<p>A rational choice of priorities in the field of research and development at the university is a fundamental factor in obtaining support, funding and commercialization. This choice depends on the technical, economic, environmental, educational and humanitarian problems of regions and cities where the higher education institution is located. The choice of priorities in the field of scientific research and development depends on a number of factors, such as continuous research; research interests of the academic staff; the curriculum; access to good laboratory facilities; the relevance for the Russian scientific community; the relevance for the world scientific community; the interests of scientific knowledge; demand from the customer (organization, enterprise); "The National Technology Initiative" state program; the priority development directions of science and technology; list of critical technologies of the Russian Federation; the Foresight method; funds, grants, and subsidies. The aim of the study is to analyze the process of selection of priorities for scientific-research work conducted by employees of the Komsomolskon-Amur state University (KnaGU). The authors considered the dynamics of scientific research and development in Russia and at the university. Based on a survey of university staff, the authors have identified approaches to the choice of research topics. The paper features some recommendations for selecting research priorities</p>

This article reports on the findings of a study undertaken to establish practices and challenges to academic publishing at a higher education institution in Ethiopia. A descriptive survey design was employed and con- -venience and purposive sampling were used to select the sample. The data were gathered by means of a questionnaire with closed- and open-ended questions and were analysed using descriptive and thematic analysis. The results show that, despite the benefits of publishing, not all academics in the university are publishing in local and international journals due to a number of challenges. These include a lack of commitment and motivation, lack of experience and exposure to publishing, and inadequate information,knowledge and skills to access accredited journals. Academics also suffer from work overload, a lack of support from the university to publish, and challenges emanating from journals themselves. It is recommended thatthe university, the Ethiopian Ministry of Science and Higher Education and other relevant stakeholders should collaborate to address this situation. AbstractThe University of Prishtina “Hasan Prishtina” is the biggest higher education institution in Kosovo, which ever since its foundation has held the main burden of education and the development of the Kosovar society. If in the past the University of Prishtina was not only a hearth of knowledge, but also an icon of Kosova’s high education, now its mission is to offer stable and qualitative education to the new generation, functioning as an asset for the development and the strengthening of the Kosovar society. Currently, the UP is the biggest higher education institution in the Kosovo, with 42.006 students, above 1.000 academic staff members and around 350 administrative staff members, accommodated in 14 Academic Units. The research conducted in this paper reflects quality aspects in artistic education for sustainable product design, especially in art, architecture, creativity and innovation in academia curricula. The research methods consist of empirical observation in academia, direct observation of teaching methods, and promoting contemporary interactive teaching methods. To perceive a clearer research data, exploring was made within: The department of Architecture, Department of Anthropology-Archeology, The faculty of Arts in the University of Prishtina, also with UBT - Higher Education Institution in Kosovo, in the context of the possibilities for the improvement of the curricula’s, within actual and accredited academic frameworks. Research concludes that new teaching strategies must involve a new closeness, a brand new and more refining holistic system, as a response to less functional academic curriculums.

Big Data analytics in the recent past has evolved as an innovative branch in the field of information technology that has contributed in a significant manner to various areas of human endeavor. Some of the evident sectors in which big data is contributing in huge manner are natural disaster management and forecast, healthcare, agriculture, insurance, welfare schemes, cyber security, banking and many others. The education sector one amongst the other areas which has huge scope for enhancement by implementation of big data analytics. Big data analytics can provide insights about various unknown facts which can result in enhancement of student learning, better classroom planning, enhancement in lecture delivery and overall enhancement of student experience. Moreover, it can also result in easy decision making for management in a higher education institution and less administrative work for academic staff. This research is aligned in the same direction where a sample group of students in higher education are monitored with sensing devices to observer their attention levels while various pedagogical approaches are adopted for the comparison. This research yields specific facts about student attention levels based on the analysis that is done using SPSS analysis tool. This research considers students at different levels of bachelors study program in a higher education institution and monitors same cohort of student with various pedagogical methodologies. This research work is a mere effort to enhance student experience in higher education institutions by analyzing different learning approaches with student’s attention levels.

Innovative activity of universities is a fundamental direction of innovative development of the Russian economy. Universities play the role of innovation centers in regions and industries. The interests of the state, business and the higher school are integrated in the course of creation, development and commercialization of new knowledge. Process of commercialization is continuous as innovative search. It begins along with the beginning of developments. Process of commercialization will begin when the higher education institution has a problem of generation of profit from scientific activity. At the same time various commercializations of forms can be used: as with full alienation of laws of estate of intellectual property, as with maintaining the rights of use of development behind the university. Perspective model of commercialization of university research and development at which the Higher Education Institution remains the owner of the values created in his walls, this creation of the small innovative enterprises. In work results of a research of application of this form are given in the Russian universities. Creation of the small innovative enterprises has a number of positive aspects, both for the university, and for economy of the region and the country in general. Article contains research results of development a transfer infrastructure of higher education institutions technologies to real production. It revealed formation of high innovative capacity of regions. Infrastructure of commercialization of high school research and development is defined as a complex of the interconnected serving departments of higher education institution. They accompany realization of research activity of workers of the university and provide a possibility of commercialization of results of innovative activity. The structurally functional model in which separate elements of innovative infrastructure of the university correspond to a certain form of commercialization and stages of commercialization of innovative activity of higher education institutions is presented in article.

The development of the personal potential of academic staff and higher education applicants as an integrated criterion for the effectiveness and efficiency of university management is substantiated in the article. To give ground to his position, the author proceeded from determination of the effectiveness and efficiency of university activities. The effectiveness of university activities is defined as the degree of compliance with the result secured by the goal it pursued. The efficiency of university activities is a qualitative indicator that determines the degree of use of resources (human, material, financial, etc.) in achieving a particular result. Methodological incorrectness of determination of efficiency of university activities by formal criteria is emphasized. In particular, the diploma of higher education regardless of the level of competence and development of the personal potential of its owner. The impossibility of correct differentiation in the value expression of the results of educational and scientific activities of the university is proved. The necessity of defining and substantiating alternative criteria that would orient the management to ensuring the effective and efficient operation of the higher education institution is kept current. In case of incorrect appeal to quantitative criteria, it is suggested for the management to focus on evaluation of criteria in determining the results of university activities. Assessment scales of such relevance are recommended. They should guide the management of a higher education institution to improve the activities. At the same time, the improvement of results should be achieved not at any cost of resources, but at the minimum permissible without deteriorating their quality. It is noted that only with the use of such methodological approach the efficiency of the university's activity as a guarantee of its competitiveness can increase. The competitiveness of the university is proposed to be considered as an integrated indicator of corporate competence of all participants of its activities, including managers, academic staff and applicants for higher education. It is emphasized that unlike other resources that are inevitably spent, human resources in the process of their use are self-renewing and developing. Self-renewal and the development of human resources or human capital are better the more developed the personal potential of university participants is. In addition, the level of development of the personal potential of higher education applicants is the current and final result of the university's educational activities. The more advanced personal potential the university graduates have, the more productive they will be in their careers, therefore, more expensive in terms of value and vice versa. After all, the more productive persons with higher education, the more productive the society in which they work is and the more prosperous life in such a society is. In its turn, the development of the personal potential of higher education applicants in the learning process depends directly on the level of personal capacity development of the academic staff with whom they interact. Not only the effectiveness of educational but also scientific activities depends on the personal potential of academic staff.

Purpose-This study examines the attitude of academic staff in one higher education institution in Malaysia towards the implementation of total quality management principles, and how that affects the intention to implement total quality management in the university. It also highlights the impacts of several demographic variables on the implementation of total quality management in the university.Design/methodology/approach-The study used survey data drawn from 149 academic staff selected using stratified random sampling techniques. Regression analysis was used to analyse data.Finding-The findings demonstrate there is a positive significant correlation between attitude toward TQM implementation (customers and stakeholders, employee engagement and teamwork, continuous improvements and total degree of attitude) and the intention to practice TQM among sampled institution faculties.Concerning the correlation between the subjective norms and intention, the analysis manifests that there is no significant correlation between the subjective norms of TQM and the intention to practice TQM principles among institutional staff.Furthermore, the study also found that there are no significant differences in the attitude towards implementation of total quality managementprinciples due to the variables of gender, nationality, marital status, work experiences, the faculty and job positions with the exception of academic degree, where significant differences are shown.Value/originality-Since the study reports the understanding of academic staff of a higher education institution toward the implementation of total quality management principles, top management in the tertiary sector may find the findings and conclusions useful when planning for the implementation of total quality management principles.

In today's conditions of agrarian production in Ukraine, due to the rapid development of scientific and technological progress, a significant contribution belongs to scientific research based on world recognition, and publications in scientific journals indexed in the international science-computer databases of Web of Science and Scopus will lead to the possibility of modernization of modern science in agrarian institutions of higher education. It is established that realization of scientific researches in higher agricultural educational institutions is a prerequisite for increasing their competitiveness in the international scientific and educational space. So, agricultural universities, along with the implementation of their main function - educational - are engaged in field research and development of innovative research in the agrarian sector. Today, in our country, there is already an experience in defining scientific research and innovation priorities, but until now, the research of domestic scientists did not take into account the use of large-scale modern information capacities to determine the effectiveness of scientific activity. In this regard, the attraction of information technology in combination with the use of international science-computer databases Web of Science and Scopus in the agrarian sphere will significantly expand the scientific outlook of scientists. The aim of the study is to determine the main advantages of using the international science-computer databases Web of Science and Scopus for research in the agrarian sector and to provide suggestions for the search for data and selection of journals for their effective use in the research work of scientific and pedagogical workers of higher agrarian institutions. The information base of the study consists of the current legislation and normative acts of Ukraine, resolutions of the Cabinet of Ministers of Ukraine, official data of the State Statistics Service of Ukraine on scientific and innovative activities, data presented in the international science-computer databases of Web of Science and Scopus. Current issues of the transformation of the scientific system at the state and world levels, which have a positive effect on the level of provision of the research sphere in combination with the staffing component of the scientific and technological potential, remain relevant in modern conditions. Today, we are seeing a deepening of the integration of education and agrarian science within the university sector, which is due to the increasing importance of scientific research and training of agronomists-researchers of the proper level. It has been established that the publication of the results of laboratory-field research in scientific journals indexed in the science science of Web of Science and Scopus should become a promising direction and actively develop among scientific groups of young scientists, in particular, when performing scientific research in agronomy. At the present stage, the development of agrarian production is based not only on the achievements of agricultural sciences such as crop production, agriculture, ecology, fodder production, but also on a number of economic sciences. The studies have taken into account that the importance of research in agrarian science of this interaction is intensified in the conditions of structural transformations of the agricultural economy, as well as the provision of its innovative development, since the integrated interaction of agrarian production, science and agricultural education institutions has a positive effect. In this scientific work, the necessity of the development of science-based research in agrarian universities was determined and the world's bibliometric platforms Web of Science and Scopus were analyzed. It also proved expediency of carrying out scientific researches with the use of science-based studies on the basis of agrarian institutions of higher education. Under the international science and technology databases of Web of Science and Scopus, the criteria and standards necessary for the qualitative use of science in research are researched. Taking into account the results, the main criteria for the selection of science-computer platforms and their indicators were selected: the coverage of Ukrainian scientific publications and publications, the accuracy of data, including the veracity of the citation of the scientific publication, the filtering of excess data, the possibility of obtaining all information about the publication by author. The general characteristics of science-metric databases of Web of Science and Scopus (interface language, data volume, data source, science-metrics) were investigated and the main technical and functional characteristics were determined. Considered the availability of advanced search, the ability to communicate with scientists, the identification of a scientist, the possibility of a reference to a scientific publication. After analyzing specialized literature and sites for the development of international science-computer databases for further thorough research, the course of publications to readers in the Internet space was determined, which is related to the active participation of authors in the placement of scientific articles in such information systems as Google Scholar, ORCID, Research ID. Thus, in agrarian educational institutions, the availability of information and analytical activities in the context of complex changes in the information environment transforms the educational institution into a center of social communication, which is important for conducting research. In this regard, the involvement of information technology in conjunction with the use of international science-computer databases Web of Science and Scopus in the agrarian sphere will significantly expand the scientific outlook of scientists. Information provision of the scientific and educational process at the expense of publications of scientific articles of the corresponding level enhances the role of scientific and pedagogical workers in solving the problems faced by agrarian higher educational institutions at the present stage of development. Therefore, one of the priority directions of activity of scientific and pedagogical workers of agricultural higher educational institutions is the development of navigation functions in the world of science-computer systems in order to facilitate the transformation from the element of research into the participant of scientific and educational work and increase the scientific status of the university.
