Improving access to water supply and sanitation in urban India: microfinance for water and sanitation infrastructure development

This article summarises initial findings of a study to explore the potential of providing micro-financing for low-income households wishing to invest in improved water supply and sanitation services. Through in-depth interviews with more than 800 households in the city of Hyderabad in India, we conclude that, even if provided with market (not concessional) rates of financing, a substantial proportion of poor households would invest in water and sewer network connections.

To achieve the Millennium Development Goals for urban water supply and sanitation ∼300,000 and ∼400,000 people will have to be provided with an adequate water supply and adequate sanitation, respectively, every day during 2001–2015. The provision of urban water supply and sanitation services for these numbers of people necessitates action not only on an unprecedented scale, but also in a radically new way as “more of the same” is unlikely to achieve these goals. A “new paradigm” is proposed for low-cost urban water supply and sanitation, as follows: water supply and sanitation provision in urban areas and large villages should be to groups of households, not to individual households. Groups of households would form (even be required to form, or pay more if they do not) water and sanitation cooperatives. There would be standpipe and yard-tap cooperatives served by community-managed sanitation blocks, on-site sanitation systems or condominial sewerage, depending on space availability and costs and, for non-poor households, in-house multiple-tap cooperatives served by condominial sewerage or, in low-density areas, by septic tanks with on-site effluent disposal. Very poor households (those unable to afford to form standpipe cooperatives) would be served by community-managed standpipes and sanitation blocks.

Abstract This paper investigates how progress towards meeting the sustainable development goal of providing universal and equitable access to drinking water for all is distributed across the spectrum of urban settlements. The study measures how urban local governments (N = 3,547) in a rapidly urbanizing country, India, have increased their coverage of water supply to households between 2001 and 2011. I use theories on multilevel governance of urban services to develop a multilevel linear regression to model the city- and state-level factors associated with growth in water supply coverage. The results show that 68% of cities and towns have recorded water coverage growth, but the extent of this progress is unequally distributed across cities in different states and between cities of different sizes. Small cities and towns, which house over two-thirds of India's urban population, have recorded significantly lower water coverage growth rates as have cities in low-income states. These findings suggest that policies for urban water infrastructure development should focus on smaller cities and towns if we are to achieve spatial equity in access to water for all in an increasingly urban world.

Some ten years ago, South Africa's newly elected government inherited huge services backlogs with respect to access to water supply and sanitation. About 15 million people were without safe water supply and over 20 million without adequate sanitation services. Since then, the country has made remarkable progress with regard to accelerating the pace of services provision and restructuring and refocusing the entire water sector. Having ensured access to an additional population of over 10 million people, South Africa is well on track to wipe out the infrastructure backlog for basic water supply by 2008, exceeding the Millennium Development Goals (MDG) target. But first, with respect to sanitation for which the national target is universal access to a functioning facility by 2010, the picture is somewhat different. Second, substantial challenges remain in addressing historical inequalities in access to both water supply and sanitation, and in sustaining service provision over the long term.

The sanitary problems promoted by the rapid urbanization process in developing cities are usually resulted from the absence of planning, high population concentration and inadequate water and wastewater infrastructure for low income people. Because the provision and planning of water supply and is a complex task, a modeling approach was used to enhance the understanding of the process and the aspects involved. In the development of a model, not only the technical aspects were taken into account, but other aspects related to the provision of drinking water and the water resources protection were also analyzed, such as institutional, financial, socioeconomic, environmental and public health. In the modeling process two different methods of conceptualization were used to describe the urban water flow through the water and wastewater systems linked to various aspects related to their implementation in large developing cities. The urban water systems of five large metropolitan areas in Brazil were also evaluated for the complete model. It is expected that the modeling approach developed in this paper consists of a valuable methodology for water supply and sanitation planning in Brazilian cities, and other developing cities with the same characteristics. The suggested conceptual model could, at least, provide more than a starting point for a useful urban water management tool.

Unsafe sanitation is an increasing public health concern for rapidly expanding cities in low-income countries. Understanding household demand for improved sanitation infrastructure is critical for planning effective sanitation investments. In this study, we compared the stated and revealed willingness to pay (WTP) for high-quality, pour-flush latrines among households in low-income areas in the city of Nakuru, Kenya. We found that stated WTP for high-quality, pour-flush latrines was much lower than market prices: less than 5% of households were willing to pay the full costs, which we estimated between 87,100–82,900 Kenyan Shillings (KES), or 871–829 USD. In addition, we found large discrepancies between stated and revealed WTP. For example, 90% of households stated that they would be willing to pay a discounted amount of 10,000 KES (100 USD) for a high-quality, pour-flush latrine, but only 10% of households redeemed vouchers at this price point (paid via six installment payments). Households reported that financial constraints (i.e., lack of cash, other spending priorities) were the main barriers to voucher redemption, even at highly discounted prices. Our results emphasize the importance of financial interventions that address the sizable gaps between the costs of sanitation products and customer demand among low-income populations.

The paper investigated the social and financial resources’ interface in WASH programmes for vulnerable communities. Nineteen villages were randomly selected from the Jariban district in Somalia using the random number generator based on the village list. Data was collected in a sequential methodology that started with transect walks to observe and record the WASH infrastructure. Thirty-eight focus group discussions and desktop reviews triangulated transact walk recordings. The findings indicate minimum to zero investments towards WASH infrastructure in Jariban from the state government, with more dependency on the donor community. The study revealed that resources for the construction of latrines and water sources come from the following sources, NGOs (54.3%), diaspora community (34.5%) and community contributions (11.2%). The findings revealed a backlog in the WASH infrastructure, resulting in low access to water supply and sanitation services. The results demonstrate limited resource allocation by both the government and community, affecting the WASH infrastructure’s sustainability and further development. Due to the backlog in investments, particularly on improved latrines, it is concluded that their usage is low and a hindrance to having access to sanitation, hygiene and water as per the SDG goals, of leaving no one behind. While investment towards WASH in Jariban demonstrates multiple potential sources, there is a need to strengthen domestic resource mobilisation and explore governments’ role and capacity to secure WASH infrastructure investments. It is also recommended to explore how to tax the remittances to fund WASH infrastructure development and the private sector’s role in WASH infrastructure investment.

Drinking-water supply and sanitation services are essential for human health, but their technologies and management systems are potentially vulnerable to climate change. An assessment was made of the resilience of water supply and sanitation systems against forecast climate changes by 2020 and 2030. The results showed very few technologies are resilient to climate change and the sustainability of the current progress towards the Millennium Development Goals (MDGs) may be significantly undermined. Management approaches are more important than technology in building resilience for water supply, but the reverse is true for sanitation. Whilst climate change represents a significant threat to sustainable drinking-water and sanitation services, through no-regrets actions and using opportunities to increase service quality, climate change may be a driver for improvements that have been insufficiently delivered to date.
