The race for performance has led some public service organizations to put in place some management innovations such as the implementation of organizational control. Organizational control is a system, a set of mechanisms and tools such as Quality management system, Management controlling, Internal auditing, etc that affects all levels of the organization (strategic and operational levels), to master the decision-making processes, actions, and results. Those organizational control tools don’t bring all expected effects because they are under-used. Internal auditing is used mainly for compliance procedures, management controlling for budgeting and Quality Management, a system for the prescription of procedures which is only a small percentage of the potential functionalities of these tools used punctually or inducing inappropriate behaviors. Those behaviors deprive these organizations of a significant source of synergies and performance. Those observations led to the questions of change management, learning organization, etc that can be included in a general question of appropriation of controlling tools considering Simultaneity Dimension (Simultaneous deployment of those tools), an original dimension little studied in research on appropriation and which corresponds more to the reality of those companies. Appropriation refers to two conceptions. Appropriation as a process inducing the acquisition of knowledge or behaviors concerning an object. Appropriation as a state which implies the assessment of the gap between how an object is integrated by users and its conceptual definition. Appropriation implies consistency between an object and its use. This research is a multiple case study comparing 3 companies, which allowed the enrichment of the appropriation model proposed by De Vaujany (2006) by specifying the predictive factors affecting each of the phases of this process of appropriation of control tools (Internal Auditing, Management controlling and Quality Management System) including the impact of simultaneity in the context of public service organizations in Morocco. For managerial use, those models constitute a frame or a diagnosis methodology to assess the appropriation of organizational control tools for the stimulation of their usage and therefore improve the multidimensional performance of the public service and citizen’s satisfaction. To explore the relatively weak link of the quality management system, the evaluation of the key nodes in quality system management is the crucial method for the enterprises and organizations. However, due to inadequate understanding of the goals and principles, the evaluation results are difficult to meet the requirements. Therefore, in this paper we normalize the evaluation of the quality management system and discuss the methods of uncertainty quantification as the supplementary for evaluation which brings the more accurate results for improvement suggestions.

This study aims to determine the effect of the application of ISO 9001: 2008 on production division employee performance of PT. Insastama. The independent variables are quality management system, management responsibility, resource management, product realization and measurement, analysis and improvement. The dependent variable in this study is the performance of employees. Data was collected by a questionnaire with 60 respondents production division employees of PT. Insastama. Method of analysis data used in this study is quantitative by using multiple linear regression. The result showed variable product realization and variable measurement, analysis and, improvement has influence on production division employee’s performance of PT. Insastama. Variable quality management system, management responsibility, and resource management has no effect on production division employee’s performance of PT. Insastama.Keywords: ISO 9001:2008, Employee Performance.Kesiapan Indonesia dalam menghadapi era globalisasi, salah satunya ditunjukan dengan kesiapan mutu. Perusahaan harus memiliki mutu yang baik agar mampu menghadapi persaingan yang ketat dalam era globalisasi. Sebelum menerapkan ISO 9001: 2008, mindset SDM yang ada belum sejalan dengan visi dan misi sehingga dapat mempengaruhi kinerja karyawan. Penelitian ini bertujuan untuk mengetahui pengaruh penerapan ISO 9001:2008 terhadap kinerja karyawan divisi produksi PT. Insastama. Variabel bebas dalam penelitian adalah sistem manajemen mutu, tanggung jawab manajemen, pengelolaan sumber daya, realisasi produk, serta pengukuran, analisis, dan perbaikan. Variabel terikat dalam penelitian ini adalah kinerja karyawan. Alat pengumpul data yang digunakan adalah kuesioner dengan 60 responden karyawan divisi produksi PT. Insastama. Metode analisis data yang digunakan dalam penelitian ini adalah metode kuantitatif dengan menggunakan uji regresilinier berganda. Hasil penelitian menunjukkan variabel realisasi produk dan pengukuran, analisis, dan perbaikan memiliki pengaruh terhadap kinerja karyawan divisi produksi PT. Insastama. Variabel sistem manajemen mutu, tanggung jawab manajemen, dan pengelolaan sumber daya tidak berpengaruh terhadap kinerja karyawan divisi produksi PT. The Effect of Quality Management System ISO 9001: 2008 and Budget Participation on Managerial PerformanceThe objective of this research is to analyze and to prove empirical evidence regarding with the influence of the application of quality management system of ISO 9001:2008 and the budget participation towards the improvement of managerial performance in State Islamic University (UIN) Syarif Hidayatullah Jakarta. The technique that used in this research is multiple linier regression. The result of this research proves the hypothesis build up before this research, that there significant influence between quality management system of ISO 9001:2008 and the budget participation towards the managerial performance, both through parameter test and simultaneous test. Recently, the evolvement of globalization era has been the global challenges that cannot be avoided either by private or government sectors, and they are requested to be survived encountering such the condition. The implementation of Quality Management System (QMS) in the operational company is the way how to guarantee the quality of products or services offered to the people. One of the purposes of QMS implementation is to provide a prime satisfaction to the customers. The impact of QMS implementation is expected to increase job performance of the employees. Besides the implementation of Quality Management System (QMS), the impact of global challenges has been increasing the competitive efforts to execute more effective production process. However, it has required manpower protection accordingly. This research aims to find out whether the implementation of quality management system and safety and healthy at work management system have impacted on the job performance of employees. Objects of this research are the employees in the production department at PT Guna Senaputra Sejahtera Plant 1 Bogor. Data analysis technique of this research has applied software Smart PLS (Partial Least Square). PLS has estimated a model of correlation among the latent variables and correlation between latent variables and its indicators. Result of data processing has indicated that the implementation of Quality Management System (QMS) and system of safety and healthy at work have positively and significantly impacted job performance of employees.Keywords : Quality Management System (QMS), Safety and Healthy at Work System ( SHWS / SMK3), and Job Performance of Employees
