The work is devoted to improving the efficiency of cutting tools on heavy machines by developing a quality management system for its operation, determining rational operating regulations and developing general machine-building standards for cutting. The developed model of the tool operation control system for the first time allowed to systematically consider the structure and relationships of all components of the process. The qualimetric approach to the tool operation process made it possible to develop methods for quantitative assessment of the process quality and substantiate the structure of the preparatory information subsystem.

The problem of integrating European standards in the field of innovation management (SIM) into the existing quality management systems (QMS) of organizations is considered. The authors analyze the most relevant developments of the methodological foundations of innovation management, as a promising direction of scientific knowledge, and research aimed at summarizing the practical experience of its implementation in various sectors of the economy and the service sector. Particular attention is paid to analyzing scientific publications in the field of industrial innovation. The main directions of integrating innovation management methodologies into the systems of quality management of products and services operating at enterprises and organizations are proposed. The conceptual model of the innovation management system is presented, which contains its key elements. It is shown that for industrial enterprises and manufacturing firms it is inappropriate to have two different systems (QMS and SIM), which tend to the same goal namely to improve the product quality. A process model of innovation management that implements the principle of quality management called “Improvement” is proposed, and the description of the model is given. The specificity of implementing QMS and SIM integration processes at Russian enterprises of the machine-building complex is revealed.

It is regarded the requirements of standard DSTU ISO 9001 - 2015 and main principles of risk-management introduction in the organization, and also the necessity of planning actions, connected with risks and possibilities of planning in the aviation engines creation in the general system of enterprise quality management. It is analyzed the system approach to the consideration of risks. It is determined, that in the hierarchical structure of project works of the risks management should be three task blocks, base steps, applicable in any situation, in any business and at any level of the hierarchy the enterprises necessary at the introduction of managerial process. It is defined, that the direction of efforts to the possible risk-management creates a basis for the increase of productivity of quality management system in general, achievements of the improved results and prevention of adverse consequences. The idea develops, that the risk-management is a link with all other organization management systems. Thus, introducing procedures and risk-management tools in SMK, we could consistently develop risk-focused thinking of all heads and employees of the enterprise. The essence of risks management comes down to prioritization and correct distribution of resources. It is marked, how it is important to carry out the predesign preparation when the team together with management audits an existing state of the company. How it is necessary to formulate exact results which will be reached during the project, and aspire to them. To be able to formalize protection of results of the project, to show to yourself, to management and employees of the enterprise, that management even if it is an only small local process, became risk-focused and works by new rules. It is noted, how much important do not make mistakes in the work on of risks control system introduction. Otherwise, we automatically cease to introduce this system and start to develop, adapt and update the indefinitely difficult, more hierarchical system of document circulation which is an excellent simulator of the risks control system. Do not to try with the help documents and registers to simulate the working risks control system, it is better to develop the good tools help to spend our budget correctly on the solution the necessary and priority problems. The essence of risks management comes down to prioritization and correct distribution of resources. Risk-management studying is an important problem for heads of all levels of the modern enterprise. It is a universal and demanded field of knowledge. The information on the given issue is accessible, experts are opened to dialogue, the community of risk-managers grows every year

The article presents proposals for the development of the quality management system of a machine-building enterprise based on a risk-oriented process approach. The theoretical and methodological foundations of the risk management subsystem formation as the basis of continuous development of the quality management system based on ISO 9000 standards are considered. Methodological recommendations of the development of existing enterprise methods for managing the processes of the quality management system are proposed. A methodology of risk management of quality management system processes has been developed. The practical application of the proposals formulated in the paper is shown by the example of an enterprise engaged in the production of electric traction machines for railway rolling stock. At the present stage of development of machine-building production, insufficient attention is paid to the issue of methodological support for risk management of quality management system processes developed on the basis of ISO 9000 series standards, despite the fact that this direction is very relevant and practically in demand in all industries. It is revealed that the process monitoring system, which is based on monitoring process indicators, information about internal audits, self-assessment of the quality management system, allows you to present a real picture of the state of processes and develop management decisions to improve the effectiveness and improvement of processes and the quality management system. And all the information obtained during process monitoring can be used as input data for managing risks in processes.

Recently, the evolvement of globalization era has been the global challenges that cannot be avoided either by private or government sectors, and they are requested to be survived encountering such the condition. The implementation of Quality Management System (QMS) in the operational company is the way how to guarantee the quality of products or services offered to the people. One of the purposes of QMS implementation is to provide a prime satisfaction to the customers. The impact of QMS implementation is expected to increase job performance of the employees. Besides the implementation of Quality Management System (QMS), the impact of global challenges has been increasing the competitive efforts to execute more effective production process. However, it has required manpower protection accordingly. This research aims to find out whether the implementation of quality management system and safety and healthy at work management system have impacted on the job performance of employees. Objects of this research are the employees in the production department at PT Guna Senaputra Sejahtera Plant 1 Bogor. Data analysis technique of this research has applied software Smart PLS (Partial Least Square). PLS has estimated a model of correlation among the latent variables and correlation between latent variables and its indicators. Result of data processing has indicated that the implementation of Quality Management System (QMS) and system of safety and healthy at work have positively and significantly impacted job performance of employees.Keywords : Quality Management System (QMS), Safety and Healthy at Work System ( SHWS / SMK3), and Job Performance of Employees
