Abstract: Through a case study of the Juno Awards, this article attempts to enhance what is known about the crisis facing the Canadian Broadcasting Corporation (CBC). The CBC worked with the Canadian Academy of Recording Arts and Sciences (CARAS) on the annual ceremony for the Canadian music industry from the mid-1970s to 2001. An analysis of this time frame gives rise to three arguments about the CBC and the Juno Awards. First, as applied to the Junos, the concept of a promotional state for popular music provides insights into the CBC’s crisis. Second, the role of CARAS points to the possibility that outside control has exacerbated the crisis in the CBC. Third, the CBC’s response to CARAS’ control suggests that the public broadcaster may have contributed to its own crisis. Résumé : Au moyen d’une étude de cas sur les prix Juno, cet article tente d’augmenter ce qu’on sait sur la crise à laquelle le CBC fait face actuellement. Le CBC a collaboré avec l’Académie canadienne des arts et des sciences de l’enregistrement (CARAS) pour diffuser la cérémonie annuelle de remise des prix Juno du milieu des années 70 à 2001. Une analyse de cette période mène à trois observations sur le CBC et les prix Juno. Premièrement, en ce qui a trait aux Juno, l’idée d’un état promotionnel pour la musique populaire aide à comprendre la crise du CBC. Deuxièmement, le rôle joué par CARAS semble indiquer que des contrôles externes ont aggravé la crise au CBC. Troisièmement, la manière dont le CBC a réagi aux contrôles de CARAS suggère que le radiodiffuseur public a peut-être contribué lui-même à aggraver sa crise.

Internships are a common component of journalism education in Canada and, in some cases, a requirement for graduation. I look at the history and development of internships, both paid and unpaid, in the English-language national television newsroom of the Canadian Broadcasting Corporation (CBC), Canada’s public broadcaster. This account is informed by interviews with CBC staff, union officials, and former CBC interns as well as a survey of post-secondary education institutions that place interns with the CBC. I explore the establishment of unpaid internships at the CBC and the role of the Canadian Media Guild in creating the contract language defining the parameters of internship placements. Internships at the CBC are perceived by some of the Corporation’s staff as a responsibility of the public broadcaster, and representatives of the colleges and universities that participate in the program view the internships as valuable. I argue that the absence of institutional statistics on internships is a missed opportunity to deepen understanding of the role of internships at the CBC, and that systematic information-gathering by academic institutions regarding placements and offers of paid employment would be a useful resource in the debate over unpaid internships.

AbstractOrganisations are important gatekeepers in the labour market inclusion of immigrants and their children. Research has regularly documented ethnic discrimination in hiring decisions. Aiming to further our understanding of the role of organisations in influencing the professional trajectories of individuals of immigrant origin, this paper investigates the recruitment practices of public administrations. Drawing on approaches from organisational sociology and a qualitative case study of public administrations in the German state of Berlin, the article identifies three crucial elements of organisational decision-making affecting the recruitment of staff of immigrant origin: decisions regarding advertisement strategies, formal criteria, and individual candidates. Further, the article shows the underlying decision-making rationalities and the role of organisational contexts and ethnic stereotypes for recruitment-related decisions.

<p><b>As a result of globalised development and the rise of capitalism, the craft of traditional Chinese paper cutting is facing marginalisation. The loss of this craft has resulted in a loss of opportunities to share the valuable role of this art form: to bring good wishes to people. The revitalisation of paper cutting as a component of contemporary design offers a strategy to sustain the value and meaning of this craft.</b></p> <p>My research explores a potential strategy that supports the transformation of Chinese paper cutting in the contemporary context through its application in design practice. This research investigates the traditional patterns applied to Chinese paper cutting and their implication and symbolic meaning within Chinese folk culture. Through the development of a criteria-led design case study, this research aims to translate these concepts into the formation of new design outcomes applicable to product packaging.</p> <p>As an element of packaging design, this approach intends to take advantage of the democratisation of and universal access to this medium ensuring wide dissemination to the public.</p> <p>The purpose of this research is to translate traditional paper cutting into a contemporary design approach that enables the values of this special Chinese craft to prosper.</p>

Local governments in the Slovak Republic are important in public administration and form an important part of the public sector, as they provide various public services. Until 1990, all public services were provided only by the state. The reform of public administration began in 1990 with the decentralization of competencies. Several competencies were transferred to local governments from the state, and thus municipalities began to provide public services that the state previously provided. Registry offices were the first to be acquired by local governments from the state. This study aimed to characterize the transfer of competencies and their financing from state administration to local government using the example of registry offices in the Slovak Republic. In the paper, we evaluated the financing of this competency from 2007 to 2018 at the level of individual regions of the Slovak Republic. The results of the analysis and testing of hypotheses indicated that a higher number of inhabitants in individual regions did not affect the number of actions at these offices, despite the fact that the main role of the registry office is to keep registry books, in which events, such as births, weddings, and deaths, are registered.

Corruption is always a big problem exist in every country. Today, the corruption is not only in the public sector but also in the private sector. Each State has used many ways to prevent and fight this crime. The 4th Industrial Revolution (4IE) brings many innovative solutions for modern life. Especially, e-Government is a great achievement of the 4IE. Base on the e-Government, the policies and regulations of States are transparent. It plays an important role to prevent and fight corruption more effectively. In this paper, the author will analyze the case study of Vietnam on fighting corruption base on the information technology and the outcome of applying e-Government on preventing and fighting corruption in both public sector and private sector. From this result of research, the author will recommend some solutions to improve the corruption status in Vietnam on the next period.

Abstract This article argues that shared problematizations—shared political and public ways of thinking—legitimize policies and their outcomes. To support this argument, it examines the legitimation of gendered welfare reform in the recent U.K. context. Drawing on focus groups with the public, it provides evidence that the public’s problematization of welfare, specifically that reform was necessary to “make work pay” and “restore fairness”, aligned with that of politicians. It argues that the assumptions and silences underpinning this shared problematization, especially silences relating to the value and necessity of care, have allowed for welfare policies that have disadvantaged women.

This article examines some of the challenges faced by local government during the development and implementation of a relatively new area of e-democratic innovation in Australia: e-consultation. E-consultation is seen as a valuable way through which a two-way relationship can be developed and enhanced between citizens and elected representatives. It involves the use of information and communications technologies (ICTs), such as the Internet, to extend and/or enhance political democracy through access to information, and to facilitate participation in democratic communities, processes, and institutions. Drawing on a case study of the Darebin eForum in Victoria, Australia, this article focuses on the role of public servants as moderators of this local form of e-consultation. The discussion has three parts: online policy consultation is defined within the context of e-democracy; some of the ways that e-consultation challenges the roles of the public service, elected representatives, and citizens are outlined; and the author then argues for an e-consultation strategy that is situated within a continuum of citizen engagement that is ongoing, deliberative, educative, and inclusive.
