Ideology is always an issue that plays an important role in the life of a society, and that ideology also greatly influences the process of ruling the country of dynasties in the history. Unlike previous dynasties, which lasted only a few decades, the Ly dynasty represents a flourishing period of feudalism lasting more than 200 years. A major event was that King Ly Thanh Tong changed the country name from Dai Co Viet to Dai Viet in 1054, ushering in a brilliant era in Vietnamese history. The ideology of “taking people as the root” of Vietnamese feudal dynasties highlights the unyielding and indomitable fighting spirit for the right to enjoy independence and freedom in the old land of Giao Chi and Cuu Chan, which later was Dai Viet and is now Vietnam. It also reflects the desire for people to live in peace and harmony. This articles focuses on studying the ideology of “taking people as the root” through the reign of kings of the Ly dynasty in Vietnam. From there, the article points out the achievements and limitations in the process of taking care of people, as well as historical lessons for the development of the country today.

Pengaruh Upah Minimum, Kemiskinan dan Pengangguran pada IPM di Kabupaten/Kota Provinsi Jawa Timur

The paradigm of development of a country today is not only measured by the rate of economic growth, but also by paying attention to human development. The purpose of this study was to analyze the effect of minimum wages, poverty and unemployment on the Human Development Index (HDI) in districts/cities in East Java Province. The method used is panel data regression in 38 districts/cities in East Java in 2010/2018. The results showed partially, the minimum wage has a positive and significant effect, poverty has a negative but not significant effect, and unemployment has a negative and significant effect, toward HDI. Simultaneously, the results found that the three independent variables (i.e.: minimum wage, poverty and unemployment) had a significant effect on HDI.

PROBLEMS OF DEVIANT BEHAVIOR IN KAZAKHSTAN

The proposed scientific article analyzes the concept of deviant behavior, its types and common characteristics in modern society, as well as its social, biological and psychological factors. In addition, an overview of the ways of deviant behavior in the country is given, the types of deviant behavior are described. Problems that are considered normal in some societies and are not considered deviant behavior are analyzed. It is also recommended to consider measures to prevent deviant behavior that is harmful to society. The article also points out that deviant behavior is not age appropriate. The analysis of various factors that contribute to the criminal world is made. The difference in the nature and types of crimes is shown. At the same time, the article notes that there are other issues related to the relevance of the problem of deviant behavior in our country today.

Upgrading of the Abilities of Lecturers of State Management: Problems and Solutions

Upgrading the abilities of lecturers of state management at the training institutions for cadres, civil servants and public employees is interested in and actively implemented by all authorities in the period of 2016 - 2020. Besides achievements, the upgrading of the abilities of lecturers of state management still has some shortcomings that need to be overcome in the next period. This article analyses the situation and then proposes some solutions so that the upgrading of the abilities of lecturers of state management will become more effective, contributing to the enhancing of the state management of the cadres, civil servants and public employees in our country today.

On the Asian level, the achievements of reform have much influence on regional countries. Many Asian countries have turned to the island nation and want to follow the development path of Japan. Over 150 years have passed, but the lessons learned from the Meiji reform are still valid, especially for Vietnam in the period of industrialization and modernization. External Image as a Geopolitical contour of the National Idea of Russia

Taking into account the historical features of the development of the Russian statehood, the article considers the importance of having a national idea that could spiritually unite the numerous peoples and nationalities of our country. Today, many proposals are put forward on this occasion, among which there is the idea of patriotism — a sense of love for the Motherland, a willingness to sacrifice for it. However, in this capacity, according to many experts, the feeling can not be a national idea, as a driving force in the development of society; it can only be a necessary and obligatory condition for this movement and its development. Using historical examples, the author shows that the national idea cannot exist without the state ideology — a kind of soul of the nation, the value and ideological basis of society, which forms the meaning of the existence of the state and its citizens. It is the state ideology that should form the basis of the national idea and include a whole system of unifying ideals and values that derive from the entire history and culture of the country. Since today the solution of the problem of searching for a national idea largely depends on the attitude to our country abroad, the article suggests using the external image of the country as a living, visual representation of the characteristics of a particular state in the historical, military, demographic, economic, political, recreational, tourist, etc. spheres as the geopolitical contour of the national idea. In this regard, the main directions and performers of the implementation of this proposal are specified.

Innovative development of the country is one of the important directions of Russian socio-economic policy. The institutions of economic development are the zones of entrepreneurial activity. The purpose of creating these zones is to attract investment to stimulate the socio-economic development of the country. Today, it is necessary to integrate the zones under consideration in order to introduce intellectual property products everywhere. This should help to increase investment attractiveness and innovation activity. The article may be useful in the educational process and further scientific developments.
