Single-industry towns, such as Monchegorsk, nave a significant role in the system of resettlement in the Arctic zone of the Russian Federation. These towns have some economical, geographical and natural-climatic specifities. In a global market economy characterized by recurring crises and market instability, social risks are growing with respect to the development of both the mono-settlements themselves and the country as a whole. Thus, during the crisis periods, single-industry cities become zones of social discontent, which threatens the social and economic stability of the entire state. The article reviews the problems of an arctic single-industry town on the case study of Monchegorsk. The analysis of demographic processes, indicators of the standard of living, the situation on the labor market, provision of basic social services. It has been revealed that the main factors affecting the socioeconomic problems of the arctic single-industry towns are the demographic problems associated with the natural and migratory decline of the population, as well as the problems associated with housing and communal services and social infrastructure. The paper introduces some solutions for the basic social problems.

This paper proposes a knowledge co-creation roadmapping tool for knowledge creation in future-oriented discussions for members of competing firms with the aim of co-creatively envisioning the future of the industry. This approach adapts the roadmapping method to knowledge creation, thus building a communication infrastructure for discussing future plans beyond an organization (i.e., participants are from competing companies). Knowledge co-creation roadmapping could be commissioned to an open industry organization consisting of members sent by individual companies interested in overcoming obstacles to development. We put our method into practice with the subcommittee of the Engineering Advancement Association of Japan and set the subject as “The Future of Smart Social Infrastructure”, a theme involving multiple stakeholders. We were able to draw up a vision of smart technology on the basis of the insights gained through the roadmapping activities. These results demonstrate the effectiveness of our method in terms of acquiring knowledge that could not be obtained by our own company or a single industry organization alone.

In recent years, Russia has been characterized by a reduction in government spending on the activities of social sectors. This trend requires a search for possible solutions for the problem of providing residents with high-quality and affordable social, medical, and rehabilitation services. In such conditions, the issue of using the potential of social entrepreneurship in the development of the state’s traditional sectors of social infrastructure ––health care, education, etc. This is of particular relevance for the Russian Arctic, where qualitative growth of the economy is impossible without the implementation of measures aimed at improving the level and quality of life of the population. However, in the Arctic, formation of human capital is associated with much greater costs and difficulties than in non-Arctic territories.In this regard, the aim of the work was to study the potential of social entrepreneurship in development of social infrastructure of the Russian Arctic territories. Social entrepreneurship, defined both as an internal resource and a factor of territory self-development, is one of the innovative solutions aimed at improving effectiveness of social investments.This study showed that expanding the access of social enterprises to work in the sectors of social infrastructure will not only increase availability, quality and diversity of social services in a particular region of the Arctic, but will also have a positive impact on the growth of social and entrepreneurial activities of residents of these territories.Practical significance of the results obtained is determined by the possibility of their application in the practice of public administration, as a basis for informed decision-making, as well as a basisfor analytical research on social entrepreneurship in the Russian Arctic, individual regions and the country as a whole.

In order to prevent negative socio-economic trends, to predict the social consequences of decisions on the implementation of state policy in the development of single-industry territories, public authorities monitor the socio-economic situation in single-industry towns based on an assessment of a number of statistical indicators. Such a differentiated assessment of statistical parameters does not allow a comprehensive assessment of the level of development and competitiveness of a single-industry town by territory, which is of particular relevance in modern conditions of glocalization. Of particular scientific and practical interest is a comparative analysis of the level of development of single-industry towns on the basis of an integral indicator that takes into account aspects of various spheres of life of the population and allows an objective assessment of the competitive positions of single-industry territories, which is currently not used by state authorities for monitoring. The purpose of the work is to assess and justify the conditions and development trends of single-industry towns of the Samara region on the basis of calculating the integral indicator of competitiveness, taking into account the level of development of the economy, finance, employment, social security and demography, as well as the mono-profile level of territories. In this study, we used the methods of system analysis, the method of comparisons and analogies, the method of generalization, the methods of dialectic and statistical analysis, the method of expert estimates, the method of retrospective estimates and structural-dynamic analysis. The paper provides an overview of the single-industry towns of the regions of the Volga Federal District; the results of testing the methodology for assessing the competitiveness of single-industry towns of the Samara region on the basis of an integral indicator are presented and trends in its change in the period 2013–2017 are identified. The study involved four single-industry towns of the Samara region: Oktyabrsk, Pohvistnevo, Tolyatti, Chapaevsk. The calculations showed that For five years Oktyabrsk was an outsider in four of the six areas under study (economics, labor, social services, demography), which led to the lowest competitiveness index and allowed us to identify the competitiveness of a single-industry town as “below average”. In relatively equal socio-economic conditions, there were Pohvistnevo, Togliatti and Chapaevsk, the level of competitiveness of which is “above average”.

This research examines the factors affecting the financial literacy of Vietnamese adults. Using a sample of 266 observations of adults in 2 big cities in Vietnam (Hanoi and Vinh in Nghe An Province), the author evaluates the literacy level of adults in these urban areas. The financial literacy of the interviewed people is low. The multiple regression results show that lower financial literacy levels associate with higher age and married status and higher financial literacy levels associate with higher education, more family members, the person making financial decisions and the person attending a useful financial course. This research also explores the association between financial literacy and financial behaviors of individuals employing logistic models. It is found that higher financial literacy associates with less probability of overspending and higher probability of saving money and careful spending. Higher financial literacy is also found to associate with higher probability of opening a savings account and making various investments.

The modern oil and gas industry is heavily dependent on the processes and trends driven by the accelerating digitalization of the economy. Thus, the digitalization of the oil and gas sector has become Russia’s top priority, which involves a technological and structural transformation of all production processes and stages.Aim. The presented study aims to identify the major trends and prospects of development of the Russian oil and gas sector in the context of its digitalization and formation of the digital economy.Tasks. The authors analyze the major trends in the development of the oil and gas industry at a global scale and in Russia with allowance for the prospects of accelerated exploration of the Arctic; determine the best practices of implementation of digital technologies by oil and gas companies as well as the prospects and obstacles for the subsequent transfer of digital technologies to the Russian oil and gas industry.Methods. This study uses general scientific methods, such as analysis, synthesis, and scientific generalization.Results. Arctic hydrocarbons will become increasingly important to Russia in the long term, and their exploration and production will require the implementation of innovative technologies. Priority directions for the development of many oil and gas producers will include active application of digital technologies as a whole (different types of robots that could replace people in performing complex procedures), processing and analysis of big data using artificial intelligence to optimize processes, particularly in the field of exploration and production, processing and transportation. Digitalization of the oil and gas sector is a powerful factor in the improvement of the efficiency of the Russian economy. However, Russian companies are notably lagging behind in this field of innovative development and there are problems and high risks that need to be overcome to realize its potential for business and society.Conclusions. Given the strategic importance of the oil and gas industry for Russia, its sustainable development and national security, it is recommendable to focus on the development and implementation of digital technologies. This is crucial for the digitalization of long-term projection and strategic planning, assessment of the role and place of Russia and its largest energy companies in the global market with allowance for a maximum number of different internal and external factors.
