Nowadays the development of a modern information society, the intensity of accumulating the latest professional information and systematic obsolescence of professional knowledge necessitate a constant and continuous learning of a 21st-century specialist. The transition to lifelong learning, when basic education is periodically subjected to additions and adjustments that requires graduates of higher education institutions to master professional knowledge, as well as to form social and professional mobility, is now recognized by the analysts as a solution of this problem. According to researchers, social and professional mobility of health specialists consists in their ability to overcome stereotypes, assimilate new technologies and solve professional problems in accordance with modern socio-cultural and economic conditions. In Ukraine, the development of social and professional mobility of future health specialists is directly related to the implementation of the system of continuous professional development of health professionals. The introduction of the problem-solving techniques during postgraduate study enhances the professional training of doctors, that, in its turn, will allow them to effectively use knowledge gained in daily practice. Interactive methods such as case method, role playing games, management games, brainstorming, disputes, discussions, critical incident techniques, project-based learning, competitive learning, small-group learning with elements of management game or carousel strategy, method of interdisciplinary conference with elements of discussion are considered as an effective tool for problem-based learning within health professional education. Thus, the contribution of postgraduate education to the provision of continuous professional development of health professionals creates optimal conditions for the formation of social and professional mobility of health specialists.

Comprehensive analysis of scientific studies of national and foreign scientists showed that the problem of the teachers’ professional development improvement has been represented in theoretical and practical philosophical, psychological and pedagogical science. The analysis of development of the postgraduate education tendencies, life-long professional education of adult learners, long-term scientific and pedagogical experience have revealed the relevance of research in the improving of the teachers professional development. This research has been appropriated by the increased requirements for postgraduate education and traditional approaches to the development of the teachers’ professional competences and by the necessity to cope with the existing stereotypes, changing attitudes and approaches to the teachers’ professional growth.The aim of the research is to identify the spheres of improvement for the professional development of teachers in the system of postgraduate education.The interpretation of the teachers’ professional development has been defined as an increase of their professional competence in the result of practical experience and prolonged purposeful and coordinated self-education in the conditions of formal, non-formal and informal adult education.The main directions of improvement of Ukrainian teachers’ professional development in our in-service teacher training include: 1) systematic implementation of educational innovation in postgraduate education content; 2) development of the blended forms of teacher training for providing educational possibilities for various special optional courses, trainings and seminars on full-time training conferences, consultations, participation in online conferences, electronic forums, chats on the distance remote basis; 3) creation of a system of the various modular courses and teacher trainings, which provides a clear definition, diagnosis and monitoring of professional competence components, based on a modular educational technology and which is one of the modern innovations in adult education; 4) development of partnership subject-subject interaction in in-service training, where the participants of training activities are oriented to the professional development, personal and professional growth.The results of studies have stated that a comprehensive personal training for teachers should be oriented to the development of their willingness to increase the effectiveness of the professional activities. In the further researches we consider the necessity of studying and generalization of international and national databases on the teachers’ continuous professional development.

This chapter focuses on the use of technology estimation and control applied in Modern E-Learning Systems for training of public officers in Russia. Due to the rapid development of innovative technology, implementation of information science and technology in the educational process, it becomes obvious problem of interaction between the participants in the educational process and organizations - employers. This problem is particularly acute, and has its own specific characteristics in the field of continuing professional education of public officers in Russia. The authors propose to solve the problem of increasing the effectiveness of the training creation of a system of continuous professional development, the improvement of information and technical support activities for continuous professional development, including through the creation of a single information resource, including an updated bank of basic programs and additional professional Bank methodical, analytical and informational materials on the most pressing issues of implementation of the state policy for self-education.

The context in which health professionals practice is constantly evolving. The entry of new technologies in medicine has put more than one specialist to the test. It is worth noting that these technologies are rapidly updated, generating new solutions every year. While this contributes to offering quality programs for the training of new professionals, how can a professional even aspire to keep up to date with all these developments? This chapter provides some proposals and reflections to develop professional development goals for health professionals based on a continuous professional development mindset.

The major purpose of the system of training and continuous professional development is training of competent professionals capable to adequate response to challenges of health care. In health care, the system of training and continuous professional development of administrative and managerial personnel is to be implemented through competence approach. The employer determines working functions and working conditions. The educational organizations determine level of knowledge and skills. The competences are to be a connecting link between them. The successful process of formation and development of competences is needed in designing model of key and professional competences and upgrading actual trajectory of supplementary professional education of health care administrators. The training of health care administrative personnel is to be targeted to mastering integrated standard professional competences which are to be come the basis of educational programs of supplementary professional education in all educational organizations. The development of each competence requires different approaches, means and methods of training which are to be selected by educational organizations independently with observance of main principles of adragogics. The selection of the most effective technologies of education for development of each competence plays an important role in the system of training of health administrative personnel. The practice of common programs of supplementary professional education for health administrators with different set of working functions is to be eradicated. It is appropriate to return to successful national practice of differentiated programs of supplementary professional education addressed to every administrative position. The purpose of concluding qualifying evaluation is to become estimation of level of mastering of competences required in administration activities. The concluding qualifying evaluation is to be carried out by educational organizations conjoint with professional community. The subsequent “monitoring” of administrators is to become as an obligatory component of continuous professional development of health administrators. The consulting by educational organization is an effective form of continuous professional training.

Most professions have recently realised that basic undergraduate and postgraduate training is not enough to maintain high standards of practice throughout a long career. Continuing professional development (CPD) has become a feature therefore of the working life of these professions, and medicine, which was in the forefront for undergraduate and postgraduate education, has somewhat lagged behind in this. The failure of consultants to keep up to date in their professional knowledge and attitudes is clearly detrimental to patients, to the doctors themselves, and to the Health Service.
