Abstract With the continuous development of economy, the bottleneck problem of environmental resources has become increasingly prominent. Enterprise environmental governance technology innovation incentive has become an important issue for the development of government, society and enterprises. Under the control of enterprise’s expected economic target, this paper discusses the synergistic incentive effect of environmental policy and green finance on enterprise’s environmental governance technology innovation decision by using nonlinear programming model. The results show that when the funds for environmental governance technological innovation are insufficient, there is an optimal decision space to use green financial loans to implement technological innovation and upgrade, and then achieve the expected economic goals; Under a given level of environmental governance technology, environmental policies affect whether enterprises can make decisions on technological innovation and upgrading of environmental governance; Green financial mechanism will not. However, when the enterprise makes the decision of environmental governance technology upgrading, it will affect the enterprise’s decision on green financial loan amount. The results of the study have guiding significance for the formulation of environmental policy and green financial policy, as well as the decision-making of enterprise environmental governance technology innovation and upgrading.

In this study, taking the pilot zones for green finance reform and innovations set up in 2017 as the objects, a quasi-natural experiment is conducted to assess the environmental effects of green finance policy using the difference-in-difference propensity score matching (PSM-DID) method based on the panel data in 30 provincial-level administrative regions from 2011 to 2019. In addition, further efforts are made to investigate the differences of green financial policies in environmental effect. According to the research findings, the set-up of green finance pilot zones can reduce the environmental pollution, and green finance policy is conductive to environmental enhancement. Meanwhile, a partial mediating effect exists between a region’s innovation capability and industrial structure. On the whole, green finance policy plays the most significant role in improving the eastern region’s environmental pollution, followed by the central region, but barely enhances the environment in the western region. To sum up, the more serious the environmental pollution is, the better the effect of green finance policy.

Subject. Considering the existing environmental situation, it becomes especially important for the State to regulate the anthropogenic footprint on the environment in the Russian Federation. Current amendments to the legislative framework for environmental security are intended to ensure the innovative development of regions concurrently with a reduction in adverse environmental effects and more active environmental policy. Objectives. The research is to devise methodological tools to evaluate the efficiency of environmental policy in regions. Methods. The research employs qualitative and quantitative methods of economic analysis, including statistical and content analysis, rating, matrix zoning. The dataset proceeds from the Federal State Statistics Service, governmental reports on the current environmental situation and environmental protection in the Russian Federation. Results. We propose our own approach to evaluating the efficiency of environmental policy. It may help trace the correlation between the quality of strategic documents and changes in environmental indicators for a certain period, flag the challenging areas in terms of the environmental policy implementation and outline possible development paths. The approach extends the list of quantification indicators in line with those ones adopted internationally and presented in the Environmental Security Strategy of the Russian Federation up to 2025. We evaluated the efficiency of the environmental policy referring to the regions of the Northwestern Federal District for the period from 2012–2016. Conclusions. Having analyzed the evaluation results, most of the Northwestern regions tend to be controversial and ambivalent in setting environmental goals and achieving them. The findings may prove useful as the analytical and data basis for articulating the environmental and economic policy of the regions.
