The paper discusses the assumption that Mach principle should result in existence of a universal spectrum of periods. It is shown that fragments of such a spectrum were found in time series of fluctuations of various processes. A general approach is considered that demonstrates the emergence of discrete states in the spectra of periods, which is based on two basic concepts: resonance and roughness of a physical system. This approach leads to the existence of two complementary fractal distributions associated with sets of rational and irrational relations between the elements of the whole system. A brief review of works that also consider universal spectra of periods is given.

This article on education administration aims to provide information about the basic concepts of educations administration to prorpective teachers or humans well. Firts we must know in advance the concept of this educational administration, where the meaning of educational administration is a science that can facilitate organize and help all activities so as to achieve a desired goal and good. Not only that the administration also provides a system a performance in managing education. In essence, the administration of education is the study of how to organize of fasilitate resources to achiave well established goals. This article is arranged systematically by gathering the study material in advance contained in books, articles and journals.

Nowadays, a problem of an e- technologies’ implementation represents one of the most important questions that are being solved within various subjects from business area. With respect of massive implementation of activities as e- commerce, e- payments and others the e- technologies’ implementation is the progressive way of these subjects’ expansion. However, due to relatively short time period in which enterprise subjects have solved there is a set of vague aspects going together with this problem. The paper analyses the area of e- technologies and defines relations between basic concepts. Following this theoretical system a few hypothesis are constructed and used as a base platform for a determination of the logical model for implementation of e- technologies in enterprise environment.

The evolution of views on the possibility of external influence on the process of radioactive decay is briefly presented. Such an effect can lead to the appearance of periods in the time series of the radioactive decay rate fluctuations, which have been the subject of intensive study in the last decade. Two mechanisms for identifying periods are considered: the study of deviations from the theoretical curve of the radioactive decay law and the study of the properties of fluctuations. It is shown that the latter method leads to a universal spectrum of periods observed not only in the time series of the radioactive decay rate fluctuations, but also in the time series of fluctuations of processes of various nature. The main object of our study are periods in the radioactive decay rate fluctuations. The presence of such periods suggests the possibility of external influence on the process of radioactive decay. Therefore, we briefly consider the evolution of views on the possibility of such an effect. To do this, we distinguish several stages. The division into stages is only partially historical, but, mainly, each stage characterizes a certain ideas that is implemented in it.

The method for intellectualizing the analysis of telemetric information from spacecraft arriving at ground-based flight controls is discusses. The features of state control during the spacecraft operation are formulated. The basic concepts, terms and basic properties of time series are presented, the definition of the physical meaning of the characteristic quantities for the spacecraft flight control process is given. The use of the mathematical apparatus for the analysis of time radars is substantiated in solving problems of telemetry support in the process of controlling the flight of spacecraft. A mathematical apparatus for analyzing time series is proposed to identify the actual trend. An approach to solving the problem of predicting the state of a spacecraft based on a comparative version is presented. Requirements for the intelligent analysis algorithm are presented and an integrated algorithm is proposed, a method based on time series.

Financial market is a complex evolved dynamic system with high volatilities and noises, and the modeling and analyzing of financial time series are regarded as the rather challenging tasks in financial research. In this work, by applying the Potts dynamic system, a random agent-based financial time series model is developed in an attempt to uncover the empirical laws in finance, where the Potts model is introduced to imitate the trading interactions among the investing agents. Based on the computer simulation in conjunction with the statistical analysis and the nonlinear analysis, we present numerical research to investigate the fluctuation behaviors of the proposed time series model. Furthermore, in order to get a robust conclusion, we consider the daily returns of Shanghai Composite Index and Shenzhen Component Index, and the comparison analysis of return behaviors between the simulation data and the actual data is exhibited.
