Abstract Climate change and water security have become the most challenging global issues of this era, especially for developing countries like Pakistan. Amid many hindrances, poor governance has been identified as one of the most pressing reasons for ineffective action to tackle multifaceted and integrative climate-water issues in Pakistan. This article, therefore, applied a systematic literature review methodology to examine the current climate-water governance archetype, including key areas, major elements, critical gaps, and potential strategy in Pakistan. This study found that key climate-water governance areas in Pakistan are: river basin and watershed management, agriculture and irrigation management, urban and domestic water issues, floods, droughts and disaster management, groundwater management, and transboundary management. Moreover, it is revealed that the major governance elements are political commitment and leadership, policy formulation and regulation, institutional capacity and coordination, stakeholder engagement, and resource management, technology, and infrastructure development. The article also discusses how Pakistan has not effectively employed most of the identified governance elements to tackle its climate-water problems, lacking mostly in political, policy, institutional, coordination, and infrastructure aspects. In conclusion, a four-dimensional governance strategy, encompassing leadership, policy, institutions, and stakeholders is proposed to improve water sector resilience and adaptation to combat climate change in Pakistan.

Water stress in both surface and groundwater supplies is an increasing environmental and sustainable management issue. According to the UN Environment Program, at current depletion rates almost half of the world's population will suffer severe water stress by 2030. This is further exacerbated by climate change effects which are altering the hydrologic cycle. Understanding climate change implications is critical to planning for water management scenarios as situations such as rising sea levels, increasing severity of storms, prolonged drought in many regions, ocean acidification, and flooding due to snowmelt and heavy precipitation continue. Today, major efforts towards equitable water management and governance are needed. This study adopts the broad, holistic lenses of sustainable development and water diplomacy, acknowledging both the complex and transboundary nature of water issues, to assess the benefits of a “science to policy” approach in water governance. Such negotiations and frameworks are predicated on the availability of timely and uniform data to bolster water management plans, which can be provided by earth-observing satellite missions. In recent decades, significant advances in satellite remote sensing technology have provided unprecedented data of the Earth’s water systems, including information on changes in groundwater storage, mass loss of snow caps, evaporation of surface water reservoirs, and variations in precipitation patterns. In this study, specific remote sensing missions are surveyed (i.e. NASA LANDSAT, GRACE, SMAP, CYGNSS, and SWOT) to understand the breadth of data available for water uses and the implications of these advances for water management. Results indicate historical precedent where remote sensing data and technologies have been successfully integrated to achieve more sustainable water management policy and law, such as in the passage of the California Sustainable Groundwater Management Act of 2014. In addition, many opportunities exist in current transboundary and interstate water conflicts (for example, the Nile Basin and the Tri-State Water Wars between Alabama, Georgia, and Florida) to integrate satellite-remote-sensed water data as a means of “joint-fact finding” and basis for further negotiations. The authors argue that expansion of access to satellite remote sensing data of water for the general public, stakeholders, and policy makers would have a significant impact on the development of science-oriented water governance measures and increase awareness of water issues by significant amounts. Barriers to entry exist in accessing many satellite datasets because of prerequisite knowledge and expertise in the domain. More user-friendly platforms need to be developed in order to maximize the utility of present satellite data. Furthermore, sustainable co-operations should be formed to employ satellite remote sensing data on a regional scale to preempt problems in water supply, quantity, and quality.

The multi-level and multi-actor character of the international climate governance regime, as well as the imminent need for action to combat climate change, stimulates the introduction of new and innovative cross-sectoral policy proposals by policy entrepreneurs. To date, academic literature has extensively studied and discussed the importance of policy entrepreneurs for agenda-setting. The role of policy entrepreneurs in providing continuous support for a new climate policy resulting in its implementation, has on the other hand, so far received only little attention. Taking the Norwegian Reducing Emissions from Deforestation and Forest Degradation commitment as an exemplary case, this paper explores the potential of entrepreneurial engagement throughout a country’s climate policy-making process. It aims to demonstrate the importance of policy entrepreneurs beyond agenda-setting, namely for the policy formulation phase in which responsibilities for the implementation are designated to governmental bodies. We refer to this step as institutional anchoring. Following an explorative approach, this paper shows that different types of actors – non-governmental organisations and governmental actors – act as policy entrepreneurs. It demonstrates the roles and importance of policy entrepreneurs for not only gaining, but also maintaining attention on a new policy by means of coalition building and framing.

Using a Malthusian framework, Chapter 3 draws parallels between political economy of the Southeast Anatolian (Güneydoğu Anadolu Projesi or GAP) dam project in Turkey that affects water flow to the downstream neighbors of Syria and Iraq on the Tigris and Euphrates Rivers and the Grand Ethiopian Renaissance Dam (GERD) nearing completion on the Blue Nile in Ethiopia – a project that will impound waters destined for Egypt. It finds that in each case, geographical and hydropolitical positioning are the essential elements of downstream state insecurity and therefore a significant causes of deteriorating relations within the respective river basins. While noting that although the riparian states in question have long histories of tension and distrust, the historical record shows that the vast majority of global water disputes are settled peacefully. The chapter presents evidence that in the lower riparian states, rapid population growth, infrastructure development, and climate change present adverse and cumulative effects on water supplies and water management. The author concludes with the argument that the convergence of these factors points to a likely future of water scarcity-induced conflict absent the introduction of policies to boost irrigation efficiency and improve water governance.

Water resource and supply management systems need to be adaptive to the uncertainty and unpredictability posed by this challenge. The current water crisis is mainly that of governance within the water sector. On this premise, this chapter seeks to explore the adaptiveness of water management institutions and systems to climate change impacts, with a focus on Kenya's case. Kenya continues to face numerous challenges relating to water supply, which are further exacerbated by climate change. Prior to the development of key legislative and institutional frameworks, through adoption of the Water Act 2002, the water sector grappled with gross mismanagement, manifested via inefficiency in water service provision and resource degradation. Deploying the conceptual model of adaptive (co)-management institutional prescription of polycentric governance, experimentation, public participation, and management of bioregional scale, this chapter stands to contribute novel insights into designing sustainable, adaptive water governance regimes.

Cities in the global south are facing complex challenges of climate change, unplanned development and ageing water infrastructure. Climate change is likely to undermine the ability of urban water supply systems to meet both the present and future needs of the population. Concerns have been raised about the existing water management policies inability to address the challenges of climate change and unplanned urban development. The paper investigates whether and how the sectoral policies on climate change, urban development and water address critical urban water issues and; how and in what ways these policies are linked (or not linked). Based on the analysis of urban, water and climate policies and drawing insights from water forum meetings organised in Dharan and Dhulikhel, we demonstrate that the existing urban, water and climate related policies have insufficient focus on urban water and lack effective interlinkages amongst these themes. Lack of awareness about the policy provisions, challenges and ambiguities in implementing the policy provisions, lack of recognition of the stakeholders’ role in policy formulation and its effective implementation, unclear provisions made in the policies appear as constraints for implementing the policies. We argue that a coherent policy framework would help to address the complex issues of urban water, shaped by climate change and urban development.

New forms of governance focusing on process-oriented societal co-steering through, for example, formal and informal networks, partnerships and dialogue, have emerged within the water sector. The governance transformation is intrinsically linked to the increasing focus on the complexity of water management and the multifunctional character of water and the search for alternative forms of organisation. The emergence of concepts like integrated water resources management and river basin management should be seen in the light of the governance transformation. The full potential of the governance transformation for improved management of water resources and services is yet to be fully realised. Water decision-makers and managers are currently not prepared to fully realise the development potentials of new forms of governance, such as facilitating inclusive decision-making processes, coordination and negotiated outcomes. There is thus a need for additional sociocratic knowledge and capacity development that, for example, puts the emphasis on the management of people and processes, diversity of organisation and knowledge sharing. As a part of this it is paramount to treat politics as a part of the problem as well as of the solution and to broaden water issues outside the water sector itself.

Abstract Background Adolescents' images of the future emerge from knowledge built on experiences of the past and present and their age-related developmental tasks. Images of the future direct adolescents' decision-making, choices, and behavior. The images of the future can act as a mirror of our times, reflecting the political values and ethos of society. The aim of this study was to examine the fears for the future among Finnish adolescents in the era of climate change. Methods Data from a nationwide survey on the health and health behavior of 12-, 14-, 16-, and 18-year-olds (n = 3520, the response rate 37 %) in 2019 in Finland. An open-ended question on fears for the future was employed as a final question on the survey. The data was analyzed first by inductive content analysis and then by statistical methods. Altogether 7829 fears were reported. These were constructed into 12 main categories. Results Fears for the social relationships and loneliness were the most common (35 %). Fears related to death (33 %), physical health and wellbeing (25 %), life management and success (19 %) and working life (17 %) were next common. Only 9 % of the adolescents reported climate and the environment related fears. In age group comparisons, 12-14-year-olds reported more global and social fears, while 16-18-year-olds reported more personal fears, such as study, working life and relationships. The most common fears among boys and girls were similar in all age groups. Conclusions The most common fears among Finnish adolescents are related to personal life and less to global issues. Against our hypothesis, climate and environmental related fears were not among the top fears, even these topics are figured prominently in media and other research has also reported high proportions of climate change related fears among adolescents. The inconsistencies might be explained by the differences in the research methodologies: whether open-ended questions or structured questions are used. Key messages Most common fears for the future are related to personal issues like relationships, health and work. Fears for climate change were not among the most common ones when open-ended questions were used.

Reducing vulnerability to climate change and enhancing the long-term coping capacities of rural or urban settlements to negative climate change impacts have become urgent issues in developing countries. Developing countries do not have the means to cope with climate hazards and their economies are highly dependent on climate-sensitive sectors such as agriculture, water, and coastal zones. Like most countries in Southern Africa, Zimbabwe suffers from climate-induced disasters. Therefore, this study maps critical aspects required for setting up a strong financial foundation for sustainable climate adaptation in Zimbabwe. It discusses the frameworks required for sustainable climate adaptation finance and suggests the direction for success in leveraging global climate financing towards building a low-carbon and climate-resilient Zimbabwe. The study involved a document review and analysis and stakeholder consultation methodological approach. The findings revealed that Zimbabwe has been significantly dependent on global finance mechanisms to mitigate the effects of climate change as its domestic finance mechanisms have not been fully explored. Results revealed the importance of partnership models between the state, individuals, civil society organisations, and agencies. Local financing institutions such as the Infrastructure Development Bank of Zimbabwe (IDBZ) have been set up. This operates a Climate Finance Facility (GFF), providing a domestic financial resource base. A climate change bill is also under formulation through government efforts. However, numerous barriers limit the adoption of adaptation practices, services, and technologies at the scale required. The absence of finance increases the vulnerability of local settlements (rural or urban) to extreme weather events leading to loss of life and property and compromised adaptive capacity. Therefore, the study recommends an adaptation financing framework aligned to different sectoral policies that can leverage diverse opportunities such as blended climate financing. The framework must foster synergies for improved impact and implementation of climate change adaptation initiatives for the country.
