The article examines a complex technical system on the example of air supply of coal mines, characterized by: multicomponent, a large number of quantitative and qualitative parameters, nonlinearity of interdependencies between them; incompleteness of information, the complexity of experimental research, the risks of dangerous situations and the catastrophic nature of their consequences; the uniqueness of the modes and conditions of the systems functioning. The aim of the work is to develop a methodology for assessing and analyzing the aerodynamic parameters of air flows for the effective selection of air supply schemes in coal mines using the decomposition method. Research methodology: the solution of the set tasks is based on modern methods of mathematical statistics; graph theory; decision theory; apparatus of mathematical logic; factor analysis; mathematical modeling; set theory; reliability theory and systems analysis. Research results. A method for the analysis and analytical modeling of complex technical systems of variable structure (CTS VS) is developed, focused on the features of these systems and their processes in conditions of incomplete information, different quality data on their state and functioning, which differs from the known ones by a combination of the capabilities of analytical and statistical approaches to the construction of CTS VS models, which allows to adapt to changes in systemic and external factors, improve the accuracy of modeling, and also typify the presentation of fuzzy situational features for effective management of the CTS VS. Conclusion. A method has been developed for assessing the reliability of the parameters of the CTS VS based on the algorithms for analyzing and assessing the reliability of the CTS VS, the algorithm for the formation of the most complete subsets listing in the graph all possible compatible subsets of a given set of vertices differing in that they are based on the analysis of enlarged states and decomposition of the structural diagram, which allows analytical and statistical studies to significantly increase the accuracy of assessing the reliability of CTS VS and reduce the amount of calculations. Result: the proposed methods were used to solve the problems of air distribution control in coal mines.

Air compression represents around 20% of industrial total electric power demand, especially in chemicals and process companies. Few technical studies related with energy optimization of air compressed networks are reported in the specialized literature, in contrast, in natural gas and steam networks have been widely analyzed. Pressure, temperature and flow monitoring of air compression is not enough for implementation of energy optimization models, for this reason authors have developed a transit conditions model which takes into account air supply equipments and air compressed process requirements. This paper presents a decision support system for the scheduling selection of a set of air compressors in an industrial plant based on energy demand minimization. Several constraints must be taken in consideration during the optimization process, this can be desegregate in two types, the first set of constrains was used for simulate the operation of scroll, screw and centrifuges compressors, the second based in graph an node theory and contain the mathematical transit conditions model of supply air network topology, for the complexity of the problem the use of a genetic algorithm to search an optimal combination was necessary.

The purpose of the article is to review the activities of the civil governor M.M. Oreus in the service in the Vyborg (Finland) province in 1799–1804. The guarantee of an effective mechanism of admin-istration creation as for over than 200-year period of the Russian Empire existence, as for modern conditions, it was and still is the effectiveness of the government policy on the ground. Based on this key task, the most important condition for its implementation at different stages of the development of the country was the effective selection of personnel for the post of a governor. It was the governor responsible for everything happened in his province, and the government expected him to under-stand the tasks assigned to him and take definite steps to solve them. The urgent management problem in these conditions was the strength of administrative resources capable of retaining their effective power in cases of emerging extraordinary situations, including which, will be discussed in this article. Emergency situations in the border areas occurred regularly and required the ob-servance of certain administrative traditions that influenced the success of the governor's initiatives in state tasks implementation. It will be all the more important to consider the history of the life and activities of one of the governors of the Finland (Vyborg) province, Maxim Maksimovich Oreus, who was at the head of this territory from December 14, 1799 to April 9, 1804.

A method of thermomechanical improvement of pulsating air flows in the intake system of a turbocharged piston engine is described. The main objective of this study is to develop a method for suppressing the rate of heat transfer to improve the reliability of a piston turbocharged engine. A brief review of the literature on improving the reliability of piston engines is given. Scientific and technical results were obtained on the basis of experimental studies on a full-scale model of a piston engine. The hot-wire anemometer method was used to obtain gas-dynamic and heatexchange characteristics of gas flows. Laboratory stands and instrumentation facilities are described in the article. The data on gas dynamics and heat exchange of stationary and pulsating air flows in gas-dynamic systems of various configurations as applied to the air supply system of a turbocharged piston engine are presented. A method of thermomechanical improvement of flows in the intake system of an engine based on a honeycomb is proposed in order to stabilize the pulsating flow and suppress the intensity of heat transfer. Data were obtained on the air flow rate and the local heat transfer coefficient both in the exhaust duct of the turbocharger compressor (i.e., without a piston engine) and in the intake system of a supercharged engine. A comparative analysis of the data has been carried out. It was found that the installation of a leveling grid in the exhaust channel of a turbocharger leads to an intensification of heat transfer by an average of 9%. It was found that the presence of a leveling grid in the intake system of a piston engine causes the suppression of heat transfer within 15% in comparison with the baseline values. It is shown that the use of a modernized intake system in a diesel engine increases its probability of failure-free operation by 0.8%. The data obtained can be extended to other types and designs of air supply systems for heat engines.

The article describes the modernization of consumer characteristics, through the selection of the quality indicators nomenclature using cluster analysis, and bringing the complex technical system (CTS) model using the example of civil aviation technology (CAE) to an invariant form. Also, the article uses a methodological apparatus for assessing the degree of product innovation taking into account the total number of product technical characteristics presented by regulatory and design documentation for the products being created. The obtained characteristics were synthesized by translating consumer requirements of the main participants of the civil aviation equipment market segment. Taking into account the opinions of various consumer groups, five clusters were created and the basic structures of the model of a complex technical system were modeled. Applied technological device suitable for solving problems related to structured and classification of valuable technical characteristics with a planning horizon of 10 years various representatives of the company producing different brands of products related to complex technical systems of civil aviation equipment.

In the Indian scenario construction industry facing a major problem is cost and time overrun. Effective time performance and cost performance are very important to execute the project in a successful manner by keeping them within the prescribed schedule and cost. Overall cost and duration of construction projects affected by the effective resource selection factor. This paper's objective is to rectify the improper selection of resources by a programming tool. Field survey and codebook study did collect the needed data to feed in the programming tool. The prepared tool gets distributed and making to access by every stakeholder of construction projects. This may result in the selection of construction resources as effectively. The term cost overrun in the resource part will be reduced.

From a defective-lysogenic Proteus mirabilis strain we isolated several clones differing in the pattern of their growth on agar plates. Using electron microscopy we have shown some of the selected clones to be efficient in producing mirabilicin D-52 after UV induction, while other clones produced defective mirabilicin polysheaths and polycores. Clones producing polysheaths and polycores can be detected electron microscopically only, since these defective particles are biologically inactive.
