REPUBLIKA SRPSKA U BORBI ZA DRŽAVNOST

U fokusu ovog rada je aktuelna politička situacija u Bosni i Hercegovini, s posebnim naglaskom na Republiku Srpsku povodom koje se, i u kojoj se, vode dva suprotstavljena (geo)politička procesa. Prvi, kojeg karakterišu permanentni pritisci Zapada, te predstavnika FBiH (više Bošnjaka nego Hrvata), na Republiku Srpsku i njen dejtonski, ustavni položaj u okviru državne zajednice Bosne i Hercegovine, i drugi, koji predstavlja borbu Republike Srpske za svoj autonomni položaj u okviru dejtonske BiH. Ove dve (geo)politike predstavljaju i glavninu sadržaja ovog članka. Kad je reč o prvom procesu, navedeni su ključni primeri i izvršena detaljna analiza kontinuiranih pritisaka, osporavanja, kao i sankcija prema Republici Srpskoj i njenim političkim predstavnicima od strane Zapada, naročito visokog predstavnika UN za BiH (svih sedam – nekog više, nekog manje) i nametnutih antidejtonskih i antiustavnih institucija, kao što je Ustavni sud BiH, gde su se na osnovu brojčane većine stranih i bošnjačkih sudija, pod maskom primene Dejtonskog sporazuma, potvrđivali zakoni i odluke visokog predstavnika o oduzimanju dejtonskih, ustavnih nadležnosti Republike Srpske i donosile odluke koje su išle u prilog bošnjačke vizije centralizovane, unitarne BiH. Prema srpskom viđenju, epilog ovih poteza bio bi razvlašćivanje i ukidanje Republike Srpske. Ovakav trend „kreativne primene Dejtona“, naročito je intenziviran donošenjem tzv. Inckovog zakona o negiranju genocida, koji korespondira sa dolaskom na vlast američkog predsednika Bajdena i njegovim stavom da se „dovrši“ posao na Balkanu – konačnim otimanjem Kosova od Srbije i ukidanjem Republike Srpske. Sa tim ciljem, krenuli su američki emisari i pojačan je diplomatski, psihološki, politički i svaki drugi pritisak na predstavnike Srpske, prevashodno na Dodika, ali i na rukovodstvo u Beogradu. Predstavnici FBiH, pogotovo bošnjački, u nedostatku „dejtonskih“ argumenata, u sili Zapadnih „argumenata“ vide način za ostvarenje svoje državne vizije – „celovite“, „jedinstvene“ – dakle antidejtonske, antiustavne i unitarne BiH. Srpska se na adekvatan, demokratski način, suprotstavlja antitejtonskim i antiustavnim merama. Narodna skupština RS stavila je van snage brutalni „Inckov zakon“ i donela zakon protiv omalovažavanja Srpske; odbila je da prihvati novog tzv. visokog predstavnika (Kristijan Šmit), koji nije dobio saglasnost Rusije i Kine u SB UN, kao ni u Upravnom odboru PIK-a (ruski ambasador nije glasao). Takođe, u Narodnoj skupštini RS otpočeo je proces ukidanja svih zakona kojima su otimane nadležnosti Republike Srpske i prenošene na BiH. Republika Srpska dakle ne želi secesiju, ali čvrsto stoji na braniku svoje dejtonske i ustavne pozicije. Zahteva da se, kad vrati svoje državne nadležnosti na nivo „slova“ Dejtona, kroz unutrašnji dijalog, bez prisustva spoljnih medijatora (što Bošnjaci odbijaju), nađe rešenje. U protivnom – rešenje je mirni razlaz. Treba ukazati da ovaj proces dejtonskog ili, eventualno, državno – nezavisnog pozicioniranja Republike Srpske podrazumeva nekoliko uslova: pre svega političko jedinstvo u Srpskoj, saglasnost i podršku rukovodstva Srbije, što se sve skupa temelji na jedinstvu srpskog naroda u celini, te pouzdane i moćne saveznike, kao što su Rusija i Kina, a to znači povoljnu globalnu geopolitičku konstelaciju.

The aim of this anthropometric survey, conducted between 2015 and 2016 in Bosnia and Herzegovina (BiH), was to map local geographical differences in male stature and some other anthropometric characteristics (sitting height, arm span). In addition, to investigate the main environmental factors influencing physical growth, the documented values of height would be compared with available nutritional and socioeconomic statistics. Anthropometric data were collected in 3192 boys aged approximately 18.3 years (17–20 years), from 97 schools in 37 towns. When corrected for population size in the examined regions, the average height of young males in BiH is 181.2 cm (181.4 cm in the Bosniak-Croat Federation, 180.9 cm in Republika Srpska). The regional variation is considerable—from 179.7 cm in the region of Doboj to 184.5 cm in the region of Trebinje. These results fill a long-term gap in the anthropological research of the Western Balkans and confirm older reports that the population of the Dinaric Alps is distinguished by extraordinary physical stature. Together with the Dutch, Montenegrins and Dalmatians, men from Herzegovina (183.4 cm) can be regarded as the tallest in the world. Because both nutritional standards and socioeconomic conditions are still deeply suboptimal, the most likely explanation of this exceptional height lies in specific genetic factors associated with the spread of Y haplogroup I-M170. The genetic potential for height in this region could then be the greatest in the world. Future studies should further elucidate the roots of this intriguing phenomenon, which touches an important aspect of human biodiversity.

There are two social democratic parties in Bosnia Herzegovina: SNSD and SDP BiH. These two parties differ regarding their origin and their political activity in Bosnia Herzegovina. Thus, it was assumed that voters of the two parties differ regarding their national composition, socio-demographic characteristics and political attitudes. In May of 2007 a face to face interview was conducted with 260 voters of SNSD and 147 voters of SDP BiH. SNSD?s voters were found to be less tolerant, less liberal and more prone to nationalism and the feeling of ethical superiority relative to voters of SDP BiH. As a matter of fact, SNSD?s voters were more similar to voters of some nationalistic political parties like SDS then to voters of SDP BiH. The observed differences between political attitudes of SNSD and SDP BiH voters was explained by increasing ethnic tensions in Bosnia Herzegovina in Spring of 2007 and by their essential dissimilarity: SNSD?s primary objective is Republika Srpska and its survival, while SDP BiH insist on unity of Bosnia Herzegovina.

Curent situation of raw material base and study of limestone like construction stone deposits in the Republic of Serbian were relatively poorly considered during the last decades, and the main problems are the following: low production capacity fragmentation of production, needs for raw materials homogenization and delivering of standard quality, undeveloped market, the recession of the domestic economy and the economies in the region, the relatively low level of exploration by many deposits, especially lack of knowledge of the occurrence legality for certain types and quality of raw materials and lack of complete quality indicators for raw material, which sometimes causes the utilization of only the highest quality deposit parts.This paper provides an overview of active quarries in the Republic Srpska with exploitation of limestone like technical building stone and present an attempt to determine the basic quantitative and qualitative characteristics of the raw material and the current working conditions at these quarries. The purpose of such a review would be in an effort to create a clearer picture about production, market, social and other aspects of the limestone exploitation in the Republika Srpska and the realistic possibilities of maintaining and developing of these mineral resources utilization, which can certainlybe interesting for the development of many other industries in the Republic Srpska.

In the recent decades, there has been recorded a great expansion in the computing and communication field and all the predictions are pointing to the further technological progress when using information technologies (IT) in the companies’ business. The appearance of IT in business offers certain advantages, has an influence on the business quality, cost control and also on achieving and maintaining competitive advantage of companies in conditions of the global crisis. The research was carried out on the teritory of Republika Srpska, on the sample of 136 small and medium enterprises. The key goal of this research work was to analyze the existing effects of IT at the level of competitive advantage of companies on the market in the global crisis conditions. The research results confirmed a big importance of IT in the company business for the purpose of achieving and maintaining competitive advantage on the market in conditions of the global crisis.

The subject of this paper is an analysis of the impact of the crisis caused by coronavirus on business decisions of issuers whose shares are listed on the Banja Luka Stock Exchange, through the example of dividend payment decisions. For the purpose of determining the factual situation, we observed publicly available financial reports of all companies that paid dividends from profits for 2018 and 2019 and made a comparison of profit retention rates in the two observed periods. We also analyzed other available information on the operations of these issuers. The research results show that in 10 out of 16 cases in which there was dividend payment from profits for 2019, the rate of profit retention increased compared to 2018. In addition to the mentioned 16 cases of dividend payment from the profit for the previous year, two cases were recorded in which dividend payment was made, but from the accumulated profit of previous years, so that the retention rate was not calculated for these issuers. If we take into account the fact that, in almost all cases, the decision on the (non-)payment of dividends was made at a time when uncertainties regarding coronavirus were already present in Republika Srpska, it can be concluded that the impending crisis had an impact on 2019 net results distribution decisions.

Criminal Procedure Code of Republika Srpska defines that a search of dwellings, other premises and persons can be permitted, with certain exceptions, only with a search warrant issued by the preliminary proceedings judge. A search warrant is issued under the conditions provided by the Code, at the request of the prosecutor or at the request of authorized officials obtained an approval by the prosecutor. A request for the issuance of a search warrant may be submitted in writing or verbally. If the request is submitted verbally, preliminary proceedings judge is obliged to record the communication appropriately, but the requesting official shall draft the warrant. Author of the paper deals with issues related to failure of the preliminary proceedings judge to record „all of the remaining communication“ after the verbally request for a search warrant was made, and judges influence to legality of evidence obtained on a basis of such a warrant. Observes all that trough the rules which are regulating the procedure, decisions of ordinary courts of law and the Constitutional Court of Bosnia and Herzegovina, trying to find an answer to the question: is the essence of this institute presented by its form or its contents. Proper implementation of evaluation of evidence and the possibility to use the evidence in criminal procedure, human rights protection, compliance of the principle of legality, and, very often, the epilogue of criminal procedure depends from the answer to this question.
