Abstract Defining the upslope extent of Federal Clean Water Act jurisdiction over wetlands and streams has been contentious since the passage of the Act but has large effects on the type, number, and area of wetlands that are protected by legislation. Federal guidance in the US has changed and evolved in response to scientific knowledge, Supreme Court decisions, and policy goals of Presidential Administrations. In 2020, the Trump administration replaced the Obama administration Clean Water Rule with the Navigable Waters Protection Rule with the goal of reducing jurisdiction over so-called isolated depressional wetlands and small streams. Here we use a case study of a titanium sands mining proposal on Trail Ridge southeast of Okefenokee Swamp to illustrate the large reduction in wetland and stream protection engendered by this policy change. Under the Navigable Waters Protection Rule, all seven wetlands within the 232 ha mining area, totaling 131 ha or 56% of the project area, were deemed non-jurisdictional and thus the project required no federal review or permitting. Under an earlier mining application under the Clean Water Rule, all of these wetlands were declared jurisdictional. Trail Ridge is located on the Atlantic Coastal Plain, an ecological province rich in depressional wetlands and ill-defined surface drainages. This case study shows that in such environments, the Navigable Water Protection Rule will allow destruction of large numbers and areas of ecologically significant wetlands.

Cannabis (marijuana) is the most commonly consumed, universally produced, and frequently trafficked psychoactive substance prohibited under international drug control laws. Yet, several countries have recently moved toward legalization. In these places, the legal status of cannabis is complex, especially because illegal markets persist. This chapter explores the ways in which a sector’s legal status interacts with political consumerism. The analysis draws on a case study of political consumerism in the US and Canadian cannabis markets over the past two decades as both countries moved toward legalization. It finds that the goals, tactics, and leadership of political consumerism activities changed as the sector’s legal status shifted. Thus prohibition, semilegalization, and new legality may present special challenges to political consumerism, such as silencing producers, confusing consumers, deterring social movements, and discouraging discourse about ethical issues. The chapter concludes that political consumerism and legal status may have deep import for one another.

This chapter examines the effect of group dynamics on the 2016 decision within the administration of President Barack Obama to lead the international coalition in a mission to liberate Raqqa, Syria, from the Islamic State. The authors show that whereas the groupthink syndrome characterized the decision-making process of the US-led coalition’s decision to attack Raqqa, it was polythink that characterized the decision-making dynamics both in the US-led coalition and within the inner circle of Obama’s own foreign policy advisors. Through case-study analysis, the authors illustrate that groupthink is more likely in strategic decisions, whereas polythink is more likely in tactical decisions.

Abstract Greenhouse gas emissions are a common problem noticed in every mining area just after mine closures. However, there could be a significant local gas hazard for people with continuous (but variable) emission of these gases into the atmosphere. In the Upper Silesia area, there are 24 shafts left for water pumping purposes and gases can flow through them hydraulically. One of them – Gliwice II shaft – was selected for inspection. Carbon dioxide emission with no methane was detected here. Changes in emission and concentration of carbon dioxide around the shaft was the aim of research carried out. It was stated that a selected shaft can create two kinds of gas problems. The first relates to CO2 emission into the atmosphere. Possible emission of that gas during one minute was estimated at 5,11 kg CO2/min. The second problem refers to the local hazard at the surface. The emission was detected within a radius of 8m from the emission point at the level 1m above the ground. These kinds of matters should be subject to regular gas monitoring and reporting procedures.
