Ideological and political education in colleges and universities is a complex system, which needs to strengthen mutual cooperation among subsystems with the help of synergetic theory to make the internal state of system from disorder to order, from independence to relevance, so as to achieve the effect of cooperative education. In order to promote the in-depth combination of synergetic theory with ideological and political education in colleges and universities and to enhance synergy level, it is necessary to strengthen and improve the construction of synergetic education mechanism, and empower the construction of political and ideological synergetic education with a sound synergetic mechanism.

Abstract To establish and improve the theoretical framework and operation mechanism of emergency information sharing, and to establish the index system and evaluation method of the efficiency of emergency information sharing are the key work to improve the disaster prevention and mitigation capacity of coastal cities in China. In this paper, the synergetic theory is introduced into the construction of emergency information sharing framework. By clarifying the operation relationship between the participants and the information transmission, the framework and operation mechanism of emergency information sharing are constructed. Around the 3 dimensions of emergency information sharing mechanism construction, resource guarantee ability and collaborative driving force of emergency information sharing, the evaluation index system of emergency information sharing collaborative efficiency in coastal cities is proposed, and the evaluation method of emergency information sharing collaborative efficiency based on coupling degree model is proposed. The empirical results show that the efficiency of emergency information sharing in coastal cities in China is generally on the rise, and the contribution rate of the construction level of emergency information sharing mechanism is higher than that of the resource guarantee ability and the collaborative driving force of emergency information sharing, but the efficiency of emergency information sharing in coastal cities in China is still at the bottom level. The research results provide theoretical basis and methods for the emergency management departments of coastal cities in China.

G. A. Dvoenosova’s monograph is an attempt at theoretical rethinking of the phenomenon of document in the context of synergistic paradigm. It presents a full-scale structural and functional analysis of document. Based on the principle of causality, the laws of origin and evolution of document have been revealed, the role of document as a system-forming factor has been studied. These questions occupy several chapters in the monograph, where the phenomenon of document is examined in detail from different angles. Document is an interdisciplinary concept included in the dictionaries of many sciences: social, informational, humanitarian, technical, etc. This complicates its study and theoretical comprehension, since each scientific discipline forms its own view of the phenomenon, sets its own accents, and offers its own methods and approaches to its study. Being a classical document expert by education and vocation, G. A. Dvoenosova has made an attempt to integrate the existing knowledge on document into a unified theory based on synergetic toolkit and offered it to the scientific community. The author of the presented monograph is fluent in her material, using a variety of approaches to its interpretation (philosophical, informational, managerial, etc.). Her monograph is characterized by deep historiographic study of its main subjects and by its polemical orientation. Using different research optics, the author reveals the phenomenological nature of document, its systemic characteristics, allowing it to connect space and time, to organize society and structure its information flows. I would like to dwell on the definition of document as materialized memory of humanity. Evaluating the presented theory as an undoubted scientific achievement, it is important to emphasize that synergetic theory of document takes into account and integrates various achievements in the field of theoretical understanding of document as seen in classical document management, communication and information theories of document.

The article continues the author’s series of works on the application of synergetic theory to understand and describe the processes and phenomena that accompany the search and development of mineral resources. The research results show that the synergetic theory is universal and allows to understand and describe a wide range of phenomena and processes that occur in geological exploration and mining: dynamic phenomena in mines (outbursts of rocks and coal), spontaneous сombustion of сoal in coal mines, emergency outbursts of oil and gas from exploration wells, destruction of high-pressure pipelines, geodynamic phenomena in quaternary deposits, sedimentary rocks, and in the geological structures of the crystalline basement. One of the signs of processes and phenomena that have a synergistic nature is the nonlinear nature of the system’s response to weak perturbations. Minor disturbances slightly change the structure of geological material, in some cases change the mechanical and physical properties of formation fiuids. This creates the conditions for disturbing the unstable equilibrium of the system at the bifurcation points and its transition to another equilibrium state with other thermodynamic parameters that characterize the new state of the system. Such transitions are characterized by kinetic and phase transitions. In particular, in the reservoir rock, in coal, micro- and macrocrack systems are formed and developed. The shape of dissipative structures is described using fractal theory. The duration of self-organization of dissipative structures and the transition of the system to a new equilibrium state depends on the type of dissipative structures, the properties of the environment in which they are formed, and the speed of physicochemical processes. The article considers the behavior of the system “well – rock formation” as an open thermodynamic system. The internal energy of the formation is compared with the energy of external explosive action from the well. Specific examples show that the behavior of such a system is subject to the laws of synergetics and as a result of weak action on the formation from the well there are significant nonlinear effects of productivity growth due to the internal energy of the formation. This energy is generated by reservoir and rock pressures.

A new – syntropic – criterion obtained using the synergetic theory of information has been proposed for determining the start date for the cancellation of restrictive measures in the COVID-19 pandemic. Under this criterion, the restrictions should be lifted when the average number of new cases per day during a week becomes disproportionately smaller than at the peak of the pandemic. The article gives the derivation of this criterion, and its practical use is shown by the example of a number of EU countries. In this case, a comparison is made of the dates set by the syntropic criterion with the actual dates of the beginning of the lifting of restrictions.

With the deepening of global economic integration, overseas Chinese education has attracted more and more attention. How to quickly and accurately retrieve resources that meet user's personalized needs has become a key issue in the recommendation model of overseas Chinese education. To solve this problem, a cloud synergetic recommendation model for overseas Chinese education is proposed in this paper. Firstly, a user vector space with fine granularity representation is constructed by introducing multi-knowledge source emotional metaphor information. Secondly, considering the synergetic interaction among various user features, we proposed a synergetic user group recognition method based on synergetic theory. Finally, in order to improve the efficiency of resource acquisition, a recommendation model of Chinese education based on cloud computing is presented. The model proposed in this paper has certain reference significance for overseas Chinese education and online learning model.
