Abstract How agriculture can better adapt to climate change has been a key topic of interest for scholars. This study provides insights from the eastern agricultural region of the Tibetan Plateau (TP). The Yellow River-Huangshui River valley (YHV) is an important food-producing region on the TP. The agricultural production of small households has been affected by significant climate change and by a series of interventions on the part of the local government. Five main adaptation strategies adopted by households include crop rotation (86.71%), increasing agricultural inputs (74.21%), changing the sowing time of crops (61.51%), expanding cropland area (32.94%) and raising more livestock (16.27%) to adapt to the effects of climate change. Regression analysis revealed that households’ perceptions of climate change and five types of livelihood capital are important factors influencing their adoption of various livelihood strategies. In addition, the adaptation strategies used by households in the YHV are incremental adjustments to their existing production, while transformative adaptation strategies (e.g., irrigation facilities, improved crop varieties, agricultural insurance), which are larger in scale and could fundamentally reduce households’ vulnerability to climate change have been planned by the government. Due to the presence of government interventions, households in the YHV area are more proactive in adapting to climate change. Finally, the results of this paper are conducive to guiding the local government to enhance its intervention role to promote households’ climate change adaptation behavior.

Farmers are among the most vulnerable groups that need to adapt to climate change. Correct perception is a prerequisite for farmers to adopt adaptation strategies, which plays a crucial guiding role in the development of adaptation plans and the improvement of the security of livelihoods. This study aimed to compare farmers’ perceptions of temperature and precipitation change with meteorological data in two regions of the Tibetan Plateau, analyzed how irrigation affects farmers’ perceptions. Data were obtained from local meteorological stations and household questionnaires (N = 1005). The study found that, since 1987, the climate warming trend was significant (p < 0.01), and the temperature increase was faster in winter. Precipitation had no significant change trend, but the seasonal variations indicated that the precipitation concentration period moved forward in the Pumqu River Basin and was delayed a month in the Yellow River-Huangshui River valley. The farmers’ perception of temperature change was consistent with meteorological data, but there was an obvious difference in precipitation perception between the two regions. We noticed that irrigation facilities played a mediating role on precipitation perception and farmers having access to irrigation facilities were more likely to perceive increased precipitation. Finally, this study suggested that meteorological data and farmers’ perceptions should be integrated when developing policies, rather than just considering actual climate trends. Simultaneously, while strengthening irrigation investment, the government should also pay attention to publicizing the consequences of climate change and improving farmers’ abilities of risk perception.

The impacts of climate change on marine capture fisheries have been observed in several studies. It is likely to have a substantial effect on fishers’ income and food security. This study aims to estimate the impact of adaptation strategies on fishers’ income and their household’s food security. Data were collected from small-scale fishers’ households, which own a fishing boat smaller or equal to five gross tonnages (GT). The study sites were the two coastal regions of Malang and Probolinggo in East Java, Indonesia, due to the meager socioeconomic resources caused by climate change. A probit regression model was used to determine the factors influencing the fishers’ adaptation. Propensity score matching (PSM) was applied to evaluate the impact of the adaptation strategies on income and food security. Food security was measured by food consumption score (FCS). The findings indicated that participation in the fishers’ group affected adaptation strategies significantly, and so did the access to credit and climate information. Also, PSM showed that the adaptation strategies had a positive and significant impact on fishers’ income and food security. Those who applied the adaptation strategies had a higher income and FCS than those who did not. This finding implies that the fishery sector’s adaptation strategies can have significant expansion outcome and reduce exposure to risks posed by climate change. Therefore, the arrangement of more climate change adaptation strategies should be promoted by the government for small-scale fishers in Indonesia.

The latest climate change adaptation strategies adopted by local governments in Japan are discussed. A nationwide survey demonstrates several significant findings. While some prefectures and major cities have already begun to prepare adaptation strategies, most municipalities have yet to consider such strategies. This gap must be considered when studying the climate adaptation strategies of local governments in Japan, as municipal governments are crucial to the implementation of climate adaptation strategies due to high diversity in climate impacts and geographical conditions among municipalities within each prefecture in Japan. Key challenges for local governments in preparing adaptation strategies are the lack of expert knowledge and experience in the field of climate change adaptation, and compartmentalization of government bureaus. To address these issues, an interview study of six model prefectures in the SI-CAT (Social Implementation Program on Climate Change Adaptation Technology) project by the MEXT (Ministry of Education, Culture, Sports, Science and Technology) was conducted in order to understand the details of challenges raised by adaptation among local governments in Japan. The survey results reveal that local government officials lack information regarding impact projections and tools for evaluating policy options, even though some of them recognize some of the impacts of climate change on rice crop, vegetable, and fruit production. In addition, different bureaus, such as agriculture, public health, and disaster prevention, focus on different outcomes of climate change due to their different missions. As this is the inherent nature of bureaucratic organizations, a new approach for encouraging collaboration among them is needed. The fact that most of the local governments in Japan have not yet assessed the local impacts of climate change, an effort that would lay the groundwork for preparing adaptation strategies, suggests the importance of cyclical co-design that facilitates the relationship between climatic technology such as climate models and impact assessment and local governments’ needs so that the technology developments clarify the needs of local government, while those needs in turn nurture the seeds of technology.

The study examined factors influencing the choice of climate change adaptation strategies among rural farming households in Lokoja Local Government Area, Kogi State, Nigeria. A total of 115 rural farmers constitute the sample size for this study. Descriptive and relevant inferential statistics such as multivariate probit model were used. The perceived effects of climate change in the study area were erosion/flooding, increase in rainfall, scarce of resources, increase in temperature, and increase in pest and disease infestation. The major adaptation strategies adopted by the  farmers in the study area were change in planting date (72.17%), change in harvesting date (67.83%), construction of drainage around homes/farms  (67.83%), income diversification (64.35%), and planting cover crops (58.26%). The result of the factors influencing choice of adaptation showed that gender, age, years of farming experience, access to credit, and training on climate change were the factors that influenced the choice of adaptation strategies in the study area. The major constraints to adoption of adaptation strategies in the study area were identified. The study concluded that selected socio-economic characteristics influenced the choice of rural farmers` adaptation strategies utilized in the study area. Government policies should be sensitive to support of trainings on climate change, education, credit access, farm size and household size
