Abstract In light of increasing pressure to deliver climate action targets, and the growing role of citizens in raising the importance of the issue, deliberative democratic processes (e.g. Citizen Juries and Citizen Assemblies) on climate change are increasingly being used to provide a voice to citizens in climate change decision-making. Through a comparative case study of two processes that ran in the UK in 2019 (the Leeds Climate Change Citizens’ Jury and the Oxford Citizens’ Assembly on Climate Change), this paper investigates how far Citizen Assemblies and Juries on climate change are increasing citizen engagement on climate change and creating more citizen-centred climate policy-making. Interviews were conducted with policy-makers, councillors, professional facilitators and others involved in running these processes to assess motivations for conducting these, their structure and the impact and influence they had. The findings suggest the impact of these processes is not uniform: they have an indirect impact on policymaking by creating momentum around climate action and supporting the introduction of pre-planned or pre-existing policies rather than a direct impact by being truly being citizen-centred policymaking processes or conducive to new climate policy. We conclude with reflections on how these processes give elected representatives a public mandate on climate change, that they help to identify more nuanced and in-depth public opinions in a fair and informed way, yet it can be challenging to embed citizen juries and assemblies in wider democratic processes.

Abstract Background The paper explores how regional actors engage with energy systems, flows and infrastructures in order to meet particular goals and offers a fine-tuned analysis of how differences arise, highlighting the policy-relevant insights that emerge. Methods Using a novel framework, the research performs a comparative case study analysis of three regions in Italy and two of the devolved territories of the UK, Wales and Scotland, drawing on interviews and documentary analysis. Results The paper shows that acknowledging the socio-materialities of renewable energy allows a fine-tuned analysis of how institutions, governance and infrastructure can enable/constrain energy transitions and policy effectiveness at local and regional levels. The heuristic adopted highlights (i) the institutions that matter for renewable energy and their varied effects on regional renewable energy deployment; (ii) the range of agencies involved in strategically establishing, contesting and reproducing institutions, expectations, visions and infrastructure as renewable energy deployment unfolds at the regional level and (iii) the nature and extent of infrastructure requirements for and constraints on renewable energy delivery and how they affect the regional capacity to shape infrastructure networks and facilitate renewable energy deployment. The paper shows how the regions investigated developed their institutional and governance capacity and made use of targets, energy visions and spatial planning to promote renewable energy deployment. It shows that several mediating factors emerge from examining the interactions between regional physical resource endowments and energy infrastructure renewal and expansion. The analysis leads to policy-relevant insights into what makes for renewable energy deployment. Conclusion The paper contributes to research that demonstrates the role of institutional variations and governance as foundations for geographical differences in the adoption of renewable energy, and carries significant implications for policy thinking and implementation. It shows why and how policy-makers need to be more effective in balancing the range of goals/interests for renewable energy deployment with the peculiarities and specificities of the regional contexts and their infrastructures. The insights presented help to explain how energy choices and outcomes are shaped in particular places, how differences arise and operate in practice, and how they need to be taken into account in policy design, policy-making and implementation.

AbstractThe article examines the migration infrastructures and pathways through which migrants move into, through and out of irregular status in Japan and the UK and how these infrastructures uniquely shape their migrant experiences of irregularity at key stages of their migration projects.Our analysis brings together two bodies of migration scholarship, namely critical work on the social and legal production of illegality and the impact of legal violence on the lives of immigrants with precarious legal status, and on the role of migration infrastructures in shaping mobility pathways.Drawing upon in-depth qualitative interviews with irregular and precarious migrants in Japan and the UK collected over a ten-year period, this article develops a three-pronged analysis of the infrastructures of irregularity, focusing on infrastructures of entry, settlement and exit, casting a comparative light on the mechanisms that produce precarious and expendable migrant lives in relation to access to labour and labour conditions, access and quality of housing and law enforcement, and how migrants adapt, cope, resist or eventually are overpowered by them.

Sentencing represents the apex of the criminal process and is the most public stage of the criminal justice system. Controversial sentences attract widespread media coverage, intense public interest, and much public and political criticism. This chapter explores sentencing in the United Kingdom, and draws some conclusions with relevance to other common law jurisdictions. Sentencing has changed greatly in recent years, notably through the introduction of sentencing guidelines in England and Wales, and more recently, Scotland. However, there are still doubts about the fairness and consistency of sentencing practice, not least in the use of imprisonment. Among the key issues to be examined in this chapter are the tendency towards net-widening, the effects of race and gender, the impact of pleading guilty, the use of indeterminate sentences, the rise of mandatory sentences, and the role of the victim in the sentencing process. The chapter begins by outlining the methods by which cases come before the courts for sentencing. It then summarizes the specific sentences available to courts and examines current sentencing patterns, before turning to a more detailed exploration of sentencing guidelines, and of the key issues identified above. The chapter addresses two critical questions: What is sentencing (namely who exerts the power to punish)? Does sentencing in the UK measure up to appropriate standards of fairness and consistency?

This paper examines the impact that climate change may have on the lodging of oats in the Republic of Ireland and the UK. Through the consideration of a novel lodging model representing the motion of an oat plant due to the interaction of wind and rain and integrating future predictions of wind and rainfall due to climate change, appropriate conclusions have been made. In order to provide meteorological data for the lodging model, wind and rainfall inputs are analysed using 30 years’ time series corresponding to peak lodging months (June and July) from 38 meteorological stations in the United Kingdom and the Irish Republic, which enables the relevant probability density functions (PDFs) to be established. Moreover, climate data for the next six decades in the British Isles produced by UK climate change projections (UKCP18) are analysed, and future wind and rainfall PDFs are obtained. It is observed that the predicted changes likely to occur during the key growing period (June to July) in the next 30 years are in keeping with variations, which can occur due to different husbandry treatments/plant varieties. In addition, the utility of a double exponential function for representing the rainfall probability has been observed with appropriate values for the constants given.

AbstractAs leaders of civil society, governments have a prime responsibility to communicate climate change information in order to motivate their citizens to mitigate and adapt. This study compares the approaches of the United Kingdom (UK) and Hong Kong (HK) governments. Although different in size and population, the UK and HK have similar climate change agendas to communicate to similarly educated and prosperous populations. The study finds that whilst both governments use similar means: policy, education, campaigns, internet and social media, these have different characteristics, with different emphases in their climate change message. The UK’s top-down approach is more prominent in its legally binding policy and well-defined programmes for adaptation and risk assessment. HK has more effectively embedded climate change education across the school curricula, and has a more centralized and consistently branded campaign, with widespread use of visual language to connect the public to the problem. HK frames climate change as a science-society problem, and has a greater focus on self-responsibility and bottom-up behavioral change. Thus, the UK and HK governments have polarized approaches to motivating their citizens into climate action. Moving forwards, both governments should consider best practice elements of the other to develop their communication of climate change.

Abstract. The politicization of and societal debate on climate change science have increased over the last decades. Here, the authors argue that the role of climate scientists in our society needs to adapt in accordance with this development. We share our experiences from the awareness campaign Pole to Paris, which engaged non-academic audiences on climate change issues on the roads from the polar regions to Paris and through conventional and social media. By running and cycling across a third of the globe, the scientists behind the initiative established connections on the audiences' terms. Propitiously for other outreach efforts, the exertions were not in themselves the most attractive; among our social media followers, the messages of climate change science and action were more favourable, as measured by video statistics and a follower survey. Communicating climate action in itself challenges our positions as scientists, and here we discuss the impact such messages have on our credibility as researchers. Based on these reflections, as well as those from other science communication initiatives, we suggest a way forward for climate scientists in the post-factual society, who should be better trained in interaction with non-academic audiences and pseudoscepticism.

Climate change has exacerbated gender inequality, and women are a vulnerable group. Previous research attributed this to physical gender differences, gender differences in ownership and control of natural resources, and socioeconomic status. We used a survey of 99 participants, seven focus group discussions, and 13 in-depth interviews in a coastal community in Vietnam to gain insight into the roots of gender inequality in the capacity to adapt to climate change. We analysed the role of social capital in regulating and mobilising other livelihood assets from a gendered perspective and found that gender norms explain the division and interactions of men and women in formal and informal networks. Based on our results, we suggest that policy-makers should pay more attention to gender issues when proposing climate change policies and reducing the gender imbalance in the impact of climate change adaptation.

Human behaviour change is necessary to meet targets set by the Paris Agreement to mitigate climate change. Restrictions and regulations put in place globally to mitigate the spread of COVID-19 during 2020 have had a substantial impact on everyday life, including many carbon-intensive behaviours such as transportation. Changes to transportation behaviour may reduce carbon emissions. Behaviour change theory can offer perspective on the drivers and influences of behaviour and shape recommendations for how policy-makers can capitalise on any observed behaviour changes that may mitigate climate change. For this commentary, we aimed to describe changes in data relating to transportation behavioursrelating to working from home during the COVID-19 pandemic across the Netherlands, Sweden and the UK. We display these identified changes in a concept map, suggesting links between the changes in behaviour and levels of carbon emissions. We consider these changes in relation to a comprehensive and easy to understand model of behaviour, the COM-B, to understand the capabilities, opportunities and behaviours related to the observed behaviour changes and potential policy to mitigate climate change. There is now an opportunity for policy-makers to increase the likelihood of maintaining pro-environmental behaviour changes by providing opportunities, improving capabilities and maintaining motivation for these behaviours.

The announcement by the Scottish Government of a global ‘climate emergency’ in May 2019, and the selection of Glasgow as the host city for the main COP26 talks to be held in late 2021 has helped focus attention to the impact of climate change in Scotland. The COVID-19 pandemic has also brought into sharp focus the disproportionate effect that shocks and stresses have on already vulnerable people and places. This short communication aims to contribute to these debates by clarifying existing strengths and open issues for an evidence-driven response to climate change in Scotland’s marginalised communities. Growing support for rapid and radical climate action, both in Scotland and overseas, brings into question the role of learned societies and reasoned debate within a climate emergency. To this end, we synthesise recent Scotland-based research into issues relating to climate justice and, drawing on the outcomes of a workshop held in summer 2019, identify aspects where good progress has been made and areas where further work is required for an evidence-driven and just response to climate change in Scotland and beyond.
