The article substantiates the use of public-private partnership (PPP) in order to implement the innovative urban planning policy and create the adaptive territory aimed at the implementation of modern realities of development in the context of technological and social transformation of the economy. The authors of the paper have carried out a comparative analysis of the peculiarities of the implementation of the urban planning policy in individual countries, which made it possible to determine its main innovative directions in modern conditions and form a conceptual basis for the implementation of an innovative urban planning policy based on PPP, a distinctive feature of which is the integrated consideration of factors affecting urban planning activities, as well as the orientation of innovative projects towards the implementation of the adaptive territory approach that meets modern requirements and gives the greatest synergistic effect during its implementation. A comparative analysis of the use of public-private partnership. in urban planning activities in individual countries of the world has been carried out. As a result, an expert analysis methodology for the compliance of the PPP project with the goals and principles of the adaptive territory approach has been substantiated, based on the use of identified priorities for territorial development, a procedure for assessing the contribution of PPP subjects to solving problems of urban planning and calculating a compliance ratio. The proposed methodology makes it possible to comprehensively evaluate the results of the implementation of PPP projects both at the stage of completion and at the stage of project operation.

Many countries are moving to a new technological structure, caused by the 4th industrial and technological revolution. This transition is accompanied by the transformation of the previously existing territorial organization of the economy, infrastructure and resettlement, which relates to issues of urban development policy. In this case, coordination of the interests of the state and business is required. An effective tool in this area is public-private partnership (PPP). The main goal is the development of tools for the implementation of innovative urban development policy in the technological and social transformation of the economy. The methodological basis is the methodologies, approaches in the works of foreign and Russian scientists in the field of PPP research in the implementation of innovative urban policy. The main results of the study are following: 1.The modern task of urban development policy is the formation of a comfortable environment that will ensure a high standard of living for the population. 2. For the implementation of this task, the “adaptive territory” approach is suggested. 3. The modern tool for this approach is PPP. The main conclusions and recommendations can be used to justify the mechanisms for implementing innovative urban development policy in order to harmonize the interests of the state and business in the implementation of the “adaptive territory” approach, which meets the modern development paths of the global economy.

в статье обосновывается роль градостроительной политики в системе экологического менеджмента на основе государственного частного партнерства. Проведена демаркация понятия инновационной градостроительной политики, отличительной особенностью которой является не только определение направлений развития инфраструктуры, формирования объектов капитального строительства и развития территорий в целом, но и в уточнении субъектов данных процессов, основных целей и принципов, отвечающие современным тенденциям развития экономики. Предложена классификация основных подходов к определению территориального планирования как основного инструмента реализации инновационной градостроительной политики, отличительной особенностью которой является выделение подхода «адаптивной территории», отвечающего современным траекториям развитияи позволяющего дополнить существующую классификацию. Также обосновывается роль ГЧП в градостроительной деятельности, позволяющая обосновать механизм его применения при реализации подхода «адаптивной территории».

The objective of this paper was to have a study on the perceptions of stakeholders of Public-Private Partnership (PPP) projects for factors affecting the attractiveness of road projects in India. A questionnaire survey was conducted among major PPP project participants of Indian PPP road projects. Fifteen attractive factors were shortlisted through a literature survey for designing the questionnaire. Collected data was analyzed with factor analysis and descriptive statistical analysis. The findings resulted in three components: effectiveness of the private sector, effective time and cost management, and the public sector’s economic benefit. Eight factors were identified as highly affecting the attractiveness of PPP in Indian road projects. PPP provides ample diversity of net benefits to both the public and private sectors. During the project development stage, both sectors have to formulate decisions based on appropriate assessment criteria. Therefore, the reflection of attractive factors will assist the public-sector to select PPP in the road sector. It also helps to establish the strategy for road projects using PPP.

The study comprehensively discusses 18 project factors affecting investors’ escalation of commitment (EOC) in a public-private partnership (PPP) project. Using factor analysis, five factor groupings were addressed: the project information and economic benefit, the reward and punishment mechanisms, project uncertainty, the degree of participation and completeness, and the resources invested in the project. The results revealed that the influence of five grouping factors on investor’s EOC is not independent; after performing the weight analysis, the 18 factors had different influences on EOC. These findings offer effective suggestions and theoretical guidelines for reducing the risk of investor EOC.

Local governments around mainland China initiated over 14,000 public–private partnership (PPP) projects with a total investment of 18 billion RMB in recent years, but nearly half have been withdrawn since the end of 2017, which raised wide concerns about whether PPP can contribute to the sustainable infrastructure development in urban China. In this study, we empirically investigated major factors affecting local governments’ PPP adoption, especially factors that led local governments to initiate inappropriate PPP projects. Based on a unique panel dataset of 286 Chinese cities between 2014 and 2017, the empirical findings suggested that local governments’ financial pressure was the most important factor and cities with higher off-budgetary debts or lower budgetary deficits tended to initiate more PPP projects. PPP projects initiated under off-budgetary burdens were more likely to be inappropriate and subsequently withdrawn. Based on the empirical results, we provide policy suggestions to promote sustainable PPP developments in China.
