Introduction. Today there are significant problems of  transboundary pollution of the Dniester River basin in Ukraine, including within the Vinnitska oblast. Purpose. The aim is to assess the current state of the watercourses of the Dniester River basin in transboundary areas with the Republic of Moldova, within the Vinnytska oblast by 2013. Methods. Evaluation of current watercourses quality in Dnister basin was performed based on the Methodology of environmental assessment of watercourses quality for the relevant category and on the Methods integrated assessment of groundwater contamination. Results. The results of water quality evaluation of the river Dniester basin in cross-border areas are assigned to them "satisfactory" and "bad" (the average and maximum environmental indices) features state and "dirty" and "dirty" qualifications purity by the Method of environmental assessment of watercourses quality in the relevant categories. By the Method of integral estimation of water courses contamination within the basin of river Dnister in Vinnytska oblast contamination status changed from "harmless" to "intensive". This shows a significant contamination of the river Dniester water basin. Conclusion. In order to improve the ecological state of the river basin it is necessary to conduct comprehensive monitoring of rivers, set GDS the priority given indicators of water quality, improve the culture of land and water use in watersheds. Priority execution of these measures should be in parts of the basin, characterized by the worst quality. Improvement of the situation with river Dnister basin in the cross-border region with Republic of Moldova should only be done on the state level with help of Euroregion "Dniester" initiative.

The neighbouring countries of Latvia and Lithuania should use common water assessment methodologies and measures for water management in the transboundary rivers according to EU Water Framework Directive, establishing a framework for community action in the field of water policy. However, there are no national and local legislative acts describing how to harmonise water policy and activities for good water status at the cross-border level. This study intends to propose practical measures for management of chemical pollution risk in the cross-border region by mixing zones. The transboundary basin of the Venta River was used as a case study. After initial assessment of water quality status on both sides (Latvian and Lithuanian) in Venta River Basin District, 12 hot spots of pollution were selected for evaluation of mixing zones. Chemical analysis of cadmium, lead, nickel, chromium, copper, zinc, arsenic, phenols, formaldehyde, mercury, benzene as well as total nitrogen and total phosphorus in the water samples from the selected sites was performed. The modelling, using the selected Discharge Test, ensured evaluation of mixing zone dimensions. Such joint investigations might benefit the evaluation of possibilities to integrate mixing zones to the overall transboundary water body for harmonisation of water quality management.

The article considers the problems of irrigation water quality in Central Asia through hydroecological monitoring. Practical and scientific recommendations for solving these problems are offered. There are noted the necessity of development of scientific base of researches on all aspects of water quality and protection of water resources; adoption of laws and administrative documents on protection of waters and improvement of their quality; performance of various engineering, technological actions. The hydroecological state of surface waters of large irrigated areas of the Amudarya river basin was studied for regieon: Surkhandarya, Kashkadarya, Khorezm and irrigated zones of the Republic of Karakalpakstan. It is noted that the process of salinization of irrigated lands is dangerous for the region. According to the calculations 50...55 million tons of various salts are came to irrigated annually fields. This is the reason for the deterioration of the hydrological state of irrigated agriculture in the region.

Mediation has represented and represents an alternative for state justice that impartially solves a conflict between two parties. Mediation used to exist from the early times of the civilization, and in the form we see it nowadays appeared in Europe ‘90s through the American way, as through Directive CE / 52/2008 of the European Parliament, all the Member States needed to take steps in including the mediation in civil and commercial cases where issues appear most frequently related to the parties’ affiliation to different and cross-border legal systems. In Romania, the mediation institution operates based on Law no. 196/2006 in regards to mediation and mediator profession, and in the Republic of Moldova based on Law no. 137/2015 in regards to mediation. We consider that analyzing the history of the mediation institution could help strengthen citizens’ trust in this way of resolving voluntary and alternative disputes through a mediator.

<p>The EU-funded program European Water Initiative Plus for Eastern Partnership Countries (EUWI+), which is the biggest commitment of the EU to the water sector in the EaP countries, helps Armenia, Azerbaijan, Belarus, Georgia, Moldova, and Ukraine to bring their legislation closer to EU policy in the field of water management, as identified by the EU Water Framework Directive (WFD), with a main focus on the management of transboundary river basins. It supports the development and implementation of pilot river basin management plans, building on the improved policy framework and ensuring a strong participation of local stakeholders.</p><p>Project funding is provided by the European Commission (DG NEAR), the EU support program for improved cooperation in the eastern EU neighborhood region and the EU Water Initiative Plus (EUWI+). On a national level, financial support comes from the Austrian Development Agency, the Austrian Federal Ministry for Sustainability and Tourism as well as from the French Office International de l’Eau. Up to 2020, management plans for selected river basins and transboundary rivers will be implemented under the leadership of a European project consortium headed by the Environment Agency Austria.</p><p>In the Republic of Moldova the River Basin Management Plan for the Moldovan part of the Danube-Prut and Black Sea River Basin District was elaborated by the Institute of Ecology and Geography in accordance with the WFD and the Water Law of the Republic of Moldova no. 272 of 23.11.2011. This management plan needed a review and update for approval and its implementation into practice.</p><p>The presented study comprises a review and an update of the existing delineation and characterization of groundwater bodies (GWBs) in the Danube-Prut and Black Sea River Basin (DPBSRB) of the Republic of Moldova as well as a review of the current groundwater monitoring design. The GWBs are the management units under the WFD and all further implementation steps (risk and status assessment, programs of measures)which regard to groundwater are linked to these GWBs.</p><p>Extensive information, e.g. on the geological structure, the hydrogeological conditions, lithology, flow directions and the human pressures on the aquifers in the DPBSRB, has been collected, generalized and analyzed. Within the area of the DPBSRB in total eleven GWBs were identified, covering all aquifers which are relevant for all current and future legitimate uses and functions and relevant for groundwater associated or dependent aquatic and terrestrial ecosystems.</p><p>The groundwater monitoring design both for quantity and quality was reviewed including the monitoring network, frequency, parameters, use of monitoring data, responsibilities and data management. Based on that results, concrete improvements of the monitoring network within the EUWI+ project are planned.</p>

This article presents the characterization of the phytocoenoses dominated by Amygdalus nana that occur in the cliff area of the Dniester river basin, Republic of Moldova, which have been grouped in a new sub-association – vincetosum hederaceae Pînzaru subass. nova, in the association Prunetum tenellae Soó 1951. This sub-association includes xerophilous, thermophilic, western-Pontic phytocoenoses, occurring on sandy clays or on rendzina soils, on the limestone hills of the Dniester river basin, at altitudes of 60-150 m. The fl oristic composition of these phytocoenoses is dominated by the Eurasian elements (50%), followed by the European (10%), the Pontic-Mediterranean (9,6%) and the Central European elements (5,2%). The subassociation Prunetum tenellae Soó 1951 vincetosum herbaceae Pînzaru is of high value in terms of biodiversity conservation and deserves to be included in the List of Protected Plant Associations of the Republic of Moldova

The article presents the results on qualitative and quantitative indicators of phytoplankton of the Prut River lower sector within the Republic of Moldova in 2018-2020. In phytoplankton compositions 72 species were identified. Seasonal and long-term patterns of phytoplankton development have been established in Prut River lower sector. The numbers of phytoplankton changed within the limits 1,06 to 20,32 mln. cell/l, with biomass 1,23-21,64 g/m3. The values of saprobic indexes, estimated on the basis of species-indicators (52 species) from phytoplankton composition, which are in proportion of 58% typically β-mezosaprobic, confirm the following: the water quality of lower Prut River sector in the period 2018-2020 was satisfactory for the development of phytoplankton and was attributed mainly to II-III (good-moderately polluted) quality classes.

This paper describes the implementation of the project “Prevention of CSF spreading in the cross-border region through improvements of sanitary standards and education of farmers - STOP CSF” implemented and funded under the IPA Cross-Border Programme Croatia-Serbia 2007-2013. The project had been implemented in Serbia by Scientifi c Veterinary Institute “Novi Sad” from Novi Sad and the project partners in the Republic of Croatia were Osjek-Baranja County and the Regional Developmental Agency of Slavonia and Baranja Ltd from Osijek. Th e project was implemented in the period 17 January 2011 - 17 July 2012 (18 months). All planned project activities have been fully implemented. A promotional leaflet was designed, edited and printed in 10000 copies (5000 copies in Serbian and 5000 copies in the Croatian language). On the territory in Serbia where the project was carried out (Southern Backa and Srem district) all of the copies of leaflets printed in Serbian language were distributed. Th e Manual “The prevention of classic swine fever (CSF) in rural farms” of authors, Sava Lazić, Tamaš Petrović, Jasna-Prodanov Radulović and Radoslav Došen, was also edited and printed in 4000 copies (2000 on Serbian and 2000 on the Croatian language). On the territory in Serbia where the project was carried out all the copies of the manual printed in Serbian language were distributed. On the topic of CSF, 10 workshops have been held, visited by 237 participants in Serbia and 4 joint workshops have been held (two in Serbia and two in Croatia) for farmers both from Serbia and Croatia with the total of 84 farmers attended (43 from Croatia and 41 from Serbia). Therefore the workshops in Serbia were attended by 278 participants. For better education and training for implementation of biosecurity measures in the prevention of CSF, in the period from the 21st to the 26th of November 2011 there was organized a study tour to Vehta (Bremen) in Germany. On the study tour, there were 15 farmers and 4 members of the Project team from Serbia, and 15 farmers with 3 members of the Project team and an interpreter from Croatia. In the area of project implementation in Serbia, on family farms, there were 18 disinfectant barriers built. A cost-benefi t analysis was made that scientifi cally and professionally determined that the invested funds are multi functional and instrumental in the prevention of CSF. Th e fi lm „Preventing the CSF in rural households“ (30 min. long) and a TV spot (60 seconds long) were made. Th ey have been broadcasted on over 10 local TV stations. The peak point of project activities was the International Conference: “Preventing the spread of CSF in the border region of Croatia-Serbia (STOP-CSF)” which was held on the 7th and 8th of June 2012 in Novi Sad. At the conference 25 scientifi c and professional papers were presented by the speakers from Germany (EU Reference Laboratory for CSF), by high scored professionals from the neighbouring countries (Italy, Slovenia, Austria, Romania, Hungary, Bulgaria, Macedonia, and Bosnia and Herzegovina) and the countries where the project was implemented (Croatia and Serbia). The first day of the Conference there were 152 participants, and 158 on the second day, mainly veterinarians. Th e general impression was that the Conference was successful, the lectures and discussions provided explanations on many issues from epizootiological surveillance, prevention and diagnostics of Classical Swine Fever (CSF).

The River Basin Management Plan (RBMP) is an essential component of the European Union Water Framework Directive that details an integrated approach required to protect, improve and sustainably manage water resources. RBMP were intended to be produced for the periods 2009–2015, 2016–2021 and 2022–2027. However, after two years of delays in the development processes, the Republic of Ireland produced its first RBMP in 2010. The second RBMP cycle was also implemented in 2018 and is expected to run until the end of 2021 to give way to the third RBMP, whose consultation processes have been ongoing since December 2019. This paper contributes to the forthcoming RBMP by assessing stakeholders’ perspectives on the second RBMP through a desk-based review and by conducting interviews with nine institutions (14 interviewees). The qualitatively analysed interviews reveal a broad spectrum of actors associated with water management and governance in the Republic of Ireland through a three-tier governance structure that has been delivered (with amendment) through the first two RBMPs. Organisations such as the An Fóram Uisce|The Water Forum, the Environmental Protection Agency, the Local Authority Waters, and the Agricultural Sustainability Support and Advisory Programme have responsibilities designated in the RBMPs to deliver improved water quality, integrated catchment management, community engagement and awareness-raising. Trust has also been building up among these organisations and other agencies in the water sector. Despite these responsibilities and progress made, the interviews identified communication lapses, ineffective collaboration and coordination among stakeholders and late implementation to be hampering the successful delivery of the second RBMP, in addition to significant pressures acting on water bodies from agricultural activities and urban wastewater treatment. Towards the third RBMP, the paper concludes that optimised water sector finance, enhanced and well-resourced communications, and improved stakeholder collaboration are needed to foster effective and efficient water services delivery and quality. More so, given the cross-cutting impact of the Sustainable Development Goals on water resources and the interconnected relations among the goals, the paper further recommends the integration of the SDGs in the various plans of actions and a co-benefits approach to derive the triple benefits from biodiversity, climate change initiatives and water quality measures.

The article presents the results of a study of the specifics of Russian media speech in the Republic of Moldova on the example of news broadcasts of the RTR Moldova TV-channel. The actual modern position of the Russian language on the territory of the country within the framework of the current state policy and the situation of Russian-language broadcasting in the country were studied. Theoretical material on the specifics of Russian language in the Republic of Moldova was studied and systematized. The history of the creation and specifics of the functioning of the Russian-language TV-channel RTR Moldova were reviewed in terms of current legislation. Methods of quantitative and comparative analysis, induction, synthesis of theoretical and practical knowledge were used. The study’s empirical base includes video material of 41 news programs of “Vesti-Moldova” and “Vesti nedeli-Moldova”. Broadcasts in 2019 comprised the overall chronological period of the research, thanks to the use of a “seasonal” sample (a week of winter, spring, summer and autumn seasons), which contributed to a more objective identification of the dynamics of the presenters’ and correspondents’ media speech on RTR Moldova. The article provides a classification of errors related to grammar, spelling, stylistics of offscreen text and logic of operational information presentation. The features of using means of artistic expression were also studied. Tendencies of bilingualism in the speech of inhabitants of the Republic of Moldova are indicated, which are reflected in the television broadcast, are highlighted in the article. At the same time, it is emphasized that on-air programs in Russian are in demand by the audience, however, at the state level, the process of imposing content in Romanian on the viewer is strongly supported. In this regard, the volume of Russian-language broadcasts is decreasing every year.
