For the world economy, the integration process is one of the most widespread and global. The Eurasian Economic Union is a typical example of bringing countries together to achieve shared goals and to face diverse challenges successfully by implementing coordinated policies and harmonizing the regulatory framework. The formation of a monetary union will be the next stage of integration. The EAEU member States need to achieve a certain level of economic convergence for that purpose. Thus, the main aim of this research article is to analyze some of the economic indicators of the EAEU in order to identify common problems, the solution of which will be necessary for the successful formation and functioning of the monetary union. The authors have studied such indicators as GDP volumes and inflation levels, as well as the dynamics of changes in exchange rates and the level of mutual direct investment in terms of sigma convergence. The authors have also used methods of graphical representation of the scientific results. The reports of the Eurasian Economic Commission and the Central Banks of the EAEU Member States were used as the main sources of statistical data.

In recent years the Eurasian Economic Commission (EEC) pursues a policy aimed at improving cooperation among the Eurasian Economic Union (EEU) member states in pension area. Creation of a single financial market, to which pension funds are also parties, is expected to be completed in the EEU by 2025. The purpose of this paper is to make recommendations for further reforms of the EEU pension systems and their possible integration. The scope of the study refers to existing arrangements in pension area among the EEU member states and their pension systems. The theoretical framework of research relates to works of national and international organizations and scientists in pension area as well as relevant normative legal acts and agreements between the EEU member states. The results of the study can be used by EEC and member state executive authorities for further cooperation in pension area.

Research background: the economies of the member states of the Eurasian Economic Union are of a raw material nature, therefore they have a large carbon footprint in their products and serious environmental problems. This complicates the transition to sustainable development, which presupposes the coordinated development of the economy, ecology and social sphere. Purpose of the article: based on the analysis of the system of indicators of the effectiveness of sustainable development, identify the existing problems of the EAEU countries and propose a system of measures to resolve them. Methods: the study analyzed the literature on sustainable development, studied and analyzed strategies for the transition to sustainable development of the EAEU countries, used statistical analytical reports and forecasts of the main indicators of sustainable development presented on the websites of the UN, the Eurasian Economic Commission, the World Data Atlas “Knoema”, Yale Center for Environmental Law and Policy, Boston Consulting Group. Findings: An assessment of the indicators of the sustainability of development of the EAEU member states was carried out, an analysis of their policies within the framework of the Paris Agreement was given. The conclusion is made about the decrease in the efficiency of the rational use of ecosystems and natural resources in the EAEU countries, the growth of environmental problems. This hinders the progress of the EAEU countries along the path of sustainable development. The need for the formation of a unified supranational environmental legislation within the EAEU has been proved.

Purpose. To analyze the development of the legal institute of digital (electronic) customs within the framework of the Thematic Block “electronic customs”, as well as an Expert Group on the preparation of a draft document «On the development of approaches to the formation of digital customs” in the Eurasian Economic Union. Design/methodology/approach. The research article is devoted to the formation of the institute of electronic (digital) customs. The subject of the research is the institute of digital (electronic) customs. The activities of the Eurasian Economic Commission (EEC) for the development of digital (electronic) customs are comprehensively considered. The issue of creating digital customs in the context of the functioning of the Thematic Block “electronic customs” (thematic block) is analyzed. Special attention is paid to the same questions within the framework of the work of the Expert Group on the preparation of the draft document «On the development of approaches to the formation of digital customs” (expert group). The authors analyze the competence and procedural aspects of the Thematic Block. Social implications. The introduction of the digital customs institute into the law of the Eurasian Economic Union (EEU, Union) and customs regulation as a whole are aimed at optimizing customs operations and simplifying trade procedures. Practical meaning. The results of the study are of interest to the EEC customs block; they can be used in the framework of organizing the work of the “Electronic Customs” Thematic Block and Expert Group. The article is recommended to researchers, as well as experts from the Customs Administrations of the EEU Member States and the World Custom Organization (WCO), whose activities are related to the improvement of customs regulation, the modernization of the digital customs institute, as well as international customs law. Originality/value. The research material is based on an analysis of the practical aspects of the EEC’s and the WCO activities and is a continuation of scientific and practical publications on the development of the digital customs institute.

The paper appraises current progress in establishing the Customs Union and the Eurasian Economic Union (EAEU). Although the progress has slowed down after the initial rapid advancement, the Union is better viewed not as an exception from the general rules of regional economic integration but rather as one of the functioning customs unions with its successes and stumbling blocs. The paper reviews the state of Eurasian institutions, the establishment of the single market of goods and services, the situation with mutual trade and investment flows among the member states, the ongoing work on the liquidation/unification of non-tariff barriers, the problems of the efficient coordination of macroeconomic policies, progress towards establishing an EAEU network of free trade areas with partners around the world, the state of the common labor market, and the dynamics of public opinion on Eurasian integration in the five member states.

The Eurasian economic Union has adopted the technical regulation «On energy efficiency requirements for energy-consuming devices» (TR EEU 048/2019), which is applied to widely used energy-consuming devices that have a significant share in the energy consumption balance and produce a significant impact on the energy security of the EEU member States. In TR EEU 048/2019 updated quantitative requirements to energy consuming devices, with new, additional requirements for energy efficiency, corresponding to modern level of the development of energy-saving technologies, and harmonization gradually introduced requirements on energy efficiency of energy consuming devices installed in a TR EEU 048/2019, with the requirements of the directives and regulations of the European Union, suggests that energy efficiency in energy-consuming products manufactured in the member States of the Eurasian economic Union, will steadily increase and it should have a positive impact on the competitiveness of energy-consuming goods produced in the territory of the Eurasian economic Union. The introduction of the EAEU TR 048/2019 is an urgent solution for ensuring energy security of the economies and the energies of the member States of the Eurasian economic Union and will promote the promotion of competitive energy-consuming products produced on the territory of the countries of the Eurasian economic Union to the international market and will allow the population to save money on acquisitions of energy efficient energy consuming devices.

The presented study examines the experience of forming a regulatory framework for the integration of the Eurasian Economic Union (EAEU) member states through the example of standardization as one of the key tools of quality economics.Aim. The study analyzes the major solutions of the EAEU authorities and member countries aimed at increasing the role of standardization in the economic integration of the Union over five years of its existence.Tasks. The authors identify efficient methods for developing standardization for the integration of the EAEU states as well as the most problematic aspects in this field that need to be taken into account in the qualitative strengthening of the Union’s economy.Methods. This study uses general scientific methods of cognition to examine the activities of the EAEU authorities and member states aimed at creating a system for the economic integration of the Union during a period of its transition from separate national markets towards a single (common) market.Results. Over five years of operation in the field of stadardization, the Eurasian Economic Union has created the necessary organizational and legal framework to ensure the successful development of integration processes. The national legislation on standardization has been modernized with allowance for the harmonization of these laws. In the next five-six years, the development of international standards for 40 technical regulations is expected to be completed, which would create a regulatory framework for unhindered interaction between all participants of the single (common) EAEU market. Conclusions. The analysis of activities in the field of standardization reveals a sufficiently thought-out and coordinated policy of the EAEU states in creating the necessary conditions for overcoming legal and administrative barriers in the movement of goods and services within the common economic space of the EAEU.

In international law, there are sources that do not formally have binding force, but may indicate the emergence of the opinio juris of states, as well as emerging practice. The Eurasian Economic Union also issues acts that are not formally binding: they are adopted by the Eurasian Economic Commission in the form of recommendations. In addition, the Union takes into account the recommendatory acts of other international organizations. At present, the practice of the EAEU Court indicates that this body takes into account “soft law” in the course of argumentation, but proceeds from the impossibility of challenging acts that are recommendations of the EEC. The authors give ways to establish the possibility of challenging the EEC recommendations in the EAEU Court.
