The present research featured the illicit trade in Russian gold and silver coins in Xinjiang in the 1850's. The paper focuses on the problems of control and customs services, as well as on the difficulties connected with the trade in Russian goods. The historical analysis was based on the documents written by Konstantin Adrianovich Skachkov, the then Russian Consul in Chuguchak. The materials were obtained from the Research Department of Manuscripts of the Russian State Library. In his report, Consul K. A. Skachkov compared the state of the markets of the Russian-Chinese trade in Chuguchak and Kyakhta. He highlighted the broad prospects for trade development in Xinjiang. The Consul paid great attention to the problems on the young market of Central Asia and proposed some measures to improve the situation. He performed a comparative analysis of the trading activities of a Russian merchant and a smuggler. The analysis makes it possible to reconstruct the trading process, determine the cost of transportation, and formulate the commercial benefit resulting from the legal trade and the contraband trade. K. A. Skachkov concluded that despite the high potential for trade development, the region was torn apart by substantial internal contradictions and demanded greater attention from the government. The illicit trade in Russian coins was caused by the barter trading on the Xinjiang market in 1850's.

The work on identification and state registration of the book monuments is one of priority directions of the state cultural policy of Russia. Every year beginning with 2010 in the Russian state library there is held the All-Russian meeting on work with book monuments to discuss topical issues of revealing, recording and preserving the most valuable part of the national library holdings of the country. The meeting was attended by the heads and experts of the government authorities, federal and regional libraries and museums. The central theme of the meeting in 2015 was presentation of book monuments in the electronic environment as a way of organizing their accessibility to today’s readers and ensuring their preservation for future generations. A separate group of presentations was devoted to the development of the all-Russian Corpus of Book Monuments. Via video link the meeting was attended by the representatives of the National library of Belarus. The Republic of Belarus, next to Russia, proceeds to identification and state registration of book monuments.

The activity of methodical services is prerequisite for sustainable development of libraries and effective innovation. The article presents the results of the first survey over the last 30 years, conducted by the Center for study of problems of the development of libraries in the information society of the Russian state library in April — October 2017, aimed to analyse the organization of methodical services in the Central libraries of subjects of the Russian Federation, to assess their workforce capacity and to offer solutions to the revealed problems. The results of the data analysis (representativeness is 94%) demonstrates that in most of the Central libraries the methodical activity is the priority (core) trend, and methodical services continue to evolve. In their organization there is a great diversity, which manifests in setting the activity goals and objectives, in choosing the approaches to determining staffing levels, building a structure. The capacity of human resource in most of the libraries can be considered quite high: experts belong to the potentially productive age group, have sufficient experience, and regularly update their knowledge. Among the acute problems is lack of the approved methods for calculation of the normative standards for staffing levels of these units, as well as the requirements for professional growth training for methodologists. There is made the conclusion on the need to work out recommendations for the formation of staff size of methodological services, to identify and spread the best practices for the development of the government order for performance of works (services) on the methodological support of librarianship. For the organization of advanced professional training of methodologists, it is needed to combine the efforts of Federal libraries and actively introduce distance learning.

The article considers the stages of development of the national information system based on the State system of scientific and technical information created in the Soviet period. The multi-level structure of the State system included various institutions, among which the significant proportion was formed by State scientific universal libraries of federal and regional level. The role of the V.I. Lenin State Library of the USSR (nowadays the Russian State Library) in creation of the Specialized Center for Culture and Art is revealed. There is demonstrated the significance of information technologies for the State system of scientific and technical information — creation of the automated system of scientific and technical information. Attention is drawn to the fact that in 1991—2001, due to economic difficulties and lack of the government support, the destruction of the system integrity began; there was a threat of irreplaceable loss of the created resources. “Regulations on the State system of scientific and technical information”, approved by the Government of the Russian Federation in 1997, contributed to the preservation of the most of organizational structure of the system of scientific and technical information of Russia.In modern conditions, support for the development of scientific and technical information system in Russia is needed at the legislative and executive levels, and should be based on government and commercial scientific and information structures. It is required to carry out a comprehensive analysis and research study of the current state of system of scientific and technical information, taking into account the indicators of the resource potential, human resources and determination of the further construction and principles of its work for scientific and information support of processes in society.In the study were used the documents of the Archive of the Russian State Library and the official regulatory publications.

The article discusses the trends in the development of legislation regulating the aviation business in the Russian Federation, in particular, theoretical and practical issues related to the efficiency and safety of air transportation, as well as the search for a balance between them. The article reveals the history of forming the concepts «transport security» and «aviation security» in the Soviet and modern Russian legislation. In order to clarify the Russian state authorities` powers distribution in the field of transport security and their consolidation in the current legislation, the authors investigate the features of the powers of these bodies in the historical retrospect from the beginning of the XIX century. The authors critically analyze the implementation of the certain provisions of the Government of the Russian Federation «On the approval of requirements for ensuring transport security, taking into account the safety levels for air transport vehicles», the implementation of which causes significant problems for air transport operators. It is established that the implementation of these provisions is difficult: it will significantly aggravate the existing economic situation of aircraft operators, and in combination with the general negative trends in the world can lead to a possible mass bankruptcy of domestic small and medium-sized airlines. The authors suggest ways to solve the identified problems. In particular, a possible solution in finding a balance between transport safety and the cost-effectiveness of air transportation may be a «transition period», during which the expansion of the requirements under study will affect only new aircraft.

Aim: to study the interrelation between the myths and the scientific understanding of sex differentiation of the fetus.Materials and methods. The study is based on the materials published in the XIX – early XX century in Russia; among them, reports by medical professionals, ethnographers, and mystics stored in the Russian State Library, including a number of handwritten texts in the Manuscripts Department.Results. In this review, the method of comparative historical analysis was used to reveal the predominance of the religious and mystical views in the popular understanding of sex differentiation. Among them are ideas about the right and left sides of a woman’s body, about the moral behavior of a man, about the role of the menstrual cycle in the mystical context, about the couple behavior during the intercourse, and more. Methods for predicting the sex of the future child were also reviewed, as well as the signs related to the child sex planning.Conclusion. In the XIX – early XX century Russia, the views and understandings of obstetricians about the fetal sex differentiation were rather irrational and had no academic credibility.

For twenty decades, there is a visible ever forward advancement in the technology of mobility, vehicles and transportation system in general. However, there is no "cure-all" remedy ideal enough to solve all life problems but mathematics has proven that if the problem can be determined, it is most likely solvable. New methods and applications will keep coming to making sure that life problems will be solved faster and easier. This study is to adopt a mathematical transportation problem in the Coca-Cola company aiming to help the logistics department manager of the Asejire and Ikeja plant to decide on how to distribute demand by the customers and at the same time, minimize the cost of transportation. Here, different algorithms are used and compared to generate an optimal solution, namely; North West Corner Method (NWC), Least Cost Method (LCM) and Vogel’s Approximation Method (VAM). The transportation model type in this work is the Linear Programming as the problems are represented in tables and results are compared with the result obtained on Maple 18 software. The study shows various ways in which the initial basic feasible solutions to the problem can be obtained where the best method that saves the highest percentage of transportation cost with for this problem is the NWC. The NWC produces the optimal transportation cost which is 517,040 units.

The International research conference “Rumyantsev readings–2009” held on April 21-23, 2009 in the Russian state library was attended by over 290 people from various cities and regions of Russia and from the state-participants CIS. The theme of Conference of this year was “Historical and cultural traditions and innovative transformations of Russia. Educational responsibility of libraries”. The conference presented a unique book project on the occasion of the 300th anniversary of M.V. Lomonosov – “Lomonosovskaya Library”.
