A wider use of renewable energy is emerging as a viable solution to meet the increasing demand for global energy while contributing to the reduction of greenhouse gas emissions. However, current literature on renewable energy, particularly on wind power, highlights the social barriers and public opposition to renewable energy investment. One solution to overcome the public opposition, which is recommended by scholars, is to deploy a collaborative approach. Relatively little research has specifically focused on the role of effective communication and the use of a knowledge-broker in collaborative decision-making. This study attempts to fill this gap through the proposition of a participatory framework that highlights the role of the knowledge-broker in a wind project decision-making process. In this paper, five illustrative wind projects in Ontario are used to highlight the current situation with public participation and to address how the proposed framework could have improved the process. Based on the recommended collaborative framework, perception must shift from the dominant view of the public as “a risk to be managed” towards “a resource that can be tapped”. The developers need to improve sharing what they know and foster co-learning around questions and concerns.

Consequently, there has been a distinct increase in public participation in the environmental decision-making process. While the potential benefits of public engagement are substantial in terms of identifying synergies between public and industry stakeholders that encourage project development, this participation does not come without its challenges. To meet global energy demands and fulfill ambitious targets for greenhouse gas reduction, renewable energy has received increased attention as a feasible alternative to conventional sources of energy. However, current literature on renewable energy, particularly on wind power, highlights potential social barriers to renewable energy investment. This study investigates the role of public participation by reviewing two case studies of the Ontario wind power generation market to identify the facilitators and constrainers that affected public input into wind project development in Ontario and recommends a participatory framework in the hope of improving public engagement in the wind project development decision-making process. The recommended framework in this research requires all stakeholders to reconsider their current roles in the decision-making process. The public should engage in project planning and monitor the decision-making processes to ensure that their concerns have been addressed. Developers should address public concerns through a consensus building process initiated early in their planning process. Federal and provincial governments have to reclaim their role of ongoing leadership and provide better criteria for implementation and evaluation of the public participation processes. Finally, the process requires a third party who is not only an intermediary, but also plays the role of a knowledge-broker to connect with stakeholders, share and exchange knowledge, and work on overcoming barriers. The knowledge-broker helps to fulfill the main requirement of the collaborative decision-making, which is effective communication.

Greenko, a renewable power generating company investing in biomass, small and medium hydro power and wind power projects, had projected to achieve 1GW (Giga Watt = 1000 Mega Watt) of installed capacity by March 2015. The company had been financing its projects with debt from Indian banks and financial institutions on a project finance basis and it had to now decide whether to refinance the project finance debt with an international bond issue of USD 550 million. The case provides an opportunity to discuss the public policy and financing aspects of renewable energy in India.

Subject. This article discusses the effectiveness of government programmes to support renewable energy and whether they should continue to be implemented. Objectives. The article aims to conduct a comprehensive analysis of the changes in solar and wind power projects under the State support programme within the period from 2014 to 2019 and assess the effectiveness of the acting incentive mechanisms. Methods. For the study, I used the Learning-by-Doing theory and Project Management principles and methods. Results. The article proposes to consider the local content of the projects implemented as the key effectiveness indicator of the renewable energy support programme in Russia. For solar projects, this figure is currently significantly higher than the planned one, and it corresponds to the planned one for wind projects. In general, therefore, the programme can be considered effective. Conclusions. Further improvements in renewable energy support mechanisms should take into account the need to drastically increase the pace of training in the full cycle of the renewable energy project, including the operation phase of generating equipment and the supply of electricity to the grid.

The deployment of renewable energy at the local level can contribute significantly to mitigating climate change, improving energy security and increasing social, economic and environmental benefits. In many countries local authorities play an important role in the local development, but renewable energy deployment is not an obligatory task for them. Hence there are two research questions: (1) Do local governments think investments in renewable energy (RE) are urgent and affordable within the local budgets? (2) How do they react to the public aid co-financing investments in renewable energy? To provide the answer we performed qualitative analysis and non-parametric tests of data from a survey of 252 local authorities, analysis of 292 strategies of local development and datasets of 1170 renewable energy projects co-financed by EU funds under operational programs 2007–2013 and 2014–2020 in Poland. Findings showed that local authorities’ attitudes were rather careful, caused by financial constraints of local budgets and the scope of obligatory tasks, which made renewable energy investments not the most urgent. Public aid was a factor significantly affecting local authorities’ behavior. It triggered local authorities’ renewable energy initiatives, increasing the number and scope of renewable energy investments as well cooperation with other municipalities and local communities. Despite this general trend, there were also considerable regional differences in local authorities’ renewable energy behavior.

Forecasting of large-scale renewable energy clusters composed of wind power generation, photovoltaic and concentrating solar power (CSP) generation encounters complex uncertainties due to spatial scale dispersion and time scale random fluctuation. In response to this, a short-term forecasting method is proposed to improve the hybrid forecasting accuracy of multiple generation types in the same region. It is formed through training the long short-term memory (LSTM) network using spatial panel data. Historical power data and meteorological data for CSP plant, wind farm and photovoltaic (PV) plant are included in the dataset. Based on the data set, the correlation between these three types of power generation is proved by Pearson coefficient, and the feasibility of improving the forecasting ability through the hybrid renewable energy clusters is analyzed. Moreover, cases study indicates that the uncertainty of renewable energy cluster power tends to weaken due to partial controllability of CSP generation. Compared with the traditional prediction method, the hybrid prediction method has better prediction accuracy in the real case of renewable energy cluster in Northwest China.

The topic of the article considers the functioning of the renewable energy (RE) sector in Poland. This is really important in the context of the energy transition of the national economy because it influences the creation of modern technologies and increases the competitiveness and innovation of the country. Poland is in a process of energy transition where the RE sector has been developing for two decades. The authors aimed to research the RE sector improvement possibilities in Poland, including the influence of this sector on chosen social and economic aspects. Because of this research’s aim a critical situation assessment of RE in Poland was conducted and a survey of a group of experts in this field was also involved. Legal, physical and mental determinants and their influence on RE sector were looked into. In the legal determinant context a necessity to simplify relevant legislation acts in Poland was found. Undoubtedly there is a need to improve several legal acts, including the Distance Act. In physical determinants it was found that solar, wind and biomass energy have the biggest chances for development. In the case of mental determinants the authors paid attention to the need of educating the public about using and obtaining energy. It is also important to make people aware how the RE sector influences the low emission economy positively. This will improve the creation of new jobs and reduce the emissions of harmful substances to the environment.
