This paper first explores some key principles central to a well-functioning, central/local fiscal relationship from a political economy perspective of federalism. It then applies these principles to an examination of reforming intergovernmental fiscal relationships in China from 1980s to the early 1990s. It is argued that the economic principle central to fiscal federalism is the determination of the optimal structure of the public sector in terms of the assignment of decision-making responsibility for specified functions to representatives of the interests of the proper geographical subsets of society. Fiscal decentralization, as evidenced in China, provides local government with incentives to build a hospitable environment of competition for people and capital and, therefore, prospers local economies. However, China’s experience also suggests that fiscal decentralization without the relevant political institutional foundation will bring about negative effects. The political foundations of fiscal federalism are as essential as its economic principles in preserving and sustaining fiscal federalism.

This chapter sets out the meanings attached to the concept of ‘innovation’ and asks how it has recently come to occupy the political and economic position it now holds. Drawing from science and technology studies, which has long sought to better incorporate the public in technological decision-making, it explores the impetus towards connecting ‘responsibility’ with ‘innovation’ and the context from which this derives. Finally, it examines how this impetus has become incorporated into various frameworks for Responsible (Research and) Innovation, and what is missing from this approach in terms of understanding the place of ‘innovation’ in the present political economy, and the place of politics in innovation.

This paper is a selective survey of fiscal federalism. It begins with a brief review and some reflections on the traditional theory of fiscal federalism: the assignment of functions to levels of government, the welfare gains from fiscal decentralization, and the use of fiscal instruments. It then explores a series of important topics that are the subject of current research: laboratory federalism, interjurisdictional competition and environmental federalism, the political economy of fiscal federalism, market-preserving federalism, and fiscal decentralization in the developing and transitional economies.

The “political economy of health” is concerned with how political and economic domains interact and shape individual and population health outcomes. However, the term is variously defined in the public health, medical, and social science literatures. This could result in confusion about the term and its associated tradition, thereby constituting a barrier to its application in public health research and practice. To address these issues, I survey the political economy of health tradition, clarify its specifically Marxian theoretical legacy, and discuss its relevance to understanding and addressing public health issues. I conclude by discussing the benefits of employing critical theories of race and racism with Marxian political economy to better understand the roles of class exploitation and racial oppression in epidemiological patterning. This article adopts the perspective of second-generation fiscal-federalism theory to provide an empirical assessment of Canada’s intergovernmental fiscal arrangements. In the context of the literature on the political economy of intergovernmental grant programs, it examines the influence of political considerations on the evolution of the Canadian fiscal arrangements under the Constitution Act of 1982. Fixed-effect regression results exploiting data from the 1982 to 2012 period show a statistically significant relationship between changes in both federal and provincial electoral variables and changes in a province’s total federal transfer revenues. Changes to social transfers appear to be more reactive to changes in the political environment than do changes in equalization transfers.

The authors review the literature on the public-choice analysis of redistribution policies. They restrict the discussion to redistribution in democracies and focus on policies that are pursued with the sole objective of redistributing initial endowments. Since generic models of redistribution in democracies lack equilibria, one needs to introduce structure-inducing rules to arrive at a models whose behavior realistically portrays observed redistribution patterns. These rules may relate to the economic relationships, political institutions, or to firmly established preferences, beliefs, and attitudes of voters. The chapter surveys the respective lines of argument in turn and then present the related empirical evidence.

Contemporary political science is rightly concerned with the complex relationship between the political process and the public policies in which it results. In understanding this relationship, it may be useful to distinguish two complementary aspects of the political process: (1) those which are relevant because they account for the policy preferences of elite-members and, (2) those elements, like voting and bargaining, which are of interest because they determine policy outcomes from given configurations of elite preferences. This paper offers a theoretical model for an important component of this second aspect: it is explicitly addressed to legislative voting processes and the underlying strategies of legislators as these contribute to the determination of policy outcomes. And, for the present, we take preference-formation as given.
