Abstract To establish and improve the theoretical framework and operation mechanism of emergency information sharing, and to establish the index system and evaluation method of the efficiency of emergency information sharing are the key work to improve the disaster prevention and mitigation capacity of coastal cities in China. In this paper, the synergetic theory is introduced into the construction of emergency information sharing framework. By clarifying the operation relationship between the participants and the information transmission, the framework and operation mechanism of emergency information sharing are constructed. Around the 3 dimensions of emergency information sharing mechanism construction, resource guarantee ability and collaborative driving force of emergency information sharing, the evaluation index system of emergency information sharing collaborative efficiency in coastal cities is proposed, and the evaluation method of emergency information sharing collaborative efficiency based on coupling degree model is proposed. The empirical results show that the efficiency of emergency information sharing in coastal cities in China is generally on the rise, and the contribution rate of the construction level of emergency information sharing mechanism is higher than that of the resource guarantee ability and the collaborative driving force of emergency information sharing, but the efficiency of emergency information sharing in coastal cities in China is still at the bottom level. The research results provide theoretical basis and methods for the emergency management departments of coastal cities in China.

Jet fuel supply chains are increasingly becoming agile. To build agile supply chains, jet fuel companies first need to have access to a large supply base and secondly need an efficient mechanism for supplier evaluation and selection. In this paper, we analysis the standard for evaluating jet fuel supplier and constructs an evaluation index system for jet fuel supplier evaluation in an agile supply chain. The index system consists of five primary indexes and fifteen secondary indexes. We also develop an evaluation method for jet fuel suppliers based on relational degree analysis and the method is demonstrated with an example.

Cloud barycenter evaluation method is applied to battle damage assessment for air base on basis of the establishment of the evaluation index system and damage level classification. The index system of battle damage assessment for air base is established and the application step of cloud barycenter evaluation method to air base damage evaluation is analyzed. The battle damage level of air base is achieved using weighted deflection degree which is used to demonstrate the deflection degree between battle damage and its perfect state. The correctness and validity of the proposed method is verified by the calculating result, which provide an efficient way for battle damage assessment.

With expansion of enrollment scale, many universities make a large-scale expansion of their campus in recent years, which has caused a series of ecological problems, such as excessive occupation of land, destruction of local ecological environment. It is necessary to provide ecological level assessment and guidance for this eco-campus construction. Based upon the present related research at home and abroad and according to the basic principles of ecology, we have given a clear definition of ecological campus after considering the functional requirements for university campus at first, and then build an ecological campus evaluation index system in which the landscape ecology and the ecological footprint theory have been combined and clear the scoring method of each index. The index system includes five aspects: campus environmental quality, pollutant emissions, resource allocation and utilization, humanity landscape and greening, environmental awareness and environmental education. Furthermore, the analytic hierarchy process (AHP) is applied to this system to obtain the relative combined weights of every index which has passed the combined verify of coherence. Then the multi-factor comprehensive evaluation method was adopted to calculate ecological level index of eco-campus. At the end of this paper the main campus of Jinan University has been taken as an example application analysis of the index system.

According to the problem of over-subjective in current effect evaluation method of video surveillance system, a comprehensive effect evaluation index system of video surveillance system is established. Hierarchy belongingness between multiple index elements is established, the function of each index elements is quantitatively analyzed with the help of MATLAB, and the effect evaluation of video surveillance system is performed with the application of fuzzy comprehensive evaluation method. It is proved in instances that the effect evaluation method of video surveillance system with the application of the index system is capable of evaluating the video surveillance system effectively and quantitatively.

According to China’s economic green ecological sustainability development requirement, the energy reform of China is mainly increasing the proportion of renewable energy, and reducing the proportion of fossil energy. It will continue to force China’s thermal power units, especially coal-fired thermal power units, to carry out the flexibility transformation and upgrading of deep peak shaving ability. Due to the different characteristics of coal-fired thermal power units, it is necessary to make flexible transformation decisions by a scientific and reasonable decision-making evaluation method, so as to provide references for the one machine-one policy flexibility transformation of thermal power units. In this paper, a decision-making evaluation index system for the flexibility transformation of coal-fired thermal power units under the demand of deep peak shaving is established. The index system considers the impact of deep peak shaving on the boilers, steam turbines, and auxiliary equipment of coal-fired thermal power units, as well as the effects of the peak shaving. A hybrid evaluation method combined set-valued iteration and GRA-TOPSIS is employed to obtain the weight of the indexes. Finally, an empirical research was conducted based on the index system and the hybrid evaluation method and targeted “one machine, one policy” recommendations were put forward for the flexibility transformation of the coal-fired thermal power units.

Effectiveness evaluations are one of the important ways to guide grid investment and to improve investment efficiency. Improving the effectiveness of grid investment evaluations is studied based on the optimization of the investment evaluation index system and the utility evaluation model. The index system is optimized by establishing an evaluation index system of grid investment effectiveness, considering the redundancy between the indices, and constructing an ISM-DEA model. The utility function model was introduced to fully consider the different risk appetites of decision-makers, and a utility evaluation model that takes risk appetite into account was established. An improved weight integration model based on multiobjective optimization was established by considering the minimum deviation and the trend-optimal objective function when setting the index weights. The calculation results show that the feasibility of the index system optimization model and utility evaluation model constructed in this study is verified under the premise of satisfying the assumptions. By adjusting the risk preference coefficient of decision-makers, the dynamic optimization of the grid investment utility evaluation results can be realized.

Background: An objective, comprehensive and scientific evaluation of emergency medical rescue capability (EMRC) is of great realistic significance in assisting the health administrative department to grasp the overall response capability of all emergency medical rescue teams, enabling each team to have a full understanding of its own strengths and weakness and improve itself accordingly. At present, the research on the evaluation of EMRC in Hazardous Chemicals Accidents (HCA) is not systematic and in-depth, and the existing research results also have some shortcomings, such as, the lack of strong theoretical support for the evaluation index system, the relatively single function of evaluation methods, and so on. Objectives: The objective of this article is to research the evaluation index system and a new evaluation method of EMRC in HCA to overcome the above shortcomings. Methods: It establishes an emergency medical rescue capability model by employing the competency model and then constructs the evaluation index system on the basis of the analysis of all the factors of emergency medical rescue capability in hazardous chemical accidents and sets up an evaluation model based on the theory of connection numbers and partial connection numbers. It determines the competence ranking of several emergency medical rescue teams and the competence state of an individual emergency medical rescue team by calculating the connection principal value, and it also predicts how the emergency medical rescue capability will develop based on the values of partial connection numbers. Results: The example shows that the calculation process of this model is relatively simple, and its assessment results are objective and authentic, and moreover, its multi-functions can make up for the deficiency of the simplified function of other evaluation models. Conclusion: This method is scientific and rational to some extent and can provide reference for evaluation problems of the same kind.

According to the physical and chemical indexes of different periods, different storage containers and different storage sites, a two overall T test was used to show that there were significant differences in physical and chemical indexes of liquor body in different detection sites. Correlation analysis of wine storage in different storage methods by Spearman correlation coefficient. By using the principal component analysis method, the comprehensive evaluation index system of the quality of the wine body was constructed, and the classification model of the detection location based on the comprehensive evaluation was established by using the index system. The detection sites were classified, and the results showed that the detection sites were divided into four grades.
