Education was very important in human intelligence. This article aimed to describe the model of education policy analysis. This research used a qualitative approach in library studies. The results showed that the education policy model consisted of three things namely (1) formulation model, (2) analysis model, and (3) implementation model. The formulation model consists of institutional models, system models, mixed investigation models, process models, elite theory models, rational models, critical models, strategic models, deliberative models. Meanwhile, the education policy analysis model consists of a prospective, retrospective, and integrative models. The implementation model consists of top-down and bottom-up models. The results of education policy analysis used in Indonesia use more political policy analysis models based on political assumptions. This study examined the intent of federal policy and the actual implementation within local school districts. Specifically, the focus is on the Federal School to Work Opportunities Act of 1994 and its implementation in 47 school districts in upstate New York as part of a consortium during the 1995-96 school year. The purpose of the study was to determine 1) the extent to which an agreement to participate in a consortium arrangement designed to facilitate the implementation of a specific Federal or state policy resulted in the active implementation efforts by individual consortium members, and 2) how a high school setting where School to Work activities were perceived by local stakeholders as having great specific and important effects differed from a high school setting where School to Work activities were perceived by local stakeholders as having some or no effect. A bottom-up backward mapping policy analysis model was used for the purposes of this study. Local level data was used to create performance, environment, technology implementation, and School to Work implementation profiles of local high schools. Regression and correlation analyses were used to determine the relationship between stakeholder perceptions and local high school characteristics. Results of the study were reported and interpreted with the aim of furthering research and knowledge of policy analysis and the use of local level data to determine the success of policy implementation. This study found that variation between federal intent and local adaptation is explained by characteristics of the high school and perceptions of stakeholders. School to Work policy implementation, perceived by the high school administrator as a stakeholder, varied significantly by high school student performance, environment in which the high school operates, and level of technology implementation in the high school. Results indicated that the backward mapping policy analysis model is effective in determining the actual levels of policy implementation. Backward mapping results in a definitive explanation of the role of the local actor and the use of discretion in decision making. The final analysis as a result of backward mapping goes beyond the measurement of policy objectives being met and explains the meaning of local level participation.

The present study seeks to explain the techniques and procedures, the concepts and categories with which the interpretation of the object studied, that is - documents related to the High School  Technical Professional Education Policy - implemented in Bahia / Brazil, specifically, the reference regarding Paul de Bryne’s quadripolar approach (1977), which provide the theoretical-methodological density of the object studied in relation to the epistemological, theoretical, technical and morphological poles. In this perspective, it is agreed with Gamboa (1987), in the sense that, the accomplishment of a research is not the fulfilment of ‘methodological ritualism’ with a ‘theoretical fad’ in order not to repeat what commonly happens in research in education, in progressively more intense way, of eclectic attempts that randomly collect techniques, methods and theoretical references without a clear understanding of the epistemological foundations and the philosophical implications of the different paths of knowledge.

English classroom's process of teaching and learning is an important aspect of successful English teaching and learning. The analysis of classroom discourse is a very important form which the classroom process research has taken place. The present study focuses on SMA (high school) English classroom discourse. The microethnography of Spradley was the research method deployed. Through a detailed description and analysis of the collected data referring to Sinclair and Coulthard’s classroom discourse analysis model, the problem of patterns of the classroom discourse is made clear. On the basis of the discourse patterns' problem found, a few strategies for high school English teachers are put forward through the teacher training in order to improve English teaching and learning at high school in Indonesia. The research results showed that teacher talk highly dominated the English classroom discourse; 94% of teacher-students talk. IRF Model of Sinclair and Coulthard was not found in the English classroom (only IF pattern) and no lesson achieved.

Penelitian ini bertujuan untuk mengetahui: (1) peran DUDI dalam mendorong produk kebijakan pendidikan Pemda Kota Mataram dalam mengembangkan SMK berbasis kearifan lokal; (2) implementasi penyelenggaraan kebijakan pendidikan SMK yang sesuai dengan kearifan lokal; dan (3) peran DUDI dalam pengembangan SMK. Informan kunci pada penelitian adalah Kepala Dinas Dikmen sub-bagian kepala seksi kurikulum, Kepala Sekolah, Wakasek Humas Industri, Pembimbing Industri, dan Siswa. Teknik pengumpulan data melalui observasi, wawancara mendalam dan dokumentasi. Teknik analisis data meliputi reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian ini menunjukkan bahwa: (1) peran DUDI dalam mendorong kebijakan Pemda terkait pengembangan SMK berbasis kearifan lokal belum memadai; (2) implementasi kebijakan Pemda, antara lain: (a) monitoring dan evaluasi, (b) menyediakan unit gedung baru, (c) membuka kompetensi keahlian baru, (d) pemberian dana, (e) mengadakan Gebyar SMK se-Kota Mataram; dan (3) peran DUDI dalam pengembangan SMK antara lain: (a) penyelenggaraan prakerin siswa berjalan dengan baik. b) industri sebagai tempat pemagangan guru, c) industri terlibat dalam uji kompetensi siswa tingkat akhir dan tempat menyalurkan lulusan, d) belum ada kerja sama terkait penyediaan sarana dan prasarana, dan e) pengembangan kurikulum dalam bentuk workshop kurikulum. Kata kunci: peran DUDI, penyelenggaraan SMK, kearifan lokal THE ROLE OF BUSINESS AND INDUSTRY IN THE IMPLEMENTATION OF VOCATIONAL HIGH SCHOOL (VHS) BASED ON LOCAL WISDOM IN THE CITY OF MATARAM Abstract This research aims to know: (1) the role of business and industry in encouraging the product education policy of the local government in Mataram City for developing vocaational high school (VHS) based on local wisdom; (2) the implementation of VHS education policy with an appropriate local wisdom; and (3) the role of business and industry in developing VHS. The key informants in this research were the Head of Secondary Education Curriculum Sub-section, Principal, Vice Principal of Industry Public Relations, Industry Counsellors, and students. The data were collected by observation, in-depth interviews and documentation. The data analysis technique included data reduction, data display and conclusion drawing. The results showed that: (1) the role of business and industry in encouraging the regional government policy related to VHS development based on local wisdom had not been adequate; (2) the implementation of regional government policy were among others: (a) monitoring and evaluation, (b) providing a new building unit, (c) opening new expertise competencies, (d) providing funds, (e) conducting Gebyar SMK in the city of Mataram; and (3) the roles of business and industry in the development of VHS were among others: (a) the implementation of the students’ industrial practice ran well, (b) the industry as the place for teachers’ apprenticeship, (c) the industry was involved in students’ competency test at the end of the students’ study and as an institute which would recruit the graduates, d) there had not been any cooperation related to the provision of facilities and infrastructure, and e) curriculum development in the form of a curriculum workshop. Since the 1990s, federal policies have allowed public funds to support social services provided through pervasively faith-based organizations (FBOs). Public and academic discourse on these policies tends to be marked by limited data, narrow scope, and the lack of an appropriate analytic framework to adequately consider and critique the merits of the policies, as social workers are compelled to do. The goals of this study are to identify, and preliminarily apply, an established policy analysis model appropriate for use with FBO policy in order to progress discussion. Health service researchers Aday, Begley, Lairson, and Balkrishnan (2004) provide a theoretically based policy analysis framework, which is appropriate for this task and for use by social workers. Their effectiveness, efficiency, and equity policy analysis model is presented along with data and analysis intended to help frame and progress productive discussions on FBO policies within and beyond the profession.
