northeast of San Luis Potosí, Mexico. Systematic samplings were performed between January 2017 to May 2018, for the taxonomic groups of flora, amphibians, reptiles, birds, and mammals. A total of 3 730 records of 683 species were obtained, corresponding to 427 species of flora, 10 of amphibians, 20 of reptiles, 192 of birds, and 34 of mammals, from which 47 species are threatened. The results obtained represent the critical biodiversity that can be found in this natural protected area. The information will be useful for decision-making on the management and conservation of biodiversity in the Sierra Madre Oriental’s ecological corridor.

Evidence-based decision-making in conservation and natural resource management is often constrained by lack of robust biodiversity data. Technology offers opportunities for enhanced data collection, with satellite-based remote sensing increasingly complemented by Earth-based sensors such as camera traps, acoustic recording devices and drones. In aquatic as well as terrestrial systems, environmental DNA is increasingly promoted as a tool to monitor species diversity and community composition. But if conservationists and natural resource managers are to know when to use eDNA, they need to understand its relative advantages and disadvantages, and when it can be used with or instead of other tools. In this paper, I expand on two recent publications (Stephenson 2020; Stephenson et al. 2020) to review lessons learned from the application of eDNA, especially metabarcoding, to the monitoring of aquatic biodiversity for conservation and to identify factors affecting its relevance and applicability. Over the past decade there have been many advances in technological solutions for biodiversity monitoring. eDNA and various remote sensing tools offer opportunities to create the enabling conditions for enhanced biodiversity monitoring, and are becoming cheaper and easier to use for scientists, public and private sector resource managers, and citizen scientists. Nonetheless, a number of challenges need to be addressed to, for example, improve the standardisation of tool use and to enhance capacity for the use, storage, sharing and analysis of huge volumes of data, especially in high-biodiversity countries. More studies comparing the relative efficiency and cost-effectiveness of different tools with different species in different habitats would help managers choose the right tools for their needs and capacity and better integrate them into monitoring schemes. eDNA is becoming the go-to option for the monitoring of aquatic species diversity and community composition and has also proven successful in some terrestrial settings. eDNA is especially useful for monitoring species that are in low densities or difficult to observe with traditional observer-based methods; indeed, several studies show eDNA metabarcoding techniques have a much better detection probability overall for taxa such as amphibians and fish. In some cases, eDNA has been shown to complement other tools when used together, by either increasing animal detection probabilities or increasing the number of indicators that can be measured at one site. This suggests that, in future, more effort should be made to test the effectiveness of integrating eDNA with one or more other tools to enhance the efficiency and effectiveness of measuring indicators and to increase the diversity of species detected. For example, eDNA could be combined with camera traps for monitoring vertebrates visiting waterholes. Testing multiple tools would also provide better opportunity to quantify when and how traditional observer-based methods can complement the technological solutions and when they are more cost-effective. However, it is noteworthy that, in general, the taxa for which data are most lacking, such as invertebrates, plants and fungi, are still those less easily monitored by eDNA and other new technologies. This suggests a focus only on technological solutions for biodiversity monitoring may perpetuate existing taxonomic data biases. I conclude by discussing the international policy context and the relevance of eDNA for monitoring global biodiversity indicators. Several opportunities exist to integrate eDNA into monitoring programmes to measure government, business and civil society contributions towards delivery of the post-2020 global biodiversity framework and the Sustainable Development Goals.

The study provides insights into the role of an informal institution of the Santhal tribe of India in the conservation of biodiversity. The data has been collected from 124 Santhal key informants from six tribal districts from the states of Jharkhand (Dumka, Pakur and Sahibganj) and West Bengal (Birbhum, Bankura and West Medinipur) through the methods of stratified sampling, chain-referrals, personal interactions, and focussed group discussions. The taboos associated with biodiversity conservation have been categorized into six categories such as segment taboo, specific-species taboo, life-stage taboo, temporal taboo, habitat taboo and method taboo.

In the Anthropocene the loss of biodiversity is set to become increasingly critical. Our law and governance institutions have been unable to halt this worrying trend. One of the reasons for this regulatory deficiency is that global law and governance pertaining to biodiversity are fragmented. In response to the need for a greater integration of law and governance directed at the protection of an integrated biosphere and as a measure to counter fragmentation, we argue that global biodiversity law and governance should be based on the connectivity conservation approach. While the debate about connectivity could occur in various geographical contexts, we focus for our present purposes on regional biodiversity governance in Southern Africa. It is our central hypothesis that adopting a holistic approach to biodiversity conservation in this region might go a long way towards preventing the human encroachment on biodiversity that typifies the Anthropocene.
