The neighbouring countries of Latvia and Lithuania should use common water assessment methodologies and measures for water management in the transboundary rivers according to EU Water Framework Directive, establishing a framework for community action in the field of water policy. However, there are no national and local legislative acts describing how to harmonise water policy and activities for good water status at the cross-border level. This study intends to propose practical measures for management of chemical pollution risk in the cross-border region by mixing zones. The transboundary basin of the Venta River was used as a case study. After initial assessment of water quality status on both sides (Latvian and Lithuanian) in Venta River Basin District, 12 hot spots of pollution were selected for evaluation of mixing zones. Chemical analysis of cadmium, lead, nickel, chromium, copper, zinc, arsenic, phenols, formaldehyde, mercury, benzene as well as total nitrogen and total phosphorus in the water samples from the selected sites was performed. The modelling, using the selected Discharge Test, ensured evaluation of mixing zone dimensions. Such joint investigations might benefit the evaluation of possibilities to integrate mixing zones to the overall transboundary water body for harmonisation of water quality management.

Introduction. Today there are significant problems of  transboundary pollution of the Dniester River basin in Ukraine, including within the Vinnitska oblast. Purpose. The aim is to assess the current state of the watercourses of the Dniester River basin in transboundary areas with the Republic of Moldova, within the Vinnytska oblast by 2013. Methods. Evaluation of current watercourses quality in Dnister basin was performed based on the Methodology of environmental assessment of watercourses quality for the relevant category and on the Methods integrated assessment of groundwater contamination. Results. The results of water quality evaluation of the river Dniester basin in cross-border areas are assigned to them "satisfactory" and "bad" (the average and maximum environmental indices) features state and "dirty" and "dirty" qualifications purity by the Method of environmental assessment of watercourses quality in the relevant categories. By the Method of integral estimation of water courses contamination within the basin of river Dnister in Vinnytska oblast contamination status changed from "harmless" to "intensive". This shows a significant contamination of the river Dniester water basin. Conclusion. In order to improve the ecological state of the river basin it is necessary to conduct comprehensive monitoring of rivers, set GDS the priority given indicators of water quality, improve the culture of land and water use in watersheds. Priority execution of these measures should be in parts of the basin, characterized by the worst quality. Improvement of the situation with river Dnister basin in the cross-border region with Republic of Moldova should only be done on the state level with help of Euroregion "Dniester" initiative.

This paper presents the major features of two decision support systems (DSS) for river water quality modeling and policy analysis recently developed at the International Institute of Applied Systems Analysis (IIASA), DESERT and STREAMPLAN. DESERT integrates in a single package data management, model calibration, simulation, optimization and presentation of results. DESERT has the flexibility to allow the specification of both alternative water quality models and flow hydraulics for different branches of the same river basin. Specification of these models can be done interactively through Microsoft® Windows commands and menus and an easy to use interpreted language. Detailed analysis of the effects of parameter uncertainty on water quality results is integrated into DESERT. STREAMPLAN, on the other hand, is an integrated, easy-to-use software system for analyzing alternative water quality management policies on a river basin level. These policies include uniform emission reduction and effluent standard based strategies, ambient water quality and least-cost strategies, total emission reduction under minimized costs, mixed strategies, local and regional policies, and strategies with economic instruments. A distinctive feature of STREAMPLAN is the integration of a detailed model of municipal wastewater generation with a water quality model and policy analysis tools on a river basin scale.

The new National water policy will change the way water quality is managed in South Africa. The paper considers the water policy and the repercussions it will have for water quality monitoring in South Africa. Using the systems approach the paper discusses an integrated water quality monitoring system for ambient water quality and point and non point sources of aquatic pollution. The proposed methodology makes possible continuos assessment of water quality in an efficient manner so as to support water quality management in South Africa.

Abstract The ecological status of European surface waters may be affected by multiple stressors including exposure to chemical mixtures. Currently, two different approaches are used separately to inform water quality management: the diagnosis of the deterioration of aquatic ecosystems caused by nutrient loads and habitat quality, and assessment of chemical pollution based on a small set of chemicals. As integrated assessments would improve the basis for sound water quality management, it is recommended to apply a holistic approach to integrated water quality status assessment and management. This allows for estimating the relative contributions of exposure to mixtures of the chemicals present and of other stressors to impaired ecological status of European water bodies. Improved component- and effect-based methods for chemicals are available to support this. By applying those methods, it was shown that a holistic diagnostic approach is feasible, and that chemical pollution acts as a limiting factor for the ecological status of European surface waters. In a case study on Dutch surface waters, the impact on ecological status could be traced back to chemical pollution affecting individual species. The results are also useful as calibration of the outcomes of component-based mixture assessment (risk quotients or mixture toxic pressures) on ecological impacts. These novel findings provide a basis for a causal and integrated analysis of water quality and improved methods for the identification of the most important stressor groups, including chemical mixtures, to support integrated knowledge-guided management decisions on water quality.

There are numerous examples of cross-border regions in Europe, which are regions not properly demarcated by national borders. One of the main driving forces of the European Union is to turn the dividing borders into connecting borders by strengthening the cohesion between states and regions, thus, encouraging regions to remedy the existing ethnic and cultural fragmentation by increasing the intensity and number of cross-border contacts. Our research focuses on proving that, in symbolic places, such as the cross-border area of Komárom and Komárno, the cultural values, monuments, and heritage sites are the strongest attraction factors for nationality-based cultural tourism. To support our hypothesis, we conducted an empirical survey within the framework of the H2020 SPOT (Social and Innovative Platform on Cultural Tourism and its potential towards deepening Europeanisation) in the cross-border region of Komárom and Komárno. The evaluation concentrated on four aspects of cultural tourism: the nature of cultural tourism in the area, the resident and visitor perceptions of the cultural tourism offerings, opportunities to increase cross-border collaboration, and options to improve the cultural tourism offerings of the area. Our results show that, although there is a great potential in the cross-border tourist destination of Komárom–Komárno, the integration of the (once united) two towns is advancing very slowly, which can be witnessed in the weaknesses of tourism integration as well.

The inflow of pollutant load from urban areas and the stagnation of water due to sea water intrusion cause the deterioration of river water quality in tidal zone. In order to improve water quality, various measures such as the reduction of pollutant load by sewage systems, discharge control from sewage treatment plants considering river flow, nutrient removal by aquatic plants, and the dredging of bottom sediments have been examined. The choice of these measures depends on the situation of the river environment and finances. In this study, a field survey was carried out in a typical urban river basin, first. Secondly, on the basis of this survey, a mathematical model was formed to simulate flow and water quality. Several purification alternatives designed for the investigated river basin were comparatively evaluated from the viewpoint of the effect of water quality improvement and their cost. Finally, they were prioritized. Through this case study, a planning process of river water quality management was shown.
