Based on the results of the world practice in the field of cooperation of civil aviation enterprises, the most promising methods of potentially ensuring the efficiency of operation are the merger or amalgamation of airlines in the form of an aviation alliance or aviation pool. The analysis of research on the application of aspects of business planning in the creation of an aviation pool or aviation alliance showed that, despite the need and demand of practice, this aspect in the theoretical, methodological and scientific direction is not given enough attention. An analysis of the literature showed that aspects of the use of the business plan as an element in determining the effectiveness of mergers of civil aviation enterprises in the context of European integration were not carried out. Referring to the above aspects, the ways of perspective development of Ukrainian airlines in the process of overcoming the conditions of competition and financial crisis by joining aviation alliances and creating pools are clarified. It was found that the main tool for determining the effectiveness of the reorganization of the airline and its financial recovery through cooperation is a business plan as a program of long-term development and assessment of economic feasibility. To achieve the goal of the study, the following tasks were performed: summarized and analyzed current areas of reorganization and financial recovery of Ukrainian airlines - the creation of aviation alliances and pools and opportunities for their development in modern conditions of the air transport market of Ukraine; the methodical approach to improvement of process of substantiation of reorganization and its economic results which is seen in development of the business plan of an estimation of commercial prospects is proved; developed recommendations for taking into account and reflecting in the business plan the features of the processes of creating an aviation alliance or pool. The prospect of further research, given the above, is to develop recommendations for management (management) of the process of reorganization of the airline in the implementation of the business plan to create an aviation alliance or pool.

The creation of a department often happens ‘de novo’. For most institutions, they were born as a department while for Dermatology in the UP College of Medicine, Philippine General Hospital, it took almost two decades to become one. The Unit of Dermatology was established by Dr. Perpetuo Gutierrez under the Department of Medicine in 1922. He was the pioneer and known to be the Father of Philippine Dermatology as he paved the way for the development of the specialty in our country. Fast forward to February 2020 and five section and division chiefs later, the Division of Dermatology has finally become the Department of Dermatology - the 21st department of the UP College of Medicine. In essence, the Department is just one year old but UP Dermatology is 99 years old, turning 100 in 2022. For this first year as a department, we celebrate with our second Dermatology issue of the Acta Medica Philippina. Again, we showcase the original studies and interesting cases seen both in the outpatient and in-patient wards of the Philippine General Hospital. In behalf of the faculty and residents of the Department of Dermatology, I thank the editorial staff of the Acta Medica Philippina. I also congratulate Dr. Hanna Orillaza, Special editor for this issue, and most especially the authors for continuing the Department’s thrust for excellence in research; boosting further the Department’s strength in training as we continue to graduate dermatologists that are in the forefront both here and abroad; and, more importantly, continuing to broaden our reach in the service of Filipino patients in the various regions of the country.   Eileen Liesl A. A recommendation that Vancouver City Council implement the Culture Plan’s commitment to address the persisting insufficiency of small rental performing arts venues by using Community Amenity Contributions (CACs) from the rezoning of properties to fund the creation of small, inexpensive ‘incubator’ neighbourhood performing arts venues, which are critical to the health and development of the performing arts community. The recommended development model is based on Havana Theatre; a small incubator performing arts venue located inside Havana Restaurant, which subsidizes the cost of operating the venue. In downtown, developers will build the venues and attached retail space using in-kind CACs. Outside of downtown, a ‘renovation-first’ approach will be taken by the City to buy existing buildings using accrued CACs and renovate them to create the venues and attached retail space. On the strength of experience and business plan, the City will select qualified bidders to operate the venues and attached businesses.

Islamic banks have different purposes than conventional banks, Islamic banks as syariah-based banks and morals have a goal not only to achieve profit but also have social and spiritual goals (maqhasid shariah). Therefore the preparation of Sharia Bank business plan must be based on sustainable business principles and based on worldly balance with the creation of prosperity (maslahat) towards the achievement of eternal victory (falah).
