The study presents a framework through which risk and uncertainties in Nigeria highway projects can be appraised using the analytical hierarchical process model. Pairwise comparison matrix was performed on eleven (11) risk and uncertainty factors that affect highway project performance through a questionnaire survey conducted among two hundred and four (204) respondents, which involved various stakeholders in the highway construction industry using Saaty’s AHP rating scale. The relative weights (significance/impact level) of each of the highway risk factors were estimated during the AHP model development. The results in descending order of risk factors priorities are Standard & Regulations (S&R), Construction (C), Project Staff (PS), Project Sponsor (PSp), Design (D), Project Finance (PF), Economic (E), Equipment (EQ), Environmental & Geotechnical (En&G), Site Location (SL) and Subcontractor (S) with impact levels of 16.6%, 14.2%, 13.9%, 13%, 12.7%, 12.2%, 10.8%, 9.8%, 6.2%, 4.2%, and 3.8% respectively. The model was validated using the statistical consistency test, with the model showing a consistency ratio equal to 0.1. The model was then applied to five (5) highway construction projects which had been constructed to predict the ones with the most and least risks. The result was in tandem with that which was given by the project managers from experiences on the project. This study showed that the Analytical Hierarchical Process (AHP) decision support model can effectively be used for risk assessment and prioritization of highway construction projects for efficient resource utilization in Nigeria.

AbstractThe work contains information on the implementation of surveying works in the road construction process. The aim of the research was to identify geodetic risk factors occurring at the stage of preparation of a construction project, the presence of which can greatly disrupt the undertaking such as the road construction. The research was carried out on the basis of expert knowledge, documentation obtained from various road construction projects and the analysis of disturbances at the initial stage of works.

The highways sector is a prominent sector in any country’s economy because of its impact on the well-being and safety of its citizens. The transport sector has an impact on social improvement and investment in the nation on the illustration that allows access to markets, production, jobs, health and other social services.This study investigates the causes of delay of highway construction projects in Iraq, which is frequent occurrence. Data was collected using questionnaires which were distributed to the key project participants; contractors, owners and consultants. The data were analyzed using the Frequency index and Spearman‟s rank correlation. The top seven causes of project delays were observed to be political decisions and political realities, the economic crisis of the country, delays in materials test of and obtaining the results, delay in monthly payments of contractor, failure treatment of the delays when implementing the project, the effects of weather, rain and high temperatures, delay in activities during implementation. It is recommended to establish an appropriate number of laboratories and adopt the field laboratory mechanism for the external and remote screens. Owners should give special attention to pay progress payment to contractors on time. The competent contractor who has prior experience in implementing the high projects should be selected. The contractor must take into consideration the weather conditions when preparing the time plan necessary to implement the project. The project management should identify these reasons and deal with them quickly in order to reduce the total delay of the project.

Construction projects in Iraq face many dangers that cause exceeding the estimated cost of the project and not completing the project on time, and since the risk management process in construction projects is of great importance in controlling and reducing the impact of risks in construction projects, so it is necessary to identify these risks and evaluate them correctly in order to increase accuracy and the health of the subsequent stages of the risk management process in construction projects. This paper aims to identify the most important risks in construction projects in Iraq and to conduct a qualitative assessment of the identified risks and arrange them according to their importance. The researcher adopted the questionnaire method as a tool to determine the risks and used the technique of probability and effect matrix to conduct the qualitative assessment of the identified risks. The study found that there are 48 risk factors that constitute the most dangerous factor in construction projects in Iraq, and 10 of the determining factors were within the high level of risk, and at the forefront of which was the inability of the owner to finance the project.
