Background: Transport clustering, being a cooperation of enterprises of the same territory to consolidate resources to improve the quality of transport and logistics services, to improve the quality of infrastructure, to ensure the growth of transport accessibility of the territory, is one of the drivers of economic growth of the territory. Therefore, the question of forming a mechanism for creating a transport cluster (TС) is relevant, the first stage of which is the TLC model. Aim: creation of a structural and logical model of a transport and logistics cluster, the implementation of which will allow the creation of a TC in any territory with a high transport and transit potential. Methods: Based on the research, generalization and analysis of the works of domestic and foreign researchers in the field of transport clustering and regulations, laws and strategic documents, the definitions of the concepts of the components of the TLC were clarified, the main and auxiliary participants of the cluster were identified, their functional relationships were identified, the requirements for the infrastructure of the TC were determined, the effect of the activity of the TC for the participants and for the territory on which the cluster is located was revealed. Results: The result of the study is a structural and logical model of the transport cluster. Conclusions: The obtained structural and logical model of the transport cluster allows the development of transport clustering in the Russian Federation, since it is a universal tool for creating a TC for any territory with a high transport and transit potential

At the same time, the algorithms from which the computational program of the expert system consist, represent knowledge from the area they should analyze and help solve problems.

Different formalisms for defeasible reasoning have been used to represent knowledge and reason in the legal field. In this work, we provide an overview of the following logic-based approaches to defeasible reasoning: defeasible logic, Answer Set Programming, ABA+, ASPIC+, and DeLP. We compare features of these approaches under three perspectives: the logical model (knowledge representation), the method (computational mechanisms), and the technology (available software resources). On top of that, two real examples in the legal domain are designed and implemented in ASPIC+ to showcase the benefit of an argumentation approach in real-world domains. The CrossJustice and Interlex projects are taken as a testbed, and experiments are conducted with the Arg2P technology.

The aim of the article is to describe a predicate-based logical model for the problem-solving of robots. The proposed article deals with analyses of trends of problem-solving robotic applications for manufacturing, especially for transportations and manipulations. Intelligent agent-based manufacturing systems with robotic agents are observed. The intelligent cores of them are considered from point of view of ability to propose the plans of problem-solving in the form of strategies. The logical model of adaptive strategies planning for the intelligent robotic system is composed in the form of predicates with a presentation of data processing on a base of set theory. The dynamic structures of workspaces, and a possible change of goals are considered as reasons for functional strategies adaptation.

Since December 2019, we have detected the appearance of a new virus called COVID-19, which has spread, throughout the world. Everyone today, has given major importance to this new virus. Although we have little knowledge of the disease, doctors and specialists make decisions every day that have a significant impact on public health. There are many and various open data in this context, which are scattered and distributed. For this, we need to capitalize all the information in a data warehouse. For that, in this paper, we propose an approach to create a data warehouse from open data specifically from COVID-19 data. We start with the identification of the relevant sources from the various open data. Then, we collect the pertinent data. After that, we identify the multidimensional concepts used to design the data warehouse schema related to COVID-19 data. Finally, we transform our data warehouse to logical model and create our NoSQL data warehouse with Talend Open Studio for Big Data (TOS_BD).

Information system of motor transport enterprise is one of the most important components of its activity. The perfection of this system strongly affects the efficiency of the enterprise. The purpose of the article is to develop proposals for improving the existing information system taking into account the characteristics of the enterprise. To achieve the objectives of the article, the following methods were used: information on approaches to defining the concept of information system was analyzed and synthesized, the existing approaches to the design of information systems were sassessed. Using a logical approach, the components of the information-logical model of the “Travel Letter” database were identified. The study also widely used the methods of comparative analysis, graphical method and the method of operagrams to study the document flow of the enterprise. In the article the information system of the motor transport enterprise which, unlike existing ones, takes into account current condition of the information flows, which provide effective management of the enterprise and optimizes the routes of document movement was further developed. The proposed improvements will allow MTE to achieve their goals more systematically, increase the speed of information flows, ensure their quality and efficiency. The obtained results, which include the development of an improved information system of the enterprise, allow to carry out further research on the document flow of all divisions and services of MTE and to develop their improved information systems on the basis of research results.

Bureaucratic reform is part of the organization's strategy to improve the quality of the organization's performance. The purpose of this research is to analyze the bureaucratic reform strategy in the Secretariat of the Regional House of Representatives (DPRD) of Kepulauan Riau Province on performance during the COVID-19 pandemic. The method used is descriptive qualitative, where the researcher makes observations according to the phenomena that exist within Kepulauan Riau Provincial DPRD Secretariat. Then the data analysis technique uses a logical model in accordance with the concept of performance which is part of bureaucratic reform. The results show that there is a weakening of the supporting factors in public services so that there is a weakening of organizational performance in facilities that are part of the supporting factors for Kepulauan Riau Provincial DPRD Secretariat due to the COVID-19 pandemic, besides that in the bureaucratic reform strategy, preparation and anticipation are needed in involving stakeholders if the involvement of other parties is considered necessary to encourage the improvement of the performance quality of the DPRD Secretariat of Kepulauan Riau Province.

This paper explores the potential of combining the Text-As-Graph (TAG) and the XML data models. It proposes a digital editing workflow in which users can model, edit, and store text in TAG, and subsequently export the textual data to XML for further analysis or publication with XML-based tools. The conversion from TAGML to XML presents several interesting challenges on a technical level as well as a philological level. Overall, we argue that there may be many pragmatic reasons to encode cultural heritage texts in XML, but we have to be mindful of the XML framework becoming synonymous with the framework in which we conceptualize text. The paper therefore dives deep into the translation from conceptual model to logical model(s) and argues in favor of understanding the affordances and limitations of the technologies we use.
