Perancangan Sistem Pemenuhan Tenaga Kerja Rumah Sakit Menggunakan Metode WISN dan PROMETHEE II

<p>Pandemi covid 19 yang terjadi di Indonesia pada saat ini, membuat beberapa pelayanan Kesehatan khususnya rumah sakit mengalami kewalahan dalam menghadapi lonjakan pasien. Penelitian ini bertujuan untuk membuat perancangan sistem yang dapat membantu memaksimalkan pemenuhan tenaga kerja menjadi lebih efisien dan efektif. Peneliti menerapkan metode WISN (Workload Indicator Staff Need) sebagai perhitungan kebutuhan tenaga kerja dan metode PROMETHEE II sebagai pembobotan calon tenaga kerja. Penelitian ini mengambil studi kasus pada Rumah Sakit Ibu dan Anak Nur Ummi Numbi (RSIA NUN) Surabaya, yakni pada instalasi farmasi dan instalasi laboratorium. Penerimaan tenaga kerja menggunakan 5 kriteria sebagai pembobotan yakni pengalaman kerja, pendidikan terakhir, hasil test tulis, hasil interview, dan test kesehatan.</p><p>Proses bisnis yang dibuat mulai dari pengguna memasukkan data beban kerja yang kemudian dilakukan perhitungan kebutuhan tenaga kerja oleh sistem. Hingga calon tenaga kerja melakukan pendaftaran yang kemudian dilakukan pembobotan oleh sistem sehingga rumah sakit dapat mempercepat pemenuhan tenaga kerja. Perancangan yang dibuat sudah sesuai dengan kebutuhan, proses bisnis, dan metode yang diperlukan oleh RSIA NUN Surabaya. Untuk ke depannya dapat dibangun sebuah aplikasi SPK sesuai dengan perancangan yg telah dibuat.</p>

Pestisida atau pembasmi hama merupakan bahan yang digunakan petani untuk mengendalikan, menolak atau membasmi organisme pengganggu. Khususnya pada daun tanaman cabe, pestisida merupakan pembasmi hama yang digunakan petani untuk memberantas hama, sehingga dapat meningkatkan hasil tanam bagi petani cabe. Saat ini jenis pestisida sudah banyak beredar dipasaran dengan merk yang berbeda, sehingga membuat para petani kesulitan dalam memilih bahan pestisida yang terbaik  untuk perawatan daun pada tanaman cabe. Dari masalah yang dihadapi oleh petani cabe tersebut, penulis berkeinginan untuk melakukan penelitian  yang memudahkan petani cabe dalam memilih pestisida terbaik untuk perawatan daun pada tanaman cabe. Pada penelitian ini penulis menggunakan sistem pendukung keputusan dengan mengimplementasi metode Promethee II. Berdasarkan sistem yang dibuat diharapkan dapat membantu para petani dalam membuat keputusan tentang pestisida yang terbaik untuk perawatan daun tanaman cabe.

Vocational schools that have been licensed from BNSP to LSP P1 (first party professional certification institute) are schools that have been able to carry out their own competency certification exams for their students and later a competency assessor who will test and declare the eligibility of the students, competency assessors are productive teachers who have participated in and been given training by the government, in that training the schools choose from the number of productive teachers from each department to become competency assessor trainees in accordance with predetermined criteria so a decision support system is needed so there is no gap in the selection of productive teacher assessor training participants, a vocational school that has become a P1 LSP must have a competency assessor and is a requirement to be a P1 LSP. one of the solutions to the problem is the right one by using the Decision Support System (SPK). Decision Support System (DSS) can help the school in making the decision to choose the productive teacher of the appropriate assessor training and improve the efficiency of the decision. The Extended Promethee II (EXPROM II) is a development of the Promethee II method based on the ideal and anti-ideal solution. Promethee II itself is a method of making decisions on the function of preferences with problems through an outranking approach (ranking) or is a multicriteria analysis, comparing one alternative to another and calculating the alternative gap in pairs so as to produce an output that is alternative ranking based on the highest value.Keywords: Competitive Assessor LSP P1, SPK, The Extended Promethee II

The nonparametric assessment of police efficiency and effectiveness is challenging due to the stochastic nature of criminal behavior and the subjective dependence on multiple decision criteria, leading to different prospects depending on the regulation, necessity, or organizational objective. There is a trade-off between sustainable efficiency and effectiveness in many police performance assessments, because many departments can be crime-specialized or cannot reproduce good results effectively on more severe or complex occurrences. This study aims to provide a non-compensatory ranking classification combining Conditional Frontier Analysis with the PROMETHEE II methodology for the multidimensional efficiency and effectiveness analysis of police. The results on Pernambuco (Brazil) Police departments offer interesting perspectives for public administrations concerning prioritizations of units based on the mitigation of resources and strategic objectives.

Due to the important advantages it offers, gamification is one of the fastest-growing industries in the world, and interest from the market and from users continues to grow. This has led to the development of more and more applications aimed at different fields, and in particular the education sector. Choosing the most suitable application is increasingly difficult, and so to solve this problem, our study designed a model which is an innovative combination of fuzzy Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS) with the Measuring Attractiveness by a Categorical Based Evaluation Technique (MACBETH) and Shannon entropy theory, to choose the most suitable gamification application for the Industrial Manufacturing and Organisation Systems course in the degree programmes for Electrical Engineering and Industrial and Automatic Electronics at the Higher Technical School of Industrial Engineering of Ciudad Real, part of the University of Castilla-La Mancha. There is no precedent in the literature that combines MACBETH and fuzzy Shannon entropy to simultaneously consider the subjective and objective weights of criteria to achieve a more accurate model. The objective weights computed from fuzzy Shannon entropy were compared with those calculated from De Luca and Termini entropy and exponential entropy. The validity of the proposed method is tested through the Preference Ranking Organisation METHod for Enrichment of Evaluations (PROMETHEE) II, ELimination and Choice Expressing REality (ELECTRE) III, and fuzzy VIKOR method (VIsekriterijumska optimizacija i KOmpromisno Resenje). The results show that Quizizz is the best option for this course, and it was used in two academic years. There are no precedents in the literature using fuzzy multicriteria decision analysis techniques to select the most suitable gamification application for a degree-level university course.

Mining design is usually evaluated with different multiple-criteria decision-making (MCDM) methods when it comes to large open pit or underground ore mines, but it is not used on quarry sites. Since Croatia is mostly mining stone, the implementation of such methods in decision making of the quarry mine design is imperative but left out. In this paper, the PROMETHEE II and AHP decision-making methods are implemented on the quarry site to find out the best final quarry design contour. By implementing the MCDM methods, the best quarry model was chosen based on 22 different criteria parameters out of three final quarry designs. The chosen model is not only financially sound but also has the least environmental impact.

Purpose The purpose of this paper is to benchmarking the governance performance of Indian states. Design/methodology/approach This paper provides a framework to measure governance performance at the state level. Using the data on 28 key indicators, the authors evaluate Indian states on seven broad dimensions of governance quality covering several aspects of public service delivery, regulatory quality and law and order. The empirical methodology involves the application of multi-criteria decision making techniques in two steps. The authors, first develop suitable weights of the identified dimensions and criteria under each dimension by applying the inputs of an expert-based decision-panel in a best-worst framework. Next, using these weights, the authors evaluate ranking of each state using TOPSIS and PROMETHEE-II methods. Findings The results indicate wide disparities in the governance performance of Indian states. Based on different indicators, the paper evaluates the rank of all the major Indian states. Results reveal that “Social Service Delivery(S)” is the most influencing dimension for the development of a state. Overall, the authors find Andra Pradesh, NCT of Delhi and Goa to be the leading states in terms of governance quality. Research limitations/implications The paper provides policy makers with easy to use operational indicators to analyse the governance performance of Indian states. These would help in better monitoring of these states through competitive goal-setting for continuous improvement. Originality/value To the best of the authors’ knowledge, this study is the first formal assessment of governance quality in the Indian states in a multi-criteria framework. To this end, the paper addresses the issue of wide regional disparities in the country. The findings of the paper provide powerful insights to policy makers in setting up appropriate strategies to eliminate these disparities.

O futebol é um esporte que tem grande impacto social e econômico no âmbito mundial. Clubes e seleções são cada vez mais vistos como um negócio rentável, e obrigatoriamente a eficiência de times tem cada vez mais papel importante em sua sobrevivência. Até a Copa de 2018 a FIFA utilizava um método de cálculo de ordenação que tinha características compensatórias, onde bons desempenhos em alguns critérios suprem a deficiência em outros. Este trabalho se propõe em dar um tratamento não compensatório e multicritério para ordenação das seleções participantes da Copa do Mundo de 2018 adotando o método PROMÉTHÉE II. Os resultados apontam dispersões com relação a classificação final da Copa 2018 e o rank FIFA de clubes. A ordenação encontrada no trabalho é considerada mais realista, pois incorpora elementos de imprecisão e não-compensação..

Uma das críticas a respeito dos métodos multicritérios é que diferentes técnicas podem produzir resultados discordantes quando aplicadas ao mesmo problema. Neste contexto, o objetivo desta pesquisa é comparar os métodos de apoio à tomada de decisão multicritério AHP, TODIM e PROMETHEE II. Para alcançar este propósito, os métodos foram aplicados a um processo de seleção de software mediante sete fornecedores qualificados. Além de verificar e comparar a consistência dos resultados, utilizando-se de grupos contendo 3, 7 e 11 critérios, este estudo também apresenta uma percepção da aplicabilidade, complexidade, e laborosidade requerida do usuário quanto à utilização dos métodos. Embora os três métodos se baseiem em diferentes paradigmas, a metodologia de aplicação utilizada possibilitou o apontamento de características individuais e de pontos positivos e negativos de um método sobre o outro. Com respeito à consistência dos resultados, constatou-se a ocorrência de algumas inversões na ordem de classificação dos fornecedores.
