Local governments in the Slovak Republic are important in public administration and form an important part of the public sector, as they provide various public services. Until 1990, all public services were provided only by the state. The reform of public administration began in 1990 with the decentralization of competencies. Several competencies were transferred to local governments from the state, and thus municipalities began to provide public services that the state previously provided. Registry offices were the first to be acquired by local governments from the state. This study aimed to characterize the transfer of competencies and their financing from state administration to local government using the example of registry offices in the Slovak Republic. In the paper, we evaluated the financing of this competency from 2007 to 2018 at the level of individual regions of the Slovak Republic. The results of the analysis and testing of hypotheses indicated that a higher number of inhabitants in individual regions did not affect the number of actions at these offices, despite the fact that the main role of the registry office is to keep registry books, in which events, such as births, weddings, and deaths, are registered.

O objetivo deste trabalho é testar a hipótese de flypaper na administração pública municipal do estado do Ceará.Para tal, foi construído um painel de dados com informações sobre os gastos, a arrecadação, a população e as transferências constitucionais para os 184 municípios cearenses entre 1999 e 2009. Tais informações foram extraídas juntoà Secretaria do Tesouro Nacional e ao Instituto Brasileiro de Geografia e Estatística. A metodologia utilizada remete-se aomodelo de dados em painel com efeito aleatório. By the 1980s and 1990s, neoliberal policies such as privatizations and deregulations transforming the minimal state model to regulative state model from the Keynesian social welfare state system made some structural and functional changes in the state mechanism, and the public administration has been in the first place due to the changing relationship between the state and the market. In fact, within this context, the new institutional economics (NIE) had a remarkable influence upon the debates upon the altering role of the state. Hence, the transformation of the state in this regard also revealed the argumentations on the governance paradigm along with the doctrinaire contributions of the new institutional economics. Therefore, this chapter will discuss the transformation of the state and the political economy of the governance together with a critical assessment of the new institutional economics in the public administration.

The condition of the state border area between Indonesia and Malaysia is totally different. Children of Indonesian Workers (TKI) have no (limited) access to learn in formal schools since they do not have citizenship documents. This study aims to analyze the implementation of basic education mission in the border area, particularly in Sebatik island, Nunukan regency, North Kalimantan province. In addition, the research was conducted using qualitative explorative approach. Problems arising at the border area are very diverse and systemic. The Indonesian government conducts the education in border areas still very limitedly. The role of the public, corporate and private companies (Three Net Working) becomes very important in operating the schools in border area. The role of a former lecturer who is famously called Mrs. Midwife Suraidah is very dominant in helping TKI’s children to learn a variety of knowledge in Sekolah Tapal Batas (Tapal Batas School) in Sebatik island, Nunukan Regency, North Kalimantan province. Some help from companies such as Pertamina (national oil mining company), Dompet Dhuafa foundation and volunteers who are willing to be teachers strongly support the continuously of Tapal Batas School. The continuity of basic education in the state border becomes a challenge for the government since the purpose of the country written in the opening of Constitution 1945 is the intellectual life of the nation can be realized by implementing it in Nawacita program.

This article underlines the specificities of public–private mergers by presenting the interactions between the institutional logics at stake and the cultural dynamics during the integration process of a public–private merger. The article presents a longitudinal case study of a public–private merger of two listed French companies over two years. Our study completes and enriches Schultz’s model by showing its dynamic nature and highlighting the crucial role of the state as a trigger for the interactions between institutional logics and cultural dynamics. Points for practitioners By highlighting the interactions between cultural dynamics and institutional logics, we trace how cultural dynamics influence the decision-making process and how institutional logics influence integration by becoming dominant. We demonstrate how the state influences the interactions between these forces during the integration process.

In one of the many definitions of public administration it was stated that it is the fulfillment of individual and collective needs of citizens, resulting from the co-existence of people in society, realized by the state and its dependent organs. One of the needs of an individual is the need for safety. Ensuring the safety of citizens is realized by the public administration, due to its service to the society as an executive apparatus possessing a democratic mandate of political power, in service of the law created by said organs. A particular role in the area of defense belongs to authoritative administration, which performs tasks including reversing risks and removing dangers, including the realization of tasks and undertakings aimed at military preparation in case of war. The aim of the following article is to present the tasks and competences in the area of protecting the President, the government, government administration officials on duty and local self-administration of the Slovak Republic. Various methods have been used to reach the pre-determined goal, primarily the method of document investigation, which made it possible to gather, sort, describe and scientifically interpret the legal acts of the Slovak Republic regarding defensive matters.

In this paper I am studying an incident that started with a concert in one of Cairo’s upper middle class districts, and ended up with a crackdown on the LGBTIQA++ Community in Egypt. In that incident Information Communication Technologies (ICTs) played a main role of contesting positions and representations of state and LGBTIQA++ persons in Egypt. Through the following lines, I am trying to unfold the intricacies of ICTs usage among both the state apparatuses and representatives of their discourse online on the one hand, and the LGBTIQA++ people and allies narratives. And how is it that this very same space acted as a presence- and forced absence- for both. My study is based on personal interviews with members who were directly involved in these events.

This chapter underlines how administrative law has taken a much greater significance in France since the period 1890–1910. This period is not only symbolic of a full development of administrative law around the notion of public power (puissance publique) or public service (service public) but also of the ramifications given to the very notion of State and public administration. The chapter deals with different theories (Hauriou, Duguit, etc.) related to a redefinition of the State and public services. It discusses four specific aspects: the institutional context, the case law of the Conseil d’État, the innovative orientations concerning the action of the public authorities, and the creative role of this case law.

AbstractHow have governments in Latin America been able to counteract two decades of neoliberalism and pursue post-neoliberal developmental reforms, and what tools have they used to do so? We argue that post-neoliberal projects are possible through the use of three necessary conditions in a context of economic bonanza: (1) extensive use of the legal-constitutional framework to facilitate interventionism; (2) an increase in the centrality of public planning agencies to design those policies; and (3) growth of the bureaucracy to implement the policies. Through a case study of Rafael Correa's Ecuador, we show how a constituent assembly, empowerment of the state planning agency, and an increase in the size of the public administration allowed the president to combat neoliberalism and pursue his ambitiousBuen Vivir(Good Living) plan. This simple framework offers important clues for understanding post-liberalism and the return of the state in Ecuador and beyond.

Gender Equality in Enrekang District (Case Study of Agricultural Service Personnel). This study aims to determine how people's perceptions of gender equality in the Agriculture Office of Enrekang District; and to find out the extent of gender equality in the Agriculture Office of Enrekang District. This type of research is a descriptive qualitative method; data collection is used by observation, in-depth interviews, documentation techniques from the results of photographs and archives owned by the local government. In this study, the target of the study was the first employee of the Agriculture Office of Enrekang District, the second community considered to be able to provide information or data in accordance with the research. The results of this study indicate that gender equality in public services, especially the Agriculture Office of Enrekang District, has not yet become a reality. This is evidenced that the number of employees with a ratio of the number of men is 89 (66%) people and the number of women is 45 (34%) people. The results of interviews with the community showed that support for gender equality, women's freedom to express opinions and work outside, especially working at the Agriculture Office in Enrekang District. The implication of the study were expected to provide knowledge about gender equality in the profession and provided understanding to the public about the role of women in the community.

The article analyzes the approaches to reforming the public administration system. Three types of reforms have been implemented in the world: first, economization is to increase the efficiency of administration while saving money; the second area of reform was the decentralization of public administration, which was clearly reflected in the growing role of local governments in European countries; The third area of reform was to increase the openness of public administration to the public, which should have helped to increase the legitimacy of the administration in the new environment. The author analyzed the following modern models of public administration: new state management; neo-institutionalism; "Governance" (or "good governance").
