Throughout the years, study on pre-colonial Southeast Asian international relations has not garnered major attention because it had long been seen as an integral part of the China-centred tribute system. There is a need to provide greater understanding of the uniqueness of the international system as different regions have different ontologies to comprehend its dynamics and structures. This paper contributes to the pre-colonial Southeast Asian literature by examining the interplay that had existed between pre-colonial Southeast Asian empires and the hierarchical East Asian international society, in particular during the 13th-16th Century. The paper argues that Southeast Asian international relations in pre-colonial time were characterized by complex political structures with the influence of Mandala values. In that structural context, the Majapahit Empire, one of the biggest empires at that time had its own constitutional structures of an international society, albeit still sought close relations with China.

International Relations scholarship disconnects the history of the so-called expansion of international society from the presence of hierarchies within it. In contrast, this article argues that these developments may in fact be premised on hierarchical arrangements whereby new states are subject to international tutelage as the price of acceptance to international society. It shows that hierarchies within international society are deeply entrenched with the politics of self-determination as international society expands. I substantiate this argument with primary and secondary material on the Minority Treaty provisions imposed on the new states in Central, Eastern and Southern Europe admitted to the League of Nations after World War I. The implications of this claim for International Relations scholarship are twofold. First, my argument contributes to debates on the making of the international system of states by showing that the process of expansion of international society is premised on hierarchy, among and within states. Second, it speaks to the growing body of scholarship on hierarchy in world politics by historicising where hierarchies come from, examining how diverse hierarchies are nested and intersect, and revealing how different actors navigate these hierarchies.

This article examines the complex relations between a violent non-state actor, the Al Qaeda network, and order in the international system. Al Qaeda poses a challenge to the sovereignty of specific states but it also challenges the international society as a whole. This way, the challenge that Al Qaeda represents is putting the survival of the system under risk. Consequently it requires that the international society will collectively respond to meet the threat. But challenges to both the practical sovereignty of states and to the international society do not have to weaken the system. Instead, such challenges if handled effectively may lead to the strengthening of the society of states: a robust international society is dynamic and responsive to threats. Its members could cooperate to adapt the principles and the institutions on which the system is founded to new circumstances. Through its focus on the preservation qualities of the international society this article also reinforces the significance of the English School to the study of international relations. It raises important questions that could be answered in the framework of the English School.

The field of international relations has long treated the Westphalian system and states in the territorial sovereign sense as the standard or ‘normal’ in IR. The World Imagined by Hendrik Spruyt boldly challenges this habit as the biases of our times and instead brings non-European historical international systems into their rightful place in our study of international order and international relations theorising more generally. Unpacking Spruyt’s discussion of ‘the East Asian interstate society’, the article argues that an in-depth examination of what is known as a ‘tribute system’ and early modern East Asian historical orders richly illuminates the book’s arguments on the heterogeneity and diversity of order-building practices. It also argues that from a practice-oriented approach, the experience of early modern East Asia presents a compelling case that legitimation holds the key to explaining order building processes at both the domestic and international levels, with legitimation at these two levels working in tandem.

What motivates states to follow international norms, rules, and commitments? All social systems must confront what we might call the problem of social control—that is, how to get actors to comply with society's rules—but the problem is particularly acute for international relations, because the international social system does not possess an overarching center of political power to enforce rules. Yet, taken in balance with other values, a measure of order is a valued good. Some take this absence of centralized power to mean that the international system is like a Hobbesian state of nature, where only material power matters; others see it as evidence that international rules have force only when they are in the self-interest of each state. I show that these two conclusions are premature because of their shallow reading of international society and misinterpretation of the ways in which authority works in domestic society.

It first provides an overview of what the English school is and how it emerged before discussing its methodology as well as its master-concept of international society. It then considers three concepts that are the primary theoretical contribution of the English school: the social order established by states and embodied in the activities of practitioners must be understood alongside the dynamics of the international system and world society. The chapter proceeds by exploring the English school's position on issue of human rights and its implications for justice in international relations.

In this article I remedy the popular misconception that the East Asian international system was hierarchical and non-egalitarian in history. I argue that the tribute system is mainly a function of power. Backed by power, Confucian norms and rules became the rules of the game in the system. Power asymmetry gave rise to hierarchy in foreign relations while power symmetry led to diplomatic equality between great powers. East Asia during the tenth to the thirteenth centuries was a multistate system without a regional hegemon. In the Song-Liao international system (960–1125), due to power symmetry, the two great powers conducted their foreign policy on the basis of formal equality. In the Song-Jin international system (1127–1234), the weaker Song China became a Jin vassal state and acknowledged its inferior status in the Jin-derived hierarchy. In studying historical East Asia, Confucian rhetoric needs to be examined against power reality. Only by taking power seriously can we get a better understanding of the East Asian international system.

This article reflects on Nicholas J. Rengger’s 1997 article in International Affairs on ‘The ethics of trust in world politics’. The article has received comparably little attention, which is a shame because as I explore in my contribution it remains two decades on a highly important intervention in the on-going debate over the possibilities for developing and sustaining trust in an anarchic international system. Rengger argued that international cooperation, and the idea of international society it rests on, cannot be sustained in the absence of what he called ‘a presumption of trust’. However, he viewed this presumption in late modernity as an increasingly fragile one, and whilst he offered some ways to shore up the crumbling foundation of trust, his moral skepticism as to the possibilities of realising this run through his thinking. Rengger’s concern was that as the practices that ‘ground’ trust erode, cooperation will come to depend solely on rational egoist, interest-based calculations, and that such a basis is unstable and prone to breakdown. The problem that Rengger identified of how to ground authoritative practices of trust in international society remains an urgent one at a time when great power relations are characterised by increasing distrust. Having engaged with some of his key arguments in the article, I end by briefly identifying three problems that his essay would have benefited from considering further. These are (1) the relationship between trust and trustworthiness; (2) the neglect of security community theory; and (3) the potential of ‘godparenting’ (a concept Rengger borrows and develops from the moral philosopher Annette Baier) in international relations.

The idea of international society is an essential element in the study of international relations. International society is the core concept of the English school and has not yet been systematically integrated with American-originated structural realism and regime theory. This article brings together these three bodies of theory and shows how they complement and strengthen each other. It uses structural realism to show that international society is, like balance of power, a natural product of anarchic international relations and not, as some in the English school assume, only a result of exceptional historical circumstances. This line of analysis establishes definitional criteria for international society that enable a clear boundary to be drawn between international systems with and without international societies. It also shows how state-based international society relates to individual-based world society and supports an argument that in advanced systems, this relationship becomes complementary, not contradictory. The resulting theoretical synthesis provides an essential historical and political-legal foundation for regime theory, showing that international society is both the intellectual forebear and the necessary condition for the development of regimes. Connection strengthens all three bodies of theory and opens up useful channels that connect realist and liberal thinking. One result is that international society can be used both to conceptualize the complexities of a contemporary global international system, with its network of regimes ordered in terms of concentric circles, and to sketch out a policy-relevant research agenda for understanding it.
