The past several decades has witnessed a marked transformation of Ontario’s agricultural extension services from being a provincial government run service to one that’s is marked by a diverse network of public and private information service providers. This presentation reports a preliminary analysis of the contemporarysoil advisory services, especially looking at how different actors are organised, methods used and emerging challenges. The data were collected using key informant interviews with a purposively selectedadvisor. The findings highlight a variety of service providers at play within the soil advisory services which comprised of numerous commodity marketing boards, producer organisations, input and equipmentsuppliers, OMAFRA and the University of Guelph. These actors are organised through various formal andinformal networks, although respondents expressed their concerns on coordination and communication within the network, with an attendant negative impact on network efficiency in advisory service provision. Although most respondents yearn for an individual approach, mainly represented by the public sector, the current service delivery is dominated by groups and mass methods. The findings also indicate a move fromadvisory roles as generalist knowledge brokers to specialist knowledge brokers. The advisory service isgoverned by a ‘hands off’ approach because of withdrawal of public service support that creates significant gaps for coordination and collaboration among different players. The gaps need to be filled in—eitherchampioned by public or private sector actors—but it is not possible without significant changes in existingpolicy and public supports.

Purpose – The purpose of this paper is to examine the effect of the pilot implementation of an industry-specific web portal as an IT resource on textile SMEs organisational performance. Using a resource-based perspective, portal delivery functionalities, considered as non-physical IT resources, are analysed using the dimensions of portal usefulness, portal interface, and service-oriented portal functions on SMEs users’ perceived outcomes of organisational performance. Design/methodology/approach – Qualitative and quantitative approaches are used to explore the research hypotheses. Data were collected using field interviews and survey from senior executives of small- and medium-sized enterprises (SMEs) in the Taiwanese textile industry. Findings – Results indicate that the service-oriented portal function dimension, consisting of portal maintenance service, B2B function, and cloud computing, significantly influences organisational performance. Unexpected findings, such as the negative impact of greater industry benchmark information on perceived SME performance, deserve further investigation. Research limitations/implications – The study extends the theory and knowledge on the resource-based view and its implications on e-business organisational performance of SMEs. The study also offers findings relevant to the design of portal sites for SME administrators and information service providers. Limitations of the research include a small size and the industry-specific data limiting the generalisability of the findings. Practical implications – Research results practically serve as informative indicators for policy makers, information service providers, and SMEs executives to evaluate feasible elements for web portal design in traditional industry. Findings from this study may help portal service providers in designing better web portal functionalities for SMEs. Originality/value – This study contributes to the IT business value literature by identifying the linkages between industry-specific portal delivery functionalities and perceived organisational performance through the examination of portal usefulness, portal interface, and service-oriented portal function for textile SMEs.

The music recording industry is suing Internet subscribers in Canada and the United States for alleged copyright infringement in unprecedented numbers. The procedure for obtaining non-party disclosure has taken on renewed significance in this context, as the industry requests disclosure of identifying and private information from Internet Service Providers (ISPs) who provide online communicators with their Internet connections. Legislative measures adopted in the U.S. expedited the disclosure process through an administrative mechanism with low threshold requirements for issuance of a subpoena against an ISP. In Canada (and after late 2004 in the U.S.), disclosure requests proceeded under federal rules of court. Comparison of the expedited administrative and the judicially interpreted rules-based processes raises important questions about the connection between procedure and substance, and procedural justice more generally. Not only are more permissive rules for disclosure often inconsistent with protecting substantive rights, such as privacy, bin they also cannot be presumed to enhance the likelihood of achieving accurate substantive legal outcomes. If non-party disclosure rules are not contextually designed and implemented to reflect the power and resource imbalance between the plaintiff music industry and the individual defendants pursued in online music sharing litigation, the public and private interest in substantive adjudication of critical questions relating to copyright law may be foreclosed for reasons wholly unrelated to substantive legal merits.

The phenomenon of social exclusion caused by transport exclusion is one of the main causes of social problems in peripheral areas, as well as a major organizational challenge for public service providers and all organizations operating in the areas where this problem occurs. Transport exclusion has a negative impact on the dynamics of socioeconomic processes and may interfere with sustainable development plans of stakeholders operating in a given area. The phenomenon is characterized by particular intensity in peripheral border localities with a low population density and outdated public transport system (established in the past to meet the needs of industrial society). The aim of this analysis is to present the basic principles of a conceptual model that combines the estimation of the scale of the transport exclusion phenomenon (in accordance with the specificity of peripheral border areas) with the idea of institutionalized carpooling based on effective information management. The usefulness of the said model underwent verification with respect to the possibility of estimating the scale of transport exclusion in peripheral border areas based on the example of the Polish–Slovak border area (Lesko Commune and Snina District). During the course of the research, factors characterizing the currently functioning public transport system were also indicated. They proved the system’s inadequacy for the challenges faced by the post-industrial society.

Child marriages and early age pregnancy are an alarming issue among adolescent girls and young females in South Asian region. This research was carried out to understand the knowledge, attitude, and practices towards child marriages and early age pregnancies. For this purpose an exploratory research design was employed and data was gathered through using qualitative and quantitative research techniques. The research found that the respondents were lacking authentic knowledge about sexual and reproductive health rights. Most of the respondents were having access to public and private health service providers and this channel can be a source for the quality information about sexual and reproduce health and rights. An integrated approach through combing all the channels and stakeholders of the society can be vital for the desired social change to counter child marriages and early age pregnancies.
