Philosophical and world outlook understanding of the problem of civilizational identity of Russia acquires special relevance in connection with the preservation of the Eurasian civilizational breakdown that arose at the end of the 20th century. To prepare a new civilization project, it is important to use the theoretical legacy of prominent Russian thinkers, including the classics of Eurasianism. The purpose of the article is an objective analysis of classical Eurasianism, the comprehension of its most important provisions, taking into account the modern realities of Russian society. Using historical and philosophical methodology, critical analysis, methodology of civilizational theories, the author of the article substantiates the conclusion about the scientific significance of the Eurasian concept of civilizational identity of Russia. Its components are examined in a systematic form, such as the perception of Russia-Eurasia as a whole civilizational continent of an equal Europe, the idea of a “symphonic personality” in Eurasian culture, the idea of pan-European nationalism, the idea of establishing social justice, the provision on strengthening the religious element to strengthen the spiritual principle, etc. The article provides a critical analysis of some judgments of historical Eurasians, including their idea of absolutizing the role of the state, the theory of “potential Orthodoxy”, etc. An important conclusion of the article is the provision that Eurasianism is not a teaching hostile to the West, but a different non-Western scientific perception of the historical fate and civilizational development of Russia. Concrete examples substantiate the claim that it is necessary to distinguish fair criticism of classical Eurasianism from its simplified and largely biased assessments. The author of the article concludes that understanding the heritage of the classics of Eurasianism is necessary to develop a social project for the cultural and civilizational revival of the Russian Federation and the entire area of Northeast Eurasia.

The article analyzes the structure of state programs financing, provides actual data on federal budget expenditures for several years. On the basis of actual data, the predominant role of state programs in forming the budget system expenditures in the Russian Federation is shown. On average, in 2014-2019, the share of expenditures on state programs was 51.5%. In 2019, the share of expenditures for implementing the state programs in the structure of federal budget expenditures was about 61%. The relevance of the topic showing the impact of state programs on the federal budget expenditures is caused by the fact that in modern conditions, implementation of state programs contributes to harmonious developing certain life spheres in the Russian society and helps the state to direct budget funds more specifically for certain purposes within the areas of state programs implementation. The predominance of state programs gives the state the opportunity to allocate federal budget funds purposefully, as well as it provides an opportunity for the state to finance the main policy directions. Using the methods of comparison, calculation of the specific weight and others, the results are obtained that enable us to draw the following conclusions: the change in the amount of federal budget expenditures and the amount of expenditures on state programs is not proportional, that is why the share of expenditures on implementing the state programs in each period under study is different, but still makes about half of the total amount of expenditures.

Abstract The article describes cluster policy in the Russian Federation regarding industrial clusters. In the first part, the authors explain the definitions of basic concepts related to clusters that are used in Russia, the features of cluster policy in the light of European experiences, and bring closer the Russian literature on the subject. In the second part, they distinguish and describe five stages of cluster policy in Russia. In the third part, they present basic quantitative data describing clusters in Russia, including their spatial diversification, the number of entities creating clusters, employment, etc. A particular role of the state in creating clusters and subsequent cluster policy programs is described, paying attention to their low efficiency.

The article reveals the content of the destructive influence of Western countries on the communication regimes and information space of the friendly Central Asian states, which poses a threat to their national security and contradicts the national interests of the Russian Federation. The importance of joint efforts with the states of the Central Asian region, including those in the format of the SCO and CSTO regional organizations, to ensure information security and a positive impact on the communication regimes of this region is noted. Attention is drawn to the role of national mass media in the arsenal of tools for influencing the minds and psychology of the population of Central Asian countries and in this regard gives a description of Western information structures that exercise such influence, the mechanisms of their functioning and the way to neutralize their activities. The dynamism of the matter under study and its subjection to changes in the balance of power in the international arena are noted. The role of the state in ensuring information security and protecting citizens from distorted information and communication influence is analyzed separately. The paper suggests considerations regarding the organization of a systematic counteraction to the destructive actions of individual states in the information field of countries in Central Asia, in particular, it suggests the need to create a comprehensive system, together with the Russian Federation, to block and neutralize malicious information and propaganda materials, and also a proposal regarding the creation of a global communication order based on the formation of an international legal framework for rational civilized regulation of country communication regimes at the global and regional levels.

The ability of an economy to adapt to changing economic conditions through the implementation of structural changes is linked to its ability to effectively generate economic growth. The need to know the intensity and direction of favourable structural changes is of key importance for achieving their high efficiency. In the article, a critical analysis of the different structural economic policies is made, taking into account the consequences of implementing the ones that are not in line with the real economic circumstances. Examples of so-called premature deindustrialisation as a result of inadequate structural policy are also considered. In conclusion, the vision of the role of the state in the conduct of a structural economic policy to achieve favourable economic results is presented.

This paper is an outline of recent industrial restructuring which has occurred in Wales and the role of the state through industrial policies in these changes, It is shown that, although the state has made strenuous efforts to attract investment—particularly from overseas—to Wales, it has operated its policies on nationalised industries on narrow profit-or-loss lines irrespective of regional dimensions. The contradiction between the two strands of policy is illustrated with a critical analysis of the treatment of the coal and steel industries and an appraisal of regional policies. New policies for the regions are then described.
