The aim of the paper is to indicate that for the sustainable development of school sports infrastructure it is necessary to create conditions that should be clearly defined in the mutual rights and obligations of all participants in the process of construction, use and maintenance. This would be achieved through public-private partnerships between the state and the private sector. This paper is based on the experiences of some of the European Union countries, which have solved the problems of building, upgrading, equipping and maintaining school sports facilities through public-private partnership projects, on the legal regulations contained in the Green Paper on Public-Private Partnership, as well as the Law on Public-Private Partnership and Concessions in the Republic of Serbia. Certainly, the desire to improve the quality of educational services, from one side, and lack of money in the budgets of central and local governments, on the other side, imposes the need to research this type of business cooperation and project financing. This paper also points to the need for more detailed research into the possibilities of applying public-private partnership, through projects in the field of education and its effects on increasing the quality of the physical education teaching. The paper also reviews the complexity of the implementation of public-private partnership in traditional educational frameworks, due to the complexity of the relationship between the two partners who impose different interests.

Public-private partnership (PPP) is a method for developing sustainable development that has been proven worldwide and endorsed in practice, and its ultimate aim is to increase the overall well-being of society. In a variety of ways, it brings together the interests of the public, private and civil sector in meeting specific needs for augmenting the quality and/or availability of services and products The European Union (UN) has not always supported the co-financing of projects devised as PPP. Recently, however, it has begun to encourage a wider application of this form of financing that demonstrates a huge potential in accomplishing public services, that is, projects intended for the public. Marketing and promotion, product development, education, financing and investment, and environmental protection are but some of the areas of public-private collaboration in tourism in a global setting. The purpose of this paper is to provide an outline of world experience and practice in PPP with emphasis on the EU, so that Croatia, by taking under consideration these experiences, advantages and disadvantages, may define an appropriate legal and business framework and identify the criteria for the successful implementation of PPP in its economy, and in particular, in tourism, one of its highest-growth industries.

В статье представлен анализ развития государственно-частного партнерства в Республике Казахстан. Авторами продемонстрирована актуальность данного явления в инновационной экономике и обосновывается необходимость его дальнейшего развития в целях поддержания социально-экономического роста экономики. Обозначены характерные особенности эволюции государственно-частного партнерства. Показаны основные нормативные акты, регулирующие деятельность субъектов государственно-частного партнерства в Республике Казахстан. Приведены количественные и качественные показатели по внедрению механизма ГЧП в разрезе регионов и выявлены регионы, демонстрирующие высокий уровень вовлеченности при реализации проектов. Авторами приведены факторы, способствующие активизации и росту количества проектов. Обоснованы преимущества взаимодействия государства и субъектов предпринимательства, среди которых можно выделить – трансферт новых технологий, методик и знаний, что в конечном результате приводит к повышению качества предоставляемых услуг. Обозначены характерные особенности реализации данной формы взаимодействия в Казахстане и продемонстрированы основные направления развития. Проведенное исследование позволило авторам сделать вывод о том, что государственно-частное партнерство на сегодняшний день демонстрирует эффективность и позволяет использовать преимущества каждой из участвующих сторон в целях достижения общественно значимых результатов. The article presents an analysis of the development of public-private partnership in the Republic of Kazakhstan. The authors demonstrate the relevance of this phenomenon and justify the need for its further development in order to maintain the socio-economic growth of the economy. The characteristic features of the evolution of public-private partnership are outlined. The main normative acts regulating the activities of public-private partnership entities in the Republic of Kazakhstan are shown. The quantitative and qualitative indicators for the implementation of the PPP mechanism in the context of regions are presented, and regions that demonstrate a high level of involvement in project implementation are identified. The authors present factors that contribute to the activation and growth of the number of projects. The advantages of interaction between the state and business entities are justified, among which we can distinguish the transfer of new technologies, techniques and knowledge, which ultimately leads to an increase in the quality of services provided. The characteristic features of the implementation of this form of interaction in Kazakhstan are outlined and the main directions of development are demonstrated. The conducted research allowed the authors to conclude that public-private partnership nowadays demonstrates efficiency and allows using the advantages of each of the participating parties to achieve socially significant results.

Each country strives for growing economic development, but no country is able to implement it. Various experiences and projects from the countries of the European Union and other neighboring countries are taken and considered. Towards the end of the 20th century and at the beginning of the 21st century, economic movements are increasingly relying on public-private partnerships, which can lead to a rapid development process through the financing of infrastructure projects. Economic globalization, as well as the emergence of new opportunities for economic activity in the world, are aimed at cooperation of the authorities and businesses in the realization of the socio-economic policies. The implementation and realization of development projects through public-private partnerships is impossible without participation by the relevant institutions of the public and private sector. Above all, direct participation implies expertise, experience and education. Every project that will be realized through various forms of public-private partnership must fulfill certain conditions. Among the conditions for proper implementation of the project are: dialogue, transparency and monitoring. The main feature of PPP is the transfer of the risk to the financing, efficiency and quality of public services, which are usually the burden of the private partner. This paper analyzes and explores the essence of public-private partnership. The conceptual framework for public-private partnership, as well as its strengths and weaknesses, is set. With the application of PPP, the economic development of the infrastructure as a whole, and in particular the development of local infrastructure, is analyzed. The origin of PPPs, its characteristics, as well as the need and importance for their continuous implementation are explained. The application of PPP is considered through the experiences in certain countries of the European Union and the Republic of Macedonia. Then, the responses to previously hypothesized hypotheses are collected: what is the successful implementation of PPP, what is needed for PPPs and why. In the end, the data from the conducted research are collected, analyzed and determined the profile of certain activities, as well as the possible decisions for further strategies for the implementation of the PPPs.

This paper deals with the topic of a modern electronic toll collection system that will be applied in the Republic of Croatia from the year 2022 onwards. The paper primarily analyses the existing toll collection systems in Croatia, as well as in the European Union. Modern electronic toll collection systems were analysed with an emphasis on the ANPR (Automatic Number Plate Recognition) system, because ANPR technology will be used in Croatia after the restructuring of road traffic occurs. ANPR is not a new technology, however in the last twenty years it has found its wider application. This happened mostly thanks to local and global infrastructural development and technological improvements therefore in turn infrastructure required for the operation of this system became cheaper. By applying the ETC and ANPR, Croatia will have a system in line with European directives and practices which are being applied in other European countries. The system will in turn significantly raise the quality of road traffic in Croatia and reduce its costs.
